TECHNOLOGY NEWS: America Movil says not in talks over T-Mobile US

MEXICO CITY (Reuters) - America Movil is not talking to anybody at this stage about a possible purchase of T-Mobile US, Chief Executive Daniel Hajj told a conference call on Friday.



Germany's Monthly Manager Magazin on Thursday said America Movil was a possible buyer of the company, citing people familiar with Deutsche Telekom.



Deutsche Telekom owns close to 67 percent of T-Mobile US.

TOP NEWS Attacks in Egypt's Sinai kill more than 30 security personnel

ISMAILIA (Reuters) - Two attacks in Egypt's Sinai Peninsula killed more than 30 security personnel on Friday, security sources said, in some of the worst anti-state violence since Islamist President Mohamed Mursi was overthrown last year.

Thirty people were killed in the first attack in the al-Kharouba area northwest of al-Arish, near the Gaza Strip, the sources said. Military helicopters transferred the dead and wounded to Cairo. Among them were several senior officers from the Second Field Army based in Ismailia, security sources said.

The car bomb attack targeted two armored vehicles at a checkpoint near an army installation, the sources said. They said the big explosion and high death toll were likely due to the vehicles being loaded with ammunition and heavy weapons.

Security officials gave conflicting accounts of the first attack, with one Sinai-based official saying a rocket-propelled grenade was used. More than 25 people were wounded.

Hours later, gunmen opened fire on a checkpoint in al-Arish, killing three members of the security forces, officials said.

The casualties were transported to Cairo by military helicopters, state news agency MENA reported.

There was no immediate claim of responsibility for either attack. Similar previous operations have been claimed by Egypt's most active militant group, Ansar Bayt al-Maqdis.

Though the vast peninsula has long been a security headache for Egypt and its neighbors, the removal of President Mursi of the Muslim Brotherhood brought the region new violence that has morphed into an Islamist insurgency

Security forces have been squaring off against militants who have killed hundreds of soldiers and police since the army toppled Mursi in July 2013 after mass protests against his rule.

Most attacks have been in Sinai, although militant groups have claimed responsibility over the past year for deadly bomb attacks on state installations in the Nile Delta and in Cairo.

The Brotherhood says it is peaceful and denies government claims it has links to the Sinai-based Islamist militants.

"COMBING OPERATION"

President Abdel Fattah al-Sisi convened the National Defence Council on Friday evening for an emergency meeting in response to what his office called "a terrorist attack".

Shortly after the second attack, Sinai residents reported that phone lines and Internet services had been cut.

Security sources said the communications shutdown coincided with the beginning of a military operation east of al-Arish in response to the attacks. Apache helicopters bombed areas south of the towns of Sheikh Zuwaid and Rafah, near the Gaza Strip, which sources said were believed to be "militant hideouts."

MENA said armed forces were "conducting a large-scale combing operation" involving military helicopters and special forces troops, but gave no further details.

This is not the first time in the 16 months since Mursi's overthrow when news of a deadly attack against security forces in the Sinai has been swiftly followed by official announcements about a fresh assault on militants.

Washington provides Cairo with military aid of around $1.3 billion annually. A partial suspension of aid following Mursi's ouster was relaxed in April, when the U.S. said it would deliver 10 Apache helicopters, which have not yet arrived in Egypt.

The Pentagon said at the time that aid would help Egypt's counter-terrorism operations in the Sinai.

Six soldiers were killed on Sunday by a roadside bomb southwest of al-Arish.

Security officials have expressed concern that Islamic State militants who control parts of Iraq and Syria have forged ties with radical Islamist groups in Egypt.

TOP NEWS Fannie Mae settles shareholder lawsuit for $170 million

NEW YORK (Reuters) - Fannie Mae (FNMA.OB) has reached a $170 million settlement of a lawsuit accusing it of misleading shareholders about its finances, risk management and mortgage exposure before it was seized by the U.S. government during the 2008 financial crisis.

The settlement, which requires court approval, was disclosed in a Friday filing with the U.S. District Court in Manhattan.

It resolves shareholder allegations that Fannie Mae defrauded shareholders and inflated its stock by issuing false and misleading statements about its internal controls, capitalization, accounting, and exposure to subprime and low-documentation "Alt-A" mortgages.

The settlement allocates $123.8 million to common stockholders and $46.2 million to preferred stockholders between Nov. 8, 2006 and Sept. 5, 2008.

Fannie Mae's market value peaked during that period at more than $60 billion. It is now $2.71 billion.

"We are pleased to put this matter behind us," Joseph Grassi, Fannie Mae's interim general counsel, said in a statement. "This is another sign of progress as Fannie Mae continues our focus on serving the market and helping lenders make mortgage credit available to qualified borrowers."

The government seized Fannie Mae and the smaller Freddie Mac (FMCC.OB) on Sept. 7, 2008, and put them into a conservatorship under the Federal Housing Finance Agency, where they remain.

Fannie Mae and Freddie Mac together drew about $187.5 billion of bailout funds, but have returned roughly $218.7 billion to taxpayers in the form of dividends.

The lead plaintiffs suing Fannie Mae are the Massachusetts Pension Reserves Investment Management Board, the State-Boston Retirement Board and the Tennessee Consolidated Retirement System, and are seeking class-action status.

They said the settlement averts potential "numerous and substantial risks" of continuing the lawsuit after similar litigation against Freddie Mac was dismissed last year.

"We're extremely pleased with the results, particularly in light of the dismissal of a similar lawsuit against Fannie Mae's sibling company, Freddie Mac," Daniel Greene, the chairman of State-Boston, said in a statement.

The law firms Labaton Sucharow and Berman DeValerio, which represent common stockholders, and Kaplan Fox & Kilsheimer, which represents preferred stockholders, plan to seek fees of as much as 20 percent of the settlement fund, court papers show.

A separate lawsuit over Fannie Mae's disclosures was brought in 2011 by the U.S. Securities and Exchange Commission against former Chief Executive Officer Daniel Mudd and former Chief Risk Officer Enrico Dallavecchia, and remains pending.

The SEC filed a similar lawsuit against former Freddie Mac officials, including onetime Chief Executive Officer Richard Syron.

The case is In re: Fannie Mae 2008 Securities Litigation, U.S. District Court, Southern District of New York, No. 08-07831.

TECHNOLOGY NEWS: Google's Pichai to oversee major products and services: blog

SAN FRANCISCO (Reuters) - Google Inc Chief Executive Officer Larry Page has put Sundar Pichai, one of his key lieutenants, in charge of the Internet company's products, according to technology blog Re/code.



The India-born executive will have oversight over products such as search, maps, Google+, commerce, advertising and infrastructure. Six executives who previously reported to Page, including the heads of research, social media and search, will now report to Pichai, Re/code reported citing an internal memo.



The move puts Pichai in charge of many of Google's key services, including its core search and advertising units.



Pichai, who has risen rapidly through the ranks since joining Google in 2004, is viewed by many industry insiders as potential CEO material.

TECHNOLOGY NEWS: U.S. TV startup Roku to confidentially file for IPO: WSJ

(Reuters) - U.S. TV startup Roku Inc is working on plans to confidentially file for an initial public offering, the Wall Street Journal reported, citing people familiar with the matter.



Roku has been working with investment banks, including Bank of America Merrill Lynch and Citigroup Inc, to prepare for a potential offering that could raise as much as $150 million, the Journal said.



The company, which makes set-top boxes that connect TVs to the Internet, did not immediately respond to emails seeking comment.



The timing of any deal is not yet set, and it is also not yet clear what valuation Roku might seek, the financial daily reported.



Roku competes with Apple Inc's (AAPL.O) Apple TV and Amazon.com Inc (AMZN.O) in April unveiled a rival video streaming device dubbed Fire TV.

TECHNOLOGY U.S. delays 'incentive' airwaves auction to early 2016

WASHINGTON (Reuters) - The U.S. Federal Communications Commission expects a major auction of low-frequency airwaves to be pushed back to early 2016 from mid-2015 because of its complexity and a pending court challenge, an FCC official said in a blog post on Friday.

The FCC is working on rules for the so-called incentive auction, in which wireless carriers would get the first opportunity since 2008 to purchase airwaves that are considered the "beach-front property" of radio spectrum for their reach and strength.

The auction is regarded as the FCC's most complex undertaking to date, balancing numerous economic, engineering and political considerations, including the need to woo broadcasters to give up the airwaves in the first place.

The delay gives the FCC more time to sway TV station owners to participate and T-Mobile US Inc to argue for bidding restrictions on larger rivals AT&T Inc and Verizon Communications Inc.

The National Association of Broadcasters, concerned about the potential impact on TV stations, has petitioned the U.S. Court of Appeals for the District of Columbia Circuit to review elements of the FCC's planned auction process.

The court has pushed back the deadline on final briefs in the case until late January 2015.

"We are confident we will prevail in court, but given the reality of that schedule, the complexity of designing and implementing the auction, and the need for all auction participants to have certainty well in advance of the auction, we now anticipate accepting applications for the auction in the fall of 2015 and starting the auction in early 2016," Gary Epstein, who chairs the FCC's Incentive Auction Task Force, wrote in the blog post.

The NAB rejected the notion that its lawsuit was the cause of the delay.

"We look forward to a speedy resolution of our legal challenge and a successful auction that preserves access to free and local TV for every American," NAB spokesman Dennis Wharton said in a statement.

The FCC plans a road show this fall to convince TV station owners to participate in the auction, for example by going off the air or sharing frequencies with another station.

Wireless carriers said the auction delay was unfortunate, but they added that they welcomed the effort to get it right.

Although all large carriers are expected to participate, AT&T so far has been the only one to pledge a specific amount, at least $9 billion.

BTIG analyst Walter Piecyk, in a note, said the delay could "re-open the door for T-Mobile and Sprint to argue for more favorable bidding conditions, particularly given that they have abandoned their merger discussions."

Verizon, AT&T, T-Mobile and satellite provider Dish Network Corp also plan to bid in the FCC's AWS-3 auction, which is scheduled for Nov. 3.

The anticipated start of the incentive auction was pushed back once before, to mid-2015 from 2014, because of its complexity.

TECHNOLOGY NEWS: Lantern gets early funding for mental health therapy app

SAN FRANCISCO (Reuters) - Lantern, a technology startup that offers online and mobile coaching programs to support mental health, has won early backing for its service.



Executives at the 2-year-old startup said on Friday it has raised $4.4 million from investors led by Silicon Valley-based venture firm Mayfield, with seed funding from SoftTechVC. Facebook Inc Chief Product Officer Chris Cox is serving as an advisor.



While most patients visit therapists at a physical office, Lantern said its founding team has found that researchers support the concept of online coaching, with occasional check-ins from mental health professionals.



For $49 a month or $300 a year, Lantern's service tailors programs for each customer based on a profile created by answering online questions such as, "Is your life meaningful and purposeful?" Lantern will connect each customer with a coach.



Lantern's online and mobile tools teach calming behaviors such as muscle relaxation and deep breathing to help people cope with anxiety, body image issues, stress or even relationships.



Coaches, who take a cut of the monthly fee, will regularly check in via SMS to offer encouragement and feedback.



Internet-based programs to support mental health, while growing in popularity, have only recently gained support from investors. Just a year ago, Lantern Chief Executive Alejandro Foung said, most venture capitalists would not "touch the space." but now there is a growing interest in these digital services.



To develop the service, Foung said Lantern worked closely with researchers at Stanford University, Washington University in St. Louis and Pennsylvania State University.



The National Institutes of Health recently granted the company $4 million to study how to prevent eating disorders and improve body image on campus. Thirty colleges are participating in this study and are offering students free access to Lantern.

BEIJING (Reuters) - Apple Inc Chief Executive Tim Cook was quoted on Friday as saying he had "very open" talks on privacy and security with a senior Chinese official, days after a web monitoring group linked the government to a hack into Apple's iCloud service in China.



Cook's remarks, made in an interview to the official Xinhua news agency, were his first public comments since meeting Vice Premier Ma Kai in Beijing on Wednesday.



Cook's China visit has been overshadowed by a report by web monitoring group Greatfire.org, which alleged the Chinese government was involved in a sophisticated and widespread hacking attack on Apple users in China.



The government has strongly refuted the allegations, saying it has been a victim of hacker attacks itself.



The Xinhua interview made no mention of the attack. Asked about the Greatfire report, Apple has said it is "aware of intermittent organized network attacks" without giving details.



In the interview, Cook said one of Apple's priorities for China was to introduce the newly launched Apple Pay mobile payments service, and that he was still seeking to understand the steps needed to do so.



"China is a really key market for us," Cook told Xinhua. "Everything we do, we are going to work it here. Apple Pay is on the top of the list."



Chinese media had reported last month that Apple was close to a deal with China's Unionpay card network to launch Apple Pay in the world's most populous country.



Cook, on a four day trip to China, attended a meeting of the advisory board of Tsinghua University School of Economics and Management on Friday. He had also toured a factory of supplier Hon Hai Precision Industries in central China.

HACKERS NEWS: Hacker sentenced to 21 months in U.S. prison for $15 million scheme

NEW YORK (Reuters) - A Massachusetts man was sentenced to 21 months in prison on Friday for his role in a cybercrime scheme that hacked accounts at banks, brokerage firms and government agencies in an attempt to steal more than $15 million, U.S. prosecutors said.



Robert Dubuc, 41, pleaded guilty to wire fraud conspiracy, conspiracy to commit access device fraud and identity theft in federal court in New Jersey in April. U.S. District Judge Peter Sheridan in Trenton imposed the sentence on Friday.



A co-defendant, Oleg Pidtergerya, pleaded guilty to the same charges and is scheduled for sentencing in December.



Prosecutors said the two men were members of an international cybercrime ring led by Oleksiy Sharapka and Leonid Yanovitsky of Kiev, Ukraine, who have also been indicted but remain at large.



The group hacked into accounts in 2012 and 2013 at global banks and other institutions, including Citigroup Inc, JPMorgan Chase & Co, the U.S. Department of Defense, PayPal and others, and diverted funds into accounts and debit cards they controlled, prosecutors said.



The group then used "cash out" crews to tap the stolen funds by withdrawing cash from ATMS and making fraudulent purchases, according to prosecutors. Dubuc operated a crew out of Massachusetts, while Pidtergerya led a crew in New York, the government said.



Eight individuals have been charged in the case.

TOP NEWS Drone strike kills three al Qaeda-linked militants: tribal sources

SANAA (Reuters) - A U.S. drone strike killed three suspected members of the al Qaeda-linked group near their battlefront with arch-rivals from the Shi'ite Muslim Houthi group, tribal sources said.



The sources said the drone was used in the al-Manasseh area against Ansar al-Sharia, the local wing of Al Qaeda in the Arab Peninsula (AQAP).



The drone was still circling the area, they said.



This was believed to be the first U.S. air strike against the militant group in Yemen since the Houthis engaged al Qaeda-linked militants in central Yemen after they captured the capital Sanaa last month.



Washington has acknowledged using drones in Yemen. AQAP is believed to be among the most active wings of the network founded by Osama bin Laden.



In the last known drone strike in Yemen in August, three suspected al Qaeda militants were killed in the country's eastern Hadramout province.



In April, a series of drone strikes killed about 65 militants in southern and central provinces. The Yemeni army followed up with an air and ground offensive to dislodge AQAP fighters from their main strongholds in the south.



The Houthis, who hail from the Zaydi branch of Shi'ite Islam, captured the capital Sanaa in September.

TOP NEWS Two dead, four wounded after student opens fire at Washington state school

MARYSVILLE Wash. (Reuters) - A student opened fire in the cafeteria of his Washington state high school on Friday, killing a classmate and wounding at least four others before taking his own life amid the chaos of students scrambling to safety, authorities said.

All of the victims of the shooting at Marysville-Pilchuck High School were young people, and three were in critical condition with gunshot wounds to the head, said Joanne Roberts, chief of medicine at Providence Regional Medical Center in Everett.

The fourth wounded victim suffered less serious injuries in the gunfire and had been transferred to Harborview Medical Center in Seattle. A spokeswoman for that hospital said the young man was in serious condition.

Two of the wounded were male and two female, hospital officials said.

"At this point, we are confirming that there are two deceased," Marysville Police Commander Robb Lamoureux told reporters. Marysville is about 30 miles (50 km) north of Seattle.

Police said the shooter died of a self-inflicted gunshot wound.

Authorities said they did not yet know what may have motivated the assailant and declined to release the suspect's identity.

Witnesses described the gunman as a well-liked freshman and member of the school's wrestling and football teams. They said he walked into the school's cafeteria at lunchtime and opened fire at a table of classmates.

"He came up from behind and had a gun in his hand and he fired about eight bullets into backs of them. They were his friends so it wasn't just random," student Jordan Luton told CNN, adding that the gunman fired several more shots.

"Then he turned and looked at me and my girlfriend ... and kind of gave us a smirk and turned around and then shot more bullets outside," Luton said.

Local television stations showed images of students running from school buildings, crossing a sports field with their hands in the air as officers with rifles ran across the school yard. They were taken to a nearby church by bus.

At the church, 15-year-old 10th-grader Gladis Jimenez said she heard two large pops during her fifth period class and then saw classmates frantically running.

"I heard these two big noises, and I see kids running and they looked so scared. Then the fire alarm went off and we thought it was a fire," Jimenez told Reuters. "We lined up to go the auditorium and then they said no, go back and we were just running and running back and forth."

She said she ultimately sheltered with classmates in a classroom and a student's mother told him via text message what was happening.

The violence at Marysville-Pilchuck High School marked the latest in a series of deadly rampages at American schools that have played a central role in a national debate over gun laws.

In 2012, a 20-year-old gunman entered Sandy Hook Elementary School in Newtown, Connecticut, and killed 20 children and six adults before taking his own life in one of the deadliest mass shootings in U.S. history.

HEALTHCARE NEWS Two US states to quarantine health workers returning from Ebola zones

WASHINGTON/NEW YORK (Reuters) - New York and New Jersey will automatically quarantine all medical workers returning from Ebola-hit West African countries, and the U.S. government is considering the same step after a doctor who treated patients in Guinea came back infected, officials said on Friday.

The steps announced by the two states, which go beyond the current restrictions being imposed by the U.S. government on travelers from Liberia, Sierra Leone or Guinea, came as medical detectives tried to retrace the steps of the infected physician, Dr. Craig Spencer.

"Increasing the screening process is necessary. I think it reduces the risk to New Yorkers and the residents of New Jersey," said New York Governor Andrew Cuomo.

Cuomo, who appeared with the governor of neighboring New Jersey, Chris Christie, at a news conference, had earlier in the day sought to reassure New Yorkers that Ebola's threat was limited the day after Spencer tested positive for the virus.

In Washington, President Barack Obama also sought to reassure a worried public with an Oval Office hug of Dallas nurse Nina Pham, who was declared Ebola-free on Friday after catching the virus from a Liberian patient who died.

But Republican lawmakers, many of whom for weeks have called for a tougher response to Ebola, continued their criticism of the administration at a congressional hearing.

In the first instance of the new move by the two governors, a female healthcare worker who had treated patients in West Africa and arrived at the Newark, New Jersey, airport was ordered into quarantine.

Cuomo said the U.S. Centers for Disease Control and Prevention (CDC) had agreed that individual states have the right to exceed federal requirements.

A federal quarantine of healthcare workers returning to the United States from the three West African countries was one of a number of options being discussed by administration officials, Tom Skinner, a CDC spokesman, told Reuters.

Dr. Spencer, 33, who spent a month with the humanitarian group Doctors Without Borders in Guinea, was the fourth person diagnosed with the virus in the United States and the first in its largest city.

Dr. Mary Travis Bassett, New York's health commissioner, said Spencer was awake and talking to family and friends by cellphone and was listed in stable condition in Bellevue Hospital's isolation unit.

The Obama administration has implemented a series of steps aimed at preventing the further spread of Ebola in the United States but has stopped short of a travel ban on people from Liberia, Sierra Leone or Guinea called for by some politicians

The United States is funneling travelers from those countries through five airports conducting special screening for signs of infection and is requiring them to report to health authorities for the 21-day Ebola virus incubation period. The airports include a New York City airport and a New Jersey airport that serve the metropolitan area.

"We want to strike the right balance of doing what is best to protect the public's health while not impeding whatsoever our ability to combat the epidemic in West Africa. Our risk here will not be zero until we stop the epidemic there," Skinner said.

NURSE RELEASED

Pham, one of two nurses from a Dallas hospital infected with Ebola after treating the first patient diagnosed with the disease in the United States, walked out smiling and unassisted from the Bethesda, Maryland hospital where she was treated.

Emory University Hospital in Atlanta and the CDC also confirmed that the other nurse, Amber Vinson, no longer had detectable levels of virus but did not set a date for her to leave that facility.

Pham, who was transferred to the U.S. National Institutes of Health (NIH) Clinical Center in Bethesda, Maryland, from the Dallas hospital on Oct. 16, thanked her doctors at a news briefing.

Looking fit in a dark blazer and a turquoise blouse, Pham said that even though she no longer is infected, "I know that it may be a while before I have my strength back." She said she looked forward to seeing her family and her dog.

Photos of the Oval Office meeting showed Obama hugging Pham. Reporters and television cameras were not allowed in for the meeting.

Dr. Anthony Fauci, director of the NIH's National Institute of Allergy and Infectious Diseases, said he could not pinpoint any one factor that contributed to Pham's speedy recovery. He said it could be any of a number of factors, including the fact that "she's young and very healthy" and was able to get intensive care very quickly.

Spencer finished his work in Guinea on Oct. 12 and arrived at John F. Kennedy International Airport in New York on Oct. 17. Six days later, he was quarantined at Bellevue Hospital with Ebola. The three previous cases diagnosed in the United States were in Dallas.

Three people who had close contact with Spencer were quarantined for observation. The doctor's fiancée was among them and was isolated at the same hospital, and all three were still healthy, officials said.

New York City Mayor Bill de Blasio said city health department detectives were retracing all the steps taken by Spencer, but said the doctor poses no threat to others and urged New Yorkers to stick to their daily routines.

Health officials emphasized that the virus is not airborne but is spread through direct contact with bodily fluids from an infected person who is showing symptoms.

U.S. stocks closed out their best week since January 2013 as concerns over the possible spread of Ebola that arose after Spencer was diagnosed eased. [.N]

The worst Ebola outbreak since the disease was identified in 1976 has killed at least 4,877 people and perhaps as many as 15,000, predominantly in Liberia, Sierra Leone and Guinea, according to the World Health Organization (WHO).

Spencer's case brought to nine the total number of people treated for Ebola in U.S. hospitals since August. Just two, the nurses who treated Liberian national Thomas Eric Duncan, contracted the virus in the United States. Duncan died on Oct. 8 at Texas Health Presbyterian Hospital in Dallas, where Pham and Vinson were infected.

Obama's response to Ebola ran into fresh criticism from Republicans during the congressional hearing.

Republican Representative Darrell Issa of California, who chairs the House of Representatives Oversight Committee, blasted the "bumbling" administration response, saying it had been characterized by missteps and ill-considered procedures to protect U.S. healthcare workers at home and troops in West Africa.

Local officials told New Yorkers they were safe even though Spencer had ridden subways, taken a cab and visited a bowling alley in Brooklyn between his return from Guinea and the onset of symptoms. Authorities on Friday declared the bowling alley safe.

Cuomo said that unlike in Dallas, New York officials had time to thoroughly prepare and drill for the possibility of a case emerging in the city.

"From a public health point of view, I feel confident that we're doing everything that we should be doing, and we have the situation under control," Cuomo said.

TERRORIST NEWS: Chibok Girls Will Be Released On Monday- Boko Haram

The general secretary of  terrorist group, Boko haram who spoke in the Hausa service of the Voice of America VoA on Friday and monitored in Yola affirmed that the Chibok Girls would surely be released on Monday to the Chadian President, Idriss Derby for onward presentation to the Nigerian government.



He also added that an enlarged meeting of the group has been fixed for the weekend to prepare ground for the Monday meeting with the Federal government, affirming that the final ceasefire and the release of the Chibok girls are promises that will surely be fulfilled by the group.



Mallam Danladi Ahmadu, the self acclaimed Secretary General of Islamist sect Boko Haram has disclosed that the final meeting between the group and the federal government to finally seal the ceasefire agreement would take place on Monday in Ndjamana, chad and would be supervised by the Chadian leader, Idris Derby. He also said that the group's cease fire agreement with the Federal Government is very much on course.



It was further  disclosed to VoA by Ahmadu that the group and the Federal government were in close consultations over arrangements for the Monday meeting in Chad. The Secretary General while commenting on the latest kidnap of over 40 women and girls in the border villages between Adamawa and Borno states  maintained that as far as the Boko Haram was concerned it wasn't  aware of the latest kidnap and attacks.



He added that in as much as the group is investigating the latest kidnap and attacks to determine the involvement of its members, admitting that many anti-social groups have infiltrated the Boko Haram. Danladi Ahmadu stated that political thugs, armed robbers, kidnappers, hired assassins and other anti social groups now parades themselves as members of the sect, but was quick to add that things been equal if the cease fire agreement is sealed all the groups would fizzle out.

TOP NEWS U.S. new home sales up in September, but August pace cut

WASHINGTON (Reuters) - Sales of new U.S. single-family homes rose to a six-year high in September, but a sharp downward revision to August's sales pace indicated that the housing recovery remains fragile.



The Commerce Department said on Friday that sales increased 0.2 percent to a seasonally adjusted annual rate of 467,000 units, the highest reading since July 2008. August's sales pace was revised down to 466,000 units from 504,000 units.



Economists polled by Reuters had forecast new home sales at a 470,000-unit pace last month.



New home sales, which account for about 8 percent of the housing market, tend to be volatile month to month and large



revisions are not unusual. Compared to September last year, sales were up 17 percent.



Housing is slowly regaining its footing after activity stalled in the second half of 2013 as mortgage rates soared.



With the 30-year fixed mortgage rate this week falling to its lowest level since June of last year, sales could pick up.



Slow wage growth, however, remains a constraint. Data this week showed sales of previously-owned homes touched a one-year high in September.



Last month, new home sales fell 8.9 percent in the West, handing back some of August's 28.1 percent surge. In the



populous South, sales rose 2.0 percent, while they increased 12.3 percent in the Midwest. Sales were flat in the Northeast.



With sales rising modestly, the stock of new houses available on the market rose 1.5 percent to the highest level



since July 2010.



At September's sales pace it would take 5.3 months to clear the supply of houses on the market, unchanged from August. Six months' supply is normally considered a healthy balance between supply and demand.



The median new home price fell 4.0 percent to $259,000 from a year ago.

TOP NEWS Kurds deny Erdogan report of deal with Syrian rebels to aid besieged Kobani

ISTANBUL/BEIRUT (Reuters) - A senior Syrian Kurdish official on Friday denied a report from Turkey's president that Syrian Kurds had agreed to let 1,300 Free Syrian Army fighters enter the border town of Kobani to help defend it against besieging Islamic State insurgents.

President Tayyip Erdogan has long championed the relatively secular Free Syrian Army in the complicated, faction-ridden insurgency against Syrian President Bashar al-Assad and has repeatedly advocated FSA intervention in Kobani.

Turkey's unwillingness to send its powerful army across the border to help secure Kobani has angered Kurds, but appears rooted in a concern not to strengthen Kurds seeking autonomy in adjoining regions of Turkey, Iraq and Syria.

Erdogan said on Friday said 1,300 FSA fighters would enter Kobani after the Syrian Kurdish Democratic Union Party (PYD) agreed on their passage, but his comments were swiftly denied by Saleh Moslem, co-chair of the PYD.

"We have already established a connection with FSA but no such agreement has been reached yet as Mr. Erdogan has mentioned," Moslem told Reuters by telephone from Brussels.

Speaking at a news conference during a visit to Estonia, Erdogan said his side was working on details of the route of passage for the FSA fighters, indicating that they would access Kobani via Turkey.

But Moslem said talks between Abdul Jabbar al-Aqidi, top commander of the FSA, and the armed wing of the Kurdish PYD were continuing about the potential role of FSA rebels.

"There are already groups with links to the FSA in Kobani helping us," he said.

It would be far preferable, Moslem said, for the FSA to open a second front against Islamic State in Syria. "Politically we have no objections to FSA....But in my opinion, if they really would like to help, then their forces should open another front; such as from Tel Abyad or Jarablus," he said.

He was referring to two nearby Syrian border towns captured by Islamic State as it overran vast swathes of territory in Syria and Iraq over the past year, executing prisoners, massacring non-Sunni Muslim civilians in their path and declaring a caliphate overlapping Syrian-Iraqi borders.

Islamic State's rise has sent shock waves through Middle East and Western capitals, galvanizing U.S.-led air strikes to try to "degrade and destroy" the insurgents, as U.S. President Barack Obama has put it.

U.S. officials said on Thursday that Kobani, nestled in a valley overlooked by Turkish territory, seemed in less danger of falling to Islamic State after coalition air strikes and limited arms drops, but the threat remained.

Turkey has been loath to join the U.S.-led coalition against Islamic State but, after mounting pressure from its Western allies, Erdogan said on Wednesday that some Kurdish peshmerga fighters from Iraq would be allowed to transit Turkey to Kobani.

CREDIBILITY TEST

Although Turkish and U.S. officials acknowledge Kobani itself is not especially strategically important, the fate of the town has become a credibility test of the international coalition's response to Islamic State.

Over the weekend, U.S. warplanes air-dropped small arms to Kobani's defenders, against the wishes of Turkish authorities who have described them as terrorists because of their links to the outlawed Kurdistan Workers Party (PKK), which has fought a decades-long separatist insurgency in Turkey.

Ankara's suspicions of Kurdish forces are matched by its strong support of the Free Syrian Army, which it sees as an important instrument in the campaign to topple Assad, Erdogan's one-time ally and now implacable adversary.

But the FSA is little more than a term used to describe dozens of loosely affiliated rebel factions with little or no centralized command. Many groups describing themselves as FSA complain of a lack of arms and resources leaving them unable to confront Assad and the better-armed Islamist insurgents.

The PYD's Moslem said he was disappointed with Turkey's response so far. "When I conducted my meetings in Turkey, I was hoping the help would come in 24 hours. It's been more than a month and we're still waiting," he said.

In a separate interview published in a pan-Arab newspaper, Moslem said that the battle for Kobani would turn into a war of attrition unless Kurds obtained arms that can repel tanks and armored vehicles.

He told Asharq al-Awsat that Kurds had recently received information that Islamic State wanted to fire chemical weapons into Kobani using mortars, after having surrounded it with around 40 tanks.

"If we were to receive qualitative (stronger) weapons, we would be able to hit the tanks and armored vehicles that they use - we may be able to bring a qualitative change in the battle," Moslem said.

Elsewhere in Syria's civil war, government forces retook a town on the highway linking Hama and Aleppo cities in the west of the country after months of battles with insurgents, Damascus state television and a monitoring group said.

The recapture of Morek, 30 km (19 miles) north of Hama, is part of Assad's campaign to shore up control of territory in the west stretching north from Damascus while U.S.-led forces bomb Islamist militants in the north and east.

TOP NEWS: Security tight in Canada as police probe Parliament gunman's ties

OTTAWA (Reuters) - Canada's capital faced a third day of heightened security on Friday as police searched for any clues that the man who shot and killed a soldier and charged into the parliament building had help in plotting his attack.

Groups of Ottawa residents gathered early around the national war memorial where the soldier, Cpl. Nathan Cirillo, 24, was slain on Wednesday at the start of a brazen daylight attack by a man police identified as Michael Zehaf-Bibeau, a 32-year-old Canadian citizen.

"I feel tremendous sadness," said April Hall, 43, a doctor from London, Ontario, as she sat near the monument wiping tears from her eyes. "This is a memorial to those who sacrificed their lives for Canada, and there was a sacrifice right here on the spot."

The attack by Zehaf-Bibeau, who according to U.S. sources was a recent convert to Islam, came two days after another incident in Quebec, in which Martin Rouleau, 25 and also a recent convert, drove over two soldiers, killing one.

Both men were shot dead by security officers.

The attacks on soldiers came during a week when the Canadian military sent six jet fighters to the Middle East to take part in a campaign of air strikes against Islamic State militants.

Police said that Zehaf-Bibeau had traveled to Ottawa seeking a passport and that he had intended to travel to Syria, a hot spot of Islamic State activity.

Canadian officials vowed to continue their military efforts and on Friday two long-range patrol aircraft were due to depart Nova Scotia for the Middle East.

Separately on Friday, Turkish officials reported that an unidentified yellow powder was found at the Canadian consulate in Istanbul, with the German and Belgian consulates receiving similar packages, according to Turkish media.

'A REAL SHAME'

Police were stationed at regular points along the wall surrounding the Parliament buildings in Ottawa, where metal barricades blocked the entrances to an area popular with tourists.

Bouquets of flowers were stuck into the gate's scrollwork, as workers and visitors adapted to the tighter security restrictions in a city normally proud of its openness.

"It is a real shame," said Ian Campbell, 57, a government worker. "I don't know how you stop somebody from doing this kind of thing."

Officials planned to move Cirillo's body from Ottawa to his hometown of Hamilton, Ontario, on Friday, along a 500 kilometer (310 mile) stretch of highway called the "Highway of Heroes" in honor of soldiers.

Royal Canadian Mounted Police Commissioner Bob Paulson on Thursday said investigators had linked Zehaf-Bibeau to someone charged with what he called a terrorist-related offence. He did not give details other than saying Zehaf-Bibeau's email was found in the hard drive of that person, but vowed to rapidly learn if others had helped Zehaf-Bibeau plan his attack.

Later on Friday in Calgary, the Islamic Supreme Council of Canada and Muslims Against Terrorism plan to hold a memorial for Cirillo, as well as Patrice Vincent, the 53-year-old warrant officer who died in Monday's attack.

Zehaf-Bibeau, who was born in Montreal, had lived in Calgary for a period, according to police.

HEALTHCARE NEWS Doctor with Ebola in New York hospital after return from Guinea

NEW YORK (Reuters) - A doctor who worked in West Africa with Ebola patients was in an isolation unit in New York City on Friday after testing positive for the virus, becoming the fourth person diagnosed with the disease in the United States and the first in its largest city.

Dr. Craig Spencer, 33, was quarantined at Bellevue Hospital on Thursday, six days after returning from Guinea, unnerving financial markets amid concern the disease may spread in the nation's most populous city. The three previous cases were in Texas.

Three people who had close contact with Spencer, a physician for the humanitarian group Doctors Without Borders, were quarantined for observation. The doctor's fiancée was among them and quarantined at the same hospital, and all three were still healthy, officials said.

The news of New York's first Ebola case sent U.S. equities markets lower Thursday and in premarket trading Friday, though Wall Street opened little changed.

The worst Ebola outbreak on record has killed at least 4,877 people and perhaps as many as 15,000, mostly in Liberia, Sierra Leone and Guinea, according to World Health Organization figures.

WHO set out plans Friday for speeding up development and deployment of experimental vaccines, saying hundreds of thousands of doses should be ready for use in West Africa by the middle of next year.

The Republican-led House Oversight and Government Reform Committee are holding a hearing on Friday to examine the Obama administration's Ebola response, featuring testimony from government officials, a nurse's union representative and a humanitarian group working to control the outbreak in Africa.

REASSURANCE

New York Mayor Bill de Blasio and Governor Andrew Cuomo sought to reassure New Yorkers they were safe, even though Spencer had ridden subways, taken a taxi and visited a bowling alley between his return from Guinea and the onset of his symptoms.

"There is no reason for New Yorkers to be alarmed," de Blasio said at a news conference at Bellevue. "Being on the same subway car or living near someone with Ebola does not in itself put someone at risk."

Cuomo said that unlike in Dallas, where two hospital nurses treating an Ebola patient contracted the disease, New York officials had time to thoroughly prepare and drill for the possibility of a case emerging in the city.

"From a public health point of view, I feel confident that we're doing everything that we should be doing, and we have the situation under control," he said.

"There's no reason for New Yorkers to panic or feel that they have anything to worry about on the subway system, etc.," Cuomo said in an interview on CNN.

Four Ebola cases have been diagnosed so far in the United States: Liberian Thomas Eric Duncan, who died on Oct. 8 at Texas Health Presbyterian Hospital in Dallas, two nurses who treated him there, and Spencer.

Health officials emphasized that the virus is not airborne but is spread through direct contact with bodily fluids from an infected person who is showing symptoms.

FEVER OF 100.3

After taking his own temperature twice a day since his return, Spencer reported running a fever and experiencing gastrointestinal symptoms for the first time early on Thursday.

He was then taken from his Manhattan apartment to Bellevue by a special team wearing protective gear, city officials said.

Cuomo said Spencer checked into the hospital when he realized he had a temperature of 100.3 degrees Fahrenheit, "not 103 as has been reported," suggesting he may have caught the onset of symptoms early.

He was not feeling sick and would not have been contagious before Thursday morning, city Health Commissioner Mary Travis Bassett said.

Owners of the bowling alley he visited said they had voluntarily closed it for the day as a precaution. The driver of the ride-sharing taxi Spencer took was not considered to be at risk, and officials insisted the three subway lines he rode before falling ill remained safe.

"We consider that it is extremely unlikely, the probability being close to nil, that there would be any problem related to his taking the subway system," Bassett said.

The U.S. Centers for Disease Control and Prevention (CDC) will confirm Spencer's test results within 24 hours, she said.

SOME RESIDENTS RATTLED

Spencer's case brings to nine the total number of people treated for Ebola in U.S. hospitals since August, but just two, Duncan's nurses, contracted the virus in the United States.

The New York case surfaced days after dozens of people who were exposed to Duncan emerged from a 21-day incubation period with clean bills of health, easing a national sense of crisis that took hold when his nurses, Nina Pham and Amber Vinson, became infected.

As New Yorkers headed to work on Friday, some were unfazed by the news, while others said it added to their anxieties about the perils of living in a crowded city.

Mollie Kirk, a 29-year-old laboratory worker who lives in Harlem, walked past a newspaper stand with "Ebola" splashed in large letters across the front pages as she headed towards a downtown subway.

"I'm much more afraid of this year's 'flu, it kills much more people," she said. "People just mis-evaluate probability and risk because the outcome is horrible. You see the pictures in Africa."

Raschell Martinez, a 27-year-old social worker who lives in the Bronx, said she was "very fearful" after emerging from the subway in Harlem, after what she described as an anguished ride.

"Every time I go in the subway I try not to touch any poles," she said. "People are getting it anyways. And especially the ones who are caring for those with the illness, the nurses, doctors ... despite wearing all this protective gear."

The city health commissioner said Spencer completed work in Guinea on Oct. 12 and arrived at John F. Kennedy International Airport in New York on Oct. 17.

His Facebook page, which included a photo of him clad in protective gear, said he had stopped over in Brussels.

Spencer is due to marry his fiancée, Morgan Dixon, in Detroit on Sept. 5 next year, according to their online wedding announcement. The couple met in China, where both studied at Henan University, according to their online résumés.

"Craig's friends say he's a goofball, incredible, gifted in both art, music and science, and a go-getter," the announcement says.

Spencer has specialized in international emergency medicine at Columbia University-New York Presbyterian Hospital in New York City since 2011. Columbia said in a statement he had not been to work nor seen any patients since his return.

The CDC did not name Spencer but said he "participated in the enhanced screening" instituted for all travelers returning from Guinea, Liberia and Sierra Leone this month at five major U.S. airports - including Kennedy.
