New Mexico student 'warned' of Roswell school shooting

Residents attended a prayer vigil after the school shooting in Roswell, New Mexico.

A 12-year-old alleged to have shot two of his classmates in New Mexico may have warned other students, police say.

State police chief Peter Kassetas said there were "indications" he had told "some students" he ran into at Berrendo Middle School in Roswell to stay away.

A 11-year-old boy shot in the face and the neck was still in critical condition on Wednesday. A second victim was in a stable condition.

Police said prosecutors were still working on what charges to bring.

The family of the suspect said in a statement to the Associated Press their thoughts and prayers were with the two injured students.

They added the family would continue to co-operate with officials as investigators determine "how this awful tragedy occurred".

'Thought-out'

"We found evidence it was thought out and planned," said the police chief, adding that he thought the victims had been hit at random.

While he suggested there was some "preliminary information" that some students may have had prior warning not to go to school, he gave no further detail and said that had not yet been corroborated.

The shooting occurred inside the school gymnasium about 08:00 local time (15:00 GMT) on Tuesday.

The suspect fired three shots from a sawn-off shotgun he had taken from his home, according to Chief Kassetas.

Police said they believed it was the only ammunition the suspect had.

Contrary to earlier reports, the student carried the firearm in a duffel bag, not an instrument case.

Earlier, Roswell School Superintendent Tom Burris said the school's faculty had responded appropriately.

"In the 10 seconds that transpired from the time of this thing starting until the teacher had control of the weapon, there was no cowardice," Mr Burris said on Tuesday.

"There was protection for our kids. Everyone acted and did their duties today at Berrendo Middle School."

New Mexico Governor Susana Martinez praised as heroic the actions of a teacher who had persuaded the suspect to put down his weapon.

John Masterson, who initially had his back to the 12 year old, turned when he heard the first shot, and began talking to the student.

"The young man put the gun down and raised his hands," Ms Martinez said.

Sharron Angle Files Petition Against Obamacare

Nearly four years after unsuccessfully running for U.S.

Senate, former Nevada Assemblywoman Sharron Angle
is back at it with a petition to outlaw Nevada's Obamacare exchange.

The Associated Press reported Tuesday that Angle filed the proposal with the secretary of state's office -- a constitutional amendment that would prevent state or local governments from creating or maintaining health care exchanges under the Affordable Care Act.

"Entitled"

the Healthcare Freedom Protection Act, she'll need to gain at least 101,000 signatures by June 17 for the
measure to make it onto the ballot.

In order for the amendment to go into effect, Nevada voters would have to approve the measure during both
the November 2014 midterm elections and 2016 general election. If successful, the change would not
take effect until more than three years after Obamacare's October 2013 launch.

The Las Vegas Review-Journal pointed out that Angle opted not to file a petition repealing the state law
creating Nevada's health care exchange -- a law that was approved across the board by Gov. Brian Sandoval (R) and the state legislature in 2011. That move would have only required passage in November 2014, and could have gone into effect immediately after.

Back in 2010, Angle and Reid went back and forth in their Senate race polls. Angle would have become
Nevada's first female senator, but ended up falling by six points to the incumbent majority leader.

"We didn't just inspire Republicans, we inspired democrats and independents as well," Angle said at the time. "They may call us the tea party, but we know we're Main Street America."

Heatwave halts Australian Open tennis matches

Soaring temperatures have halted matches at the Australian Open tennis tournament, as a report warns that the country will see hotter heatwaves.

Melbourne, where the tournament is held, is seeing a third consecutive day of heat above 40C, with temperatures of 41.7C (107F) on Thursday.

Australia's Climate Council says in a report that the number of hot days in the country has "more than doubled".

2013 was recently declared Australia's hottest year on record.

Australian Open organisers said their extreme heat policy was in force, with matches being suspended at the end of their sets.

"Play will not resume on outside courts until at least 1700 local time (0600 GMT). Matches at Rod Laver Arena and Hisense Arena will continue with a closed roof," organisers said in a statement.

Tournament officials say temperature, wind direction and humidity are taken into account when implementing the extreme heat policy.

'A thousand fires'

The announcement came mid-afternoon with the hottest part of the day approaching, the BBC's Jon Donnison in Melbourne reports.

On Tuesday, a tennis player and a ball boy fainted in the heat during the tournament. Organisers were criticised for allowing the tournament to continue.

Melbourne resident James Hickey told the BBC: "The past couple of nights have been insanely hot."

The number of hot days has more than doubled, the Climate Council says
"In my suburb of Brunswick we lost power for about three hours on Tuesday night because it was so hot. The traffic lights were out, nobody could run their air conditioning or watch TV."

Meanwhile, an interim report from the Climate Council said the number of heatwaves in Australia was "projected to increase significantly."

"Both the duration and frequency of heatwaves" had increased between 1971 and 2008, it said.

"As greenhouse gases continue to accumulate in the atmosphere from the burning of fossil fuels, more heat is trapped in the lower atmosphere," the report added.

"This increases the likelihood that hot weather will occur and that heatwaves will become longer and more intense."

In the South Australian capital, Adelaide, temperatures were forecast to reach 46C, nearing the city's record of 46.1C.

Fire bans are in place across the states of Victoria and South Australia, with several fire alerts in place.

Victoria Fire Services Commissioner Craig Lapsley said: "A thousand fires have been reported over the past 24 hours and 39 of those are still listed as going."


On Tuesday night, lightning strikes sparked more than 250 fires in the state, fire authorities said.

Earlier on Thursday, South Australia fire services co-ordinator Leigh Miller said some firefighters had started to develop "heat exhaustion-type issues".

"Fighting fires in 40 odd degrees weather with little sleep is a real problem for us."

Forecasters say the extreme heat in much of south-eastern Australia is not expected to ease until the weekend, the BBC's Jon Donnison reports.

Theodore Wafer Pleads Not Guilty In Shooting Death Of Young Woman As Judge Sets June Trial Date

Theodore Wafer, charged with second-degree murder in the death of 19-year old Renisha McBride, entered a not guilty plea in court Wednesday as his trial was set for June.

Wafer was arraigned before Wayne County Third Circuit Court Judge Qiana Lillard in Detroit. His jury trial will begin June 2.

According to the Detroit Free Press,
Wafer stayed silent during the short hearing. Cheryl Carpenter, his
attorney, said the defense plans to call 10 witnesses at trial.

"There is a lot of investigation and discovery and work the defense needs to do," Carpenter said, according to the Free Press report.

The prosecution alleges that Wafer shot the unarmed young woman with a shotgun through his locked screen
door at his Dearborn Heights, Mich. home in the early hours of Nov. 2. She died instantly.

McBride had crashed her car several hours earlier nearby and her family believes she came to Wafer's
door for assistance. Carpenter has said Wafer was in fear that someone was trying to break into his house
and that evidence will show he acted as a reasonable person in that situation. In his 911 call, Wafer clearly
states that he had just shot someone on his front porch.

McBride had a blood alcohol content more than double the legal limit and also had traces of marijuana in her
system. After her crash earlier in the night, she wandered away from the accident scene on foot, saying
she "just wanted to go home." She had blood on her and appeared disoriented, said Carmen Beasley, a
witness who spoke to her and called 911 for assistance.

Her mental state may have caused her to act erratically, but at the hearing last month, Assistant
Wayne County Prosecutor Danielle Hagaman-Clark dismissed that as a possible reason for Wafer to fear
the five-foot-four woman or for her to end up dead.

If Wafer was scared, why did he open the door, Hagaman-Clark asked.

"This court recognizes we can't automatically penalize one for making a bad decision when pressed to react quickly," said Judge David Turfe when he bound Wafer over for trial at the 20th District Court last month. "But at the same time, we can't allow one to use the bad
decision as a shield to criminal prosecution.

The defendant came to the door with a shotgun. His first thought was to bring the gun, not call for help or not answer the door."

McBride graduated from Southfield High School in 2012, where she was a cheerleader and soccer player. She
had recently gotten a job at Ford before her death.

"I believe this man took my daughter's life for no reason," her father, Walter Ray Simmons, said after Wafer was charged in her death. "We just want justice done."

The shooting of a young, unarmed African-American woman by a white man in one of the most segregated
metro areas in the country has drawn national attention from civil rights leaders and others who have called for justice for McBride.

Some have seen her death, along with that of unarmed African-American victims Trayvon Martin or Jonathan Ferrell, as a symbol for larger racial issues in America. Martin, a Florida teen, was unarmed when he was shot to death in 2012 by neighborhood watchman George Zimmerman, who was acquitted. Ferrell was also unarmed when he was killed in North Carolina last year while seeking help after a car accident.

A woman called 911 when he appeared at her house, and when police responded to the breaking and entering call Ferrell was shot 10 times by officer Randall Kerrick. Wafer faces a maximum possible sentence of life in prison for second-degree murder. He was also charged with manslaughter, which carries a maximum sentence of 15 years, and a felony gun charge which carries a mandatory additional two
year sentence.

Lillard scheduled a final conference date before trial for April 4. She allowed two weeks for trial, according to the Free Press.

Philippines web abuse ring smashed in UK-led operation

Footage of a police raid a paedophile ring which streamed live child abuse from the Philippines over the internet has been broken up after an operation by UK police and their counterparts in Australia and the US.

The National Crime Agency said 17 Britons have been arrested in Operation Endeavour, which spanned 14 countries.

Three other probes into men who pay to see live abuse via webcams are ongoing, with 139 Britons among 733 suspects.

The NCA say it is an "emerging threat", particularly in developing countries.

It said: "Extreme poverty, the increasing availability of high-speed internet and the existence of a vast and comparatively wealthy overseas customer base has led to organised crime groups exploiting children for financial gain."

The Philippines investigation, which began in 2012, saw British officers work alongside the Australian Federal Police and US Immigration and Customs Enforcement.

Five of the 17 UK suspects arrested have been convicted; one will face no further action, and two are dead. Nine more are still being investigated.

Operation Endeavour has also resulted in 29 arrests in other countries, including of 11 people suspected of facilitating the abuse in the Philippines.

Suspects have been identified in Australia, the US, France, Germany, Canada, Hong Kong, the Netherlands, Sweden, Norway, Taiwan, Denmark and Switzerland.

In the Philippines, some 15 children aged six to 15 were rescued after being identified as victims.

Payments by customers totalling more than £37,500 were uncovered by the investigation, with relatives getting paid for abuse of the children in some instances.

The investigation began in 2012 after Northamptonshire Police carried out a routine visit at the Kettering home of registered sex offender Timothy Ford, where they found a number of indecent videos on computers and a collection of DVDs recorded from webcams.

'Every link in chain'

The force contacted the UK's Child Exploitation and Online Protection Centre (Ceop) - now part of the NCA - leading to the launch of the global investigation.

Ceop deputy director Andy Baker said: "This investigation has identified some extremely dangerous child sexual offenders who believed paying for children to be abused to order was something they could get away with.

"Being thousands of miles away makes no difference to their guilt. In my mind they are just as responsible for the abuse of these children as the contact abusers overseas.

"Protecting the victims of abuse is our priority and that means attacking every link in the chain, from dismantling the organised groups who are motivated by profit through to targeting their customers."

IFES is proposing to build the capacity of electoral administration bodies in Nigeria and support the conduct of elections in the country. The proposed project will last 5 years. This position is contingent on funding.

Job Responsibilities:
• Oversee and coordinate the collection of performance data throughout the life of the project.
• Maintain a database of performance indicators and ensure that the database is up-to-date in terms of baseline, targets, and actuals in line with the project’s Performance Monitoring Plan (PMP).
• Liaise regularly with the program implementing team and maintain a calendar of events to anticipate and plan for any M&E data collection needs.
• Liaise as needed with the IFES M&E team in HQ to ensure data collection tools are appropriate and meet requirements for specific data collection efforts.
• Plan and help with the implementation of data collection efforts such as pre- and post-training surveys, special population surveys, and other data collection efforts that feed into periodic evaluations of different components of the program.
• Write periodic reports for the IFES Nigeria office to document M&E data findings and report the progress of the project in relation to the PMP to IFES HQ and USAID.
• Maintain and safeguard the electronic and hard copies of files to serve as backup related to the PMP.
• Develop and maintain a database of minutes of meetings, photos, and various reports produced by different staff in the office.
• Participate in meetings, training events and capacity building activities to collect data in relation to reporting and M&E.
• Monitor the media and other sources of information to collect information for reporting and provide evidence to support the verification of the PMP indicators.
• Join the Country Director and other staff at important meetings, write minutes of these meetings for filing and reporting purposes.
• Conduct other activities as may be requested by the Country Director or designee.

Qualifications:
• Bachelor’s degree in political science, international politics, development, or related field (Master’s degree or PhD preferred).
• A minimum of 5 years of Monitoring & Evaluation experience in a related field.
• Experience in the drafting of program implementation plans and performance monitoring plans (PIP/PMP).
• Experience with data collection, data analysis, and effective data presentation techniques.
• Experience with developing and maintaining program performance and implementation tracking tools.
• Demonstrated ability to produce substantive and clear reporting documents;
• Demonstrated capacity to work with senior program staff to assess and report on program performance.
• Knowledge and experience with USG grant and contract proposals, regulations, and procedures.
• Experience in electoral assistance projects preferred.
• Highly effective communication skills (both verbally and in writing); have strong presentation skills; have high proficiency with Microsoft Excel, PowerPoint, and Word required.
• Fluency in English (both written and spoken English).

Military cuts mean 'no US partnership', Robert Gates warns

Robert Gates oversaw the US military operation in both Afghanistan and Iraq
Cuts to the UK's armed forces will limit the country's ability to be a major player on the world stage, a former US defence secretary has warned.

Robert Gates said the spending squeeze would mean the UK could no longer be a full military partner of the US.

By 2020, the government plans to reduce the number of Army, RAF and Royal Navy personnel by thousands.

The Ministry of Defence says Britain still has the fourth largest defence budget in the world.

But Mr Gates, who served under presidents Obama and Bush, singled out cuts to the Navy as particularly damaging.

'Hollowed out'

Interviewed by BBC Radio 4's Today programme, he noted that - for the first time since World War One - Britain did not have an operational aircraft carrier.

"With the fairly substantial reductions in defence spending in Great Britain, what we're finding is that it won't have full spectrum capabilities and the ability to be a full partner as they have been in the past," he said.

The spectrum refers to the ability of a country's military to fight across air, sea and land.

Mr Gates's comments echo the concerns of other senior military figures.

The Chief of the Defence Staff, General Sir Nicholas Houghton, warned last month Britain could be left with the "spectre" of a hollowed-out force.

Under the government's plans the Army will lose 20,000 soldiers, the Navy 6,000 personnel and the RAF 5,000.

Prime Minister David Cameron insisted in 2011 the UK retained a "pretty full spectrum capability" after the three service chiefs warned its reach would be diminished.

Jonathan Beale, the BBC's defence correspondent said the American's latest intervention would be unlikely to reverse the cuts but would wound Britain's pride.

The MoD defended the level of military spending, adding that the UK had the best trained and equipped armed forces anywhere outside the US.

Murray given night match in round two

Andy Murray should avoid the worst of the heat in round two of the Australian Open as he will take on France's Vincent Millot in the night session on Thursday.

The temperature reached 41C for the Wimbledon champion's opening win over Go Soeda on Monday, and similar temperatures are expected on day four.

Murray will play Millot in the second night match on Rod Laver Arena at around 20:30 local time (09:30 GMT), but it is still likely to be far from comfortable.

The temperature has remained as high as 36C during the previous two evening sessions.

As well as the heat, Murray is also continuing his return after back surgery, with just three competitive matches under his belt since the US Open last September.

"In these conditions you want to win fast," said the fourth seed. "Whether I've played a lot of matches or not, every player would want to get off the court as quickly as possible.

"I'm well aware if I go further in the tournament the matches are going to get longer and tougher.

"I'm still waiting to see every day how I'm going to wake up. I'm confident that I'm going to be OK.

"But these tournaments over best-of-five-set matches on the hard courts, over two weeks, it's tough on the body."

Millot is something of an unknown quantity. He is ranked 267 and claimed his first Grand Slam main-draw victory when he beat Wayne Odesnik over five sets on Tuesday.

"I know he's left handed," said Murray. "I haven't played or practised against him before.

"I haven't seen any of his matches, so I'll try to watch a bit of video of his match from Tuesday to see how he plays."

His mother, Judy, saw some of 27-year-old Millot's five-set first-round match on Tuesday.

"He's small and plays quite far behind the baseline," Judy told BBC Radio 5 live sports extra. "He was struggling to hold serve in the fifth set but he's a runner.

"He won't be used to playing at this level or in front of such a big crowd, but he has nothing to lose and that might play to his advantage."
Millot is relishing the prospect of playing a two-time Grand Slam champion.

"It's probably going to be the biggest match for me [of my life]," he told BBC Sport.

"I had to play three rounds to qualify and all the players in qualifying play well, so it's tough to be here. It's going to be tough in the next round.
"I love Australia - it's the tournament that I like the most. I'm a little bit tired but I'm excited to play this match. I have a day off to recover.
"I had a little bit of a back problem but that was just because I was tight. It's nothing."

And it's no good pretending to be out - because the phone calls are about to start too. And the leaflets.

Over the next 16 months you are going to be bombarded with glossy pamphlets and newspapers packed with pictures of grinning election candidates.


Interactive: The seats which could decide the next election

If you manage to get your front door open, you might start to wish you had moved house, but you are, in fact, one of the lucky ones.

You are part of a select band of people who will decide the outcome of the next general election.

Marginal constituencies are those where the local MP won his or her seat by a relatively narrow margin. About 5,000 votes or less, although there is no hard and fast definition.

There is no real logic behind where they are located either.

Targeting

There have always been a lot of marginal seats in the Midlands - where traditional Labour Party heartlands bump up against true blue Conservative country.

But in other areas it might come down to local factors - how popular the sitting MP is or how the constituency boundaries have been drawn.

In non-marginal areas, where the local MP has a healthy majority, you will barely notice an election is happening at all until a few weeks before polling day in May 2015.

It is not that the parties don't want your vote exactly, it is just that they have to concentrate their limited resources on seats where they stand a realistic chance of winning.

It's called targeting, and all the parties do it.

They have software that seeks out the people likely to be most susceptible to their message. At the 2010 general election, the Conservatives used Merlin, based on the Mosaic database sold by credit reference agency Experian. It divides voters into 65 consumer "tribes" such as "café bar professionals" or "overstretched young aspirers".

The parties can then target their leaflets and phone calls at the right people.

Biggest complaint

They know where you live. And they will print up leaflets for every conceivable type of voter - from party loyalists who might need a bit of a push to get off their sofa "(don't let Labour/The Tories back in!") to those who have always supported the other side but might, at a pinch, be persuaded to change.


Campaign teams are making more use of social media but leaflets are still seen as the most effective way of communicating with voters - apart from a visit from the candidate, that is.

The personal touch counts for a lot - the biggest complaint campaigners hear on the doorstep is that they have not had not seen anything of the man or woman who wants their vote.

Sometimes the party leader, or another leading light, will descend on a marginal constituency to knock on some doors, or join volunteers at the phone bank to put some calls into startled householders.

Every vote counts in a marginal - as Tory MP and spy novelist Rupert Allason discovered to his cost in 1997.

According to newspaper reports, Mr Allason lost ultra-marginal Torquay because he failed to tip a pub waitress a week before polling day. Fourteen Tory-voting waiters switched to the Lib Dems in protest. And Mr Allason lost his seat by 12 votes.

There are plenty of other stories of candidates who missed out by the tiniest of margins.

Hard to predict

But the biggest headache for campaign managers is the three or four-way marginal.

In the 1950s, the high water mark of the two-party system, more than 90% of voters cast their ballot for Labour or the Conservatives.

But as old tribal loyalties have melted away, and new, smaller parties have sprung up, things have become much more complicated and hard to predict.

In 2010, the constituency that saw the most money spent on campaigning was Luton South, in Bedfordshire, according to research by The Electoral Reform Society.

This was not at the top of anyone's target list but it was a three-way marginal, with Labour, the Tories and Lib Dems all believing they were in with a shout.

It was further complicated by the fact that the sitting Labour MP, Margaret Moran, had been convicted of expenses fraud and TV celebrity Esther Rantzen was running a well-funded campaign (she outspent the Lib Dem candidate).

In the end, the 12 candidates spent a total of £129,687 - which worked out at £3.07 per vote. Labour retained the seat.

Tight shortlist

At the other end of the scale, in ultra-safe Labour seat Bootle, on Merseyside, the parties spent 14p per vote. The Conservative Party spent nothing at all.


Leaflets have always been a key part of any general election campaign
The Electoral Reform Society believes that this proves the fundamental unfairness of a system in which only a few thousand people have any real say in the outcome.

Others argue that the British electoral system is far more diverse and unpredictable than that.

Research by the Centre for Policy Studies, ahead of the 2011 referendum on changing the voting system, suggested 85% of constituencies representing about 39 million voters are either marginal or give voters a reasonable chance of changing their MP.

Whatever the case, the parties will still be focusing all of their efforts on a tight shortlist of the most winnable seats.

The 2015 election is expected to be the closest in decades and they simply cannot afford to take any chances.

Manchester City 5-0 Blackburn Rovers

Sergio Aguero scored within a minute of returning from injury as Manchester City thrashed Blackburn to book an FA Cup fourth-round tie against Watford.

The Argentine striker has been out with a calf problem but came off the bench in the second half to turn and fire in.

By that stage, City were already 3-0 up after Alvaro Negredo scored either side of the break and Edin Dzeko squeezed in at the near post.

After Aguero struck, Dzeko converted Jesus Navas's cross for his second.
It was another demolition by Manuel Pellegrini's side, who drew 1-1 with Blackburn at Ewood Park in the original tie and have now scored 99 goals in all competitions this season.

Worryingly for City's future visitors, who include Cardiff next Saturday, they completed their latest rout despite not really finding their best form until after the break. The result means they maintain their 100% home record in domestic competitions.

Before the game Pellegrini had said he was seeking to complete an unprecedented quadruple this season, and he will be encouraged by Aguero's goalscoring return which took his season's tally to 20.

Amazingly, he is not even City's top scorer. That honour belongs to Negredo, who continued his remarkable first season at the club by heading in before the break and then tucking in Aleksandar Kolarov's through-ball afterwards to reach 21 goals.

But before Negredo's first, a much-changed City side had looked lacklustre in attack and played at a tempo that allowed their Championship opponents to retreat into a robust defensive formation.

Dzeko was particularly guilty, firing a succession of efforts over the bar and, for all the hosts' possession, Blackburn appeared comfortable and wasted their best chance when Ben Marshall curled a free-kick straight into the arms of Costel Pantilimon.

The 2011 FA Cup winners, who now average four goals per home game in all competitions, finally took the lead in first-half stoppage time as several Rovers players were caught up the pitch.

The ball was worked out to the right and Negredo, nicknamed "the Beast", powered in a header from Fernandinho's cross.

The striker had scored at the same stage when the sides first played, before Scott Dann surprised City with an equaliser. On this occasion, the Spaniard scored his second within two minutes of the restart to make a Rovers revival even less likely.

But once substitute goalkeeper Simon Eastwood had picked the ball out of the net - his first involvement after replacing the injured Paul Robinson at the break - the visitors were forced to come out of their shell.

Gary Bowyer's side had lost only one of their previous eight games, and after he introduced Joshua King, they twice almost clawed a goal back, the striker first heading over from Marshall's cross then failing to beat Pantilimon from Tom Cairney's through-ball.

They paid for those misses as Dzeko grabbed his 14th of the season, firing in at the near post from a Jesus Navas cutback after 67 minutes.

Aguero came on five minutes later to replace Negredo and make his first appearance since 14 December. From his first touch he gathered the ball from Gael Clichy's centre to steer in.

Dzeko and Navas then combined once more to complete Blackburn's misery, although their fans took an ironic pleasure by marking the fifth goal with the 'Poznan' celebration favoured by the home fans.
