'Two militants' dead in Israel Gaza Strip air strike

Israel says that air strikes are necessary to protect the south of the country from rocket attacks
Two Palestinian militants have been killed by an Israeli air strike in the Gaza Strip, Palestinian and Israeli officials say.

The Israeli army said that one of the dead was Ahmad Zaanin, a militant who fired rockets during the funeral of former PM Ariel Sharon last week.

A Hamas radio station said the two men were members of Islamic Jihad.

The Islamist group has been blamed by Israel for a recent surge in cross-border rocket attacks.

The Israeli military said the overnight strike in Gaza had been necessary "to eliminate an imminent threat to the lives of Israeli civilians".


It said Mr Zaanin had been behind several recent rocket and shooting attacks in southern Israel.

Locals in Gaza were reported by the Reuters news agency as saying that Mr Zaanin and another militant - a relative of him - had been sitting in a parked car when it was hit by a missile.

There has been intermittent violence along the border since a ceasefire ended an eight-day conflict between Israel and militants in Gaza in November 2012.

Israel withdrew its troops and settlers from the Gaza Strip in 2005 under the orders of Mr Sharon.

Appen is looking for a Hausa Linguist for an immediate project. The work will involve assisting in the creation of the Lexicon component of a Speech Database (SDB) in Hausa, as spoken in Nigeria.

The work will also involve creating documents to describe the language for the purpose of language technology development and assisting with resolution of any spelling standardisation or dialectal variation issues in the language. The majority of the linguist’s time will be spent checking and correcting transcriptions of words in phonetic script. Training in Appen processes will be provided.

Project Information:
• Location: Remote, Global
• Hours: Availability of minimum 20 hours per week
• Length: Start Immediately, and ongoing for the next 4 weeks.

Required Knowledge, Skills and Abilities:
• Must have, or be currently taking, a university degree in Linguistics.
• Must have a background in linguistics and a familiarity with the language, at the level of a fluent native speaker. The candidate should be a linguist or have completed part of their linguistics training.
• Specific linguistic background should be geared towards phonetics and phonology, and as such the candidate should be familiar with the IPA and possibly other phonetic scripts like X-SAMPA.
• Must be able to co-ordinate over Skype or similar for training.

Basic Function: With the State Technical Officer, the Assistant Technical Officer will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, Reproductive Health/Family Planning (RH/FP), TB and integrated medical services at the state level.

Duties and responsibilities:
1. Contribute to the development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP, TB and integrated medical services and apply these lessons to modify existing programs and improve the design of new programs.
2. Assist the State technical officer in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
3. Work with the State Technical Officer to contribute to the development of program strategies, subproject documents, work plans and budgets.
4. With the STO, assist in the provision of programmatic assistance to local partners in programming HIV/AIDS/STI/TB, RH/FP and integrated medical services activities.
5. Remain informed on current programs in the field of Clinical Management of HIV/AIDS and related developments by reviewing current literature and staying alert to any implication of such experience and research to the project implementation especially the Clinical Management of HIV/AIDS, PMTCT, TB and integrated medical services at the facility level.
6. Perform other duties as assigned.

Knowledge, Skills & Attributes:
1. Knowledge of Nigerian clinical setting, including government and non-government settings.
2. Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
3. Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
4. Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
5. High degree of proficiency in written and spoken English communication.
6. Well-developed computer skills.
7. Ability to travel within Nigeria 25% time.

Qualifications and Requirements:
1. MB.BS or similar degree with minimum of 1 year relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.
2. Bsc. Nursing, Public health, Pharmacy or other closely related field with 1-3 years relevant experience.
3. Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

Syria peace talks - Geneva II - to begin in Switzerland

40 foreign ministers are due to meet to discuss Syria as Imogen Foulkes reports.

A major conference aimed at finding a political solution to the three-year conflict in Syria that has left 100,000 dead is due to start in Switzerland.

The Syrian government and the main opposition are attending the Geneva II summit along with international allies.

The key issue, on which neither side appears willing to budge, is the future of President Bashar al-Assad.

Differences were also laid bare on the eve of the summit, in a report accusing Syria of mass torture and executions.

'Patience and persistence'

The conference will begin in Montreux on Wednesday, and continue in Geneva two days later.

This is the first time the Syrian government and the opposition have met face-to-face since the start of the conflict which, in addition to the dead, has left millions of Syrians displaced.

The first day will see speeches from some of the 40 or so foreign ministers who have gathered in Montreux.

But as the delegations arrived, the main opposition National Coalition and the Syrian government were quick to set out their agendas on the future of Mr Assad.

Syrian Foreign Minister Walid Muallem was quoted by Syria's Sana news agency as saying: "The issues of the president and the regime are red lines for us and for the Syrian people. Nobody can touch the presidency."

On his arrival in Switzerland, Badr Jamous, secretary-general of the National Coalition, told Reuters: "We will not accept less than the removal of the criminal Bashar al-Assad and changing the regime and holding the murderers accountable."

BBC diplomatic correspondent Bridget Kendall says the UN secretary general will not want his peace talks to collapse into a shouting match, so the UN's main concern will be to get some sort of initial dialogue going on steps that will help beleaguered Syrians.

She says there is talk of possible local truces and humanitarian access to besieged areas.

But our correspondent says that even this may be a tall order, given the uncertainty that the Assad government will make real concessions and the lack of sway the opposition delegation has over the many rebel groups fighting in Syria.

International delegates to Geneva II have played down hopes of a breakthrough, saying the talks should be seen as the first step in a process.

A senior US state department official told Agence France-Presse: "I don't think anyone who's dealt with Syrian officials has any false expectations of rapid progress.

"Everybody has to understand that this is the beginning of a process. It's not going to be fast. It's very bitter fighting on the ground. And so there's going to be an absolute requirement for patience and for persistence."

German Foreign Minister Frank-Walter Steinmeier added: "We must have measured expectations. We will not see peace triumph during these discussions."

Mr Muallem did indicate that Damascus was "committed to working for the success of this conference so that it is the first step on the road to a dialogue between Syrians on Syrian soil".

A senior Russian official said the first talks were expected to last seven to 10 days, followed by "a short break, and then the talks will resume".

On Tuesday, US President Barack Obama telephoned Russian counterpart Vladimir Putin to "discuss the issues of the conference", the Kremlin said.

It said the conversation was "businesslike and constructive".

Foreign ministers Sergei Lavrov and John Kerry met later on Tuesday in Montreux.

The lead-up to the summit has been difficult, with the UN first inviting Iran - Syria's ally - to the talks and then withdrawing the invitation.

The UN defended the withdrawal on Tuesday, saying the Iran had orally accepted the Geneva Communique, the plan for a transitional Syrian governing body agreed at a UN-backed meeting in 2012, only to later fail to put the commitment in writing.

'Caesar'

On the eve of the summit, a report by three former war crimes prosecutors alleged Syria had systematically tortured and executed about 11,000 detainees since the start of the uprising in March 2011.

Japan defends dolphin hunting at Taiji Cove

Japanese dolphin hunt stirs outrage
Tokyo, Japan The annual slaughter of bottlenose dolphins in an infamous Japanese cove ended Tuesday.


About 500 dolphins were driven into the cove this year, a larger number than usual, according to the local Taiji fishermen's union. A fisherman who is a union board member, and who did not want to be named, told CNN that the total number of dolphins to be captured or slaughtered was less than 100, and that the rest would be released.

The yearly event is a focal point of the Taiji community's dolphin hunting season, which many in the community in southwest Japan view as a long-held tradition.

But the hunt is heavily scrutinized by environmental activists, who have been monitoring activities and livestreaming and tweeting about the latest developments.

In recent days, environmentalist group the Sea Shepherd Conservation Society has provided livestreams showing bottlenose dolphins splashing frantically as they tried to escape their human captors. Dolphins separated by nets into smaller partitions bobbed up and down, trying to reach other members of their pod. The group said that the dolphins appeared bloodied, and had had nothing to eat since their capture in Taiji Cove four days ago.

The union representative said that the fishermen had introduced what they considered a "more humane" method of slaughtering the dolphins, cutting their spines on the beach to kill the animals more swiftly and cause them less pain.

Defending tradition

Although the hunting of dolphins is widely condemned in the West, many in Japan defend the practice as a local custom -- and say it is no different to the slaughter of other animals for meat.

Chief Cabinet Secretary Yoshihide Suga told reporters at a news conference Monday that marine mammals including dolphins were "very important water resources."

"Dolphin fishing is one of traditional fishing forms of our country and is carried out appropriately in accordance with the law. Dolphin is not covered by the International Whaling Commission control and it's controlled under responsibility of each country."

Time to end child marriage

Editor's note: Jacqui Hunt is London director of Equality Now, an international human rights organization, which aims to end violence and discrimination against women and girls around the world. The views expressed are her own.

Khadijetou was born in Mauritania in 2002. She was force-fed from the age of 7, and in 2010, she was married to a man 10 years older than her father. At the time of her wedding, she was extremely overweight. Khadijetou became pregnant in 2011 and gave birth by cesarean in order to save the life of her child. But her own health deteriorated and twenty days later, she died aged 11 years-old.

Since there is no law in Mauritania forbidding child marriage or force-feeding, no action is being taken against anyone who may have been involved. L'Association des Femmes Chefs de Famille is calling for both laws to be enacted and implemented urgently.

Meanwhile, Lulu was subjected to female genital mutilation in Tanzania at the age of 4. At 14, having completed her primary education, she was forced into a polygamous marriage. Local organization Network Against Female Genital Mutilation met with her parents, who agreed return her dowry of eight cows and allow her to continue her education.

Tanzania's law allows girls to be married at the age of 14 with a parent's or guardian's consent. There is no legal protection for girls like Lulu, who must rely on their own courage and the support of thinly-stretched non-governmental organizations when they face female genital mutilation, which is outlawed but largely unenforced, and child marriage.

It is with these issues in mind, that Equality Now has released 'Protecting the Girl Child: Using the Law to End Child, Early and Forced Marriage and Related Human Rights Violations,' a detailed report illustrating that child marriage does not take place within a vacuum – it is part of a continuum of abuse experienced by a girl and is often linked with female genital mutilation, sex trafficking or force-feeding before marriage, rape, domestic violence and the removal of future opportunities as a result.

The reality is that when a child bride gives birth, the vicious cycle of poverty, poor health, curtailed education, violence, instability, disregard for rule of law and legal and other discrimination often continues into the next generation, especially for any daughters she may have.

Sadly, child marriage directly affects approximately 14 million girls a year, and in the process legitimizes human rights violations and the abuse of girls under the guise of culture, honor, tradition, and religion. It is part of a sequence of discrimination that begins at a girl's birth and continues throughout her entire life.

Of course, countries including Saudi Arabia and Yemen, which have no laws aimed at preventing child marriage, have further controls over girls and women at various stages of their lives. And although there have been indications that both countries might introduce a minimum age of marriage in the near future, this will be a challenge for both countries – particularly Saudi Arabia  –  where a harmful system of male guardianship prevails.

Meanwhile, judicial discretion to allow child marriage in countries such as Morocco still enables girls to be married off after being raped, a decision that effectively exonerates the rapist (although a revision of the law is possible in the near future).

Other countries featured in the report, such as Kenya, do have a minimum age of marriage law, but implementation is patchy. This also results in failure to protect girls at risk. As in Tanzania, female genital mutilation in Kenya is linked to child marriage and helps set up child brides for a lifetime of abuse.

Unfortunately, there has also been recent backsliding in several countries, including in Iran, where the number of girls under the age of 15 married off has risen and parents can now marry their adopted children, and in Egypt, where there was some discussion about the possibility of lowering the minimum age of marriage to nine years-old.

So what should be done? Ending child marriage internationally should be a global priority and included within the post-2015 development framework. A set of indicators that reflect the full range of issues surrounding child marriage should also be reviewed by donors when reviewing countries for development funding.

At the national level, a comprehensive, joined-up approach is essential, one that links the justice sector with healthcare, education, community and other leaders. Such initiatives should tackle child marriage not as a single abuse, but rather related to other manifestations of discrimination and violence against women and girls.

Without such frameworks in place recognizing child marriage as part of a harmful cycle of abuse, girls will remain vulnerable not only to being married off at a young age, but ultimately to a lifetime of abuse.

Russia slams U.N. snub of Iran on Syria talks

U.N.: Iran not attending Syria peace talks It was a mistake for the United Nations to rescind an invitation to Iran to participate in peace talks on Syria this week, Russian Foreign Minister Sergey Lavrov said Tuesday in Moscow.


He added however that it is "not a catastrophe."

Lavrov said U.N. members supporting regime change in Syria had forced the United Nations to un-invite Tehran to the talks in Switzerland, known as Geneva 2.

He pointed out that U.S. Secretary of State John Kerry, among others, recognized publicly that Iran is an important player in resolving the Syrian conflict.

Iran had already announced Monday that it wouldn't be attending the peace conference because it would not tolerate any preconditions for joining the talks -- including acceptance of the framework laid out in a previous conference which foresees a transitional government.

Louay Safi, a spokesman for the Syrian National Coalition, said Iran's attendance would have been "a deal-breaker." He told CNN that U.N. Secretary-General Ban Ki-moon "did the right thing" by withdrawing Iran's invitation.

A preliminary international session is scheduled for Wednesday in Montreux, Switzerland, with talks between the Syrian government and opposition delegations slated to begin Friday in Geneva.

According to breaking news banners on Syrian state-run television, the plane transporting the Syrian government delegation to the peace talks was prevented from refueling at Athens International Airport in Greece after landing there Tuesday, despite having the necessary permits.

The delegation's arrival in Switzerland will be delayed by at least three hours, state TV reported.

(CNN) - Egypt's Mohamed Morsy, the nation's first democratically elected president, was forced out of office in 2013 by the nation's military and arrested following widespread protests and petitions calling for his removal. Opponents said he was a tyrant trying to impose conservative values. Supporters called his removal a coup and a blow to the democratic movement that toppled former Egyptian strongman Hosni Mubarak in 2011. As violent demonstrations continue to rock the country, CNN asked Egyptian artist Aalam Wassef how he saw the evolution of the democracy in Egypt.


Q: You have said democracy is not something you get, but that you aim at. Should democracy always be the goal and why can it not be achieved?

A: In December 2013, at a time when Egypt was debating a constitution meant to fulfill the dreams of its revolution, one realized that having a good constitution isn't an end in itself.

What would truly fulfill our dreams would be to guarantee that, indeed, each and every article of a valid constitution would be implemented and respected to the letter.

Without such guarantees and commitment of all instances involved in such a process, any constitution would be no more than ink on paper.

The same applies for democracy.

There is nothing wrong with democracy. We, humans, make it right or wrong and often concede to impoverished forms of democracy.

In Egypt, we let it be surrounded by corruption and serve the interests of those in power, and those of other nations that would gladly describe themselves as great democracies -- at home.

This was and is the faith of Egypt's democracy: A beautiful dream in the hands of the very wrong "implementers" -- the army, the police, a disempowered political class, international allies that are either autocracies or democracies with double standards.

State of emergency declared for Bangkok

Thailand's political unrest turns violent.

Bangkok, Thailand (CNN) - The Thai government has declared a state of emergency for the tense capital of Bangkok amid anti-government protests, a security official said Tuesday.


It will go into effect Wednesday and will last 60 days, Thailand's national security chief, Lt. Gen. Paradon Patthanathubut, told CNN.

Since demonstrations against Prime Minister Yingluck Shinawatra's government began in November, at least nine people have died and more than 450 have been wounded, according to authorities.

The emergency decree gives authorities the power to impose curfews, detain suspects without court permission, censor media and declare parts of the capital off-limits.

In a bid to resolve the crisis, Yingluck dissolved parliament last month and called for new elections to be held February 2.

But the move has done little to appease protesters. They have called on Yingluck to step down from her caretaker position and be replaced by an unelected "people's council," which would see through electoral and political changes.

The opposition Democrat Party has said it will boycott the elections.

Paradon said the emergency decree had been considered because "we are predicting that (the) situation might get more violent" as the vote nears.

MORE THAN 200 MILLION PEOPLE WERE JOBLESS IN 2013, WORLD REPORT SAYS

The number of unemployed people around the world rose above 200 million last year as job opportunities failed to grow at the same pace as the global workforce, according to a new report from the International Labor Organization.

The ILO said Monday that an estimated 201.8 million people were unemployed in 2013.

This is up 5 million from the year before. The increases were seen mostly in the East Asia and South Asia regions, the report noted. These two regions were followed closely by Europe.

"If current trends continue, global unemployment is set to worsen further, albeit gradually, reaching more than 215 million jobseekers by 2018," the organization said. "The global unemployment rate would remain broadly constant during the next five years, at half a percentage point higher than before the crisis."

Further, the report claimed an additional 23 million workers became discouraged and stopped looking for work, dropping out of the labor market altogether.

"The global labor market situation remains uneven and fragile." Raymond Torres, director of the ILO Research Department, said of the report. "True, there are encouraging signs of economic recovery in those advanced economies most affected by the global financial crisis which erupted in 2008 … [but] the report finds that those economic improvements will not be sufficient to absorb the major labor market imbalances that built up in recent years."

The agency puts last year's global unemployment rate at 6 percent, unchanged from 2012. It says it expects little improvement this year, projecting that the jobless rate will edge up to 6.1 percent and the number of unemployed will rise another 4.2 million.

The United Nations said in a separate report that the "global employment situation remains dire."

The world economy had "subdued growth" of a mere 2.1 percent in 2013, the U.N. report claimed.

Still, if it's any consolation, the same report estimated a gain of 3 percent growth in 2014, which should push the world economy to 3.3 percent in 2015.

POLITICS: ANTI-GUN SENATOR IS BEING MOCKED RELENTLESSLY AFTER HE WARNED OF ’30 MAGAZINE CLIPS’ IN EMBARRASSING VIDEO

Anti-gun California State Sen. Kevin de Leon (D-Los Angeles) is being mocked by gun rights advocates after he made a number of inaccurate statements while promoting a bill that would require individuals who manufacturer homemade firearms to undergo background checks.

"This is a ghost gun," de Leon begins, holding an unloaded rifle in his hands. "This right here has the ability with a .30-caliber clip to disperse with 30 bullets within half a second. Thirty magazine clip in half a second."

A "ghost gun" generally refers to a firearm that doesn't have a serial number or a homemade gun, like one created using a 3D printer.

For those not familiar with firearms or gun-related terminology, there are a number of issues with de Leon's argument.

Firstly, there is no such thing as a "30-caliber clip" in the context of which he is speaking. He clearly is referring to a 30-round magazine. An ammunition magazine is different than a "clip," but the two are often confused by those not familiar with guns. And though it's obvious, there is also no such thing as a "30 magazine clip."


Secondly, caliber refers the measurement of the width of a bullet or internal diameter of a gun barrel, not magazine capacity.

According to the Associated Press, the rifle on display in the video is indeed a homemade fully automatic rifle. Still, a rate of fire of 60 rounds per second — or 3,600 rounds per minute — is unlikely with a "homemade" rifle. Fully automatic weapons are also essentially banned already, even if they are homemade. The average rate of fire for a semi-automatic rifle is roughly 120 rounds per minute, depending on the shooter and reload time.

Now, it's entirely possible that de Leon got nervous during his public address and mixed up his words and numbers. But it's also possible that he needs to brush up on his gun knowledge.

More than 25% of young people share parents' homes

Young women were less likely than men to still be in the family home
A quarter of young people in the UK now live with their parents, official figures show.

The Office for National Statistics (ONS) said more than 3.3 million adults between the ages of 20 and 34 were living with parents in 2013, 26% of that age group.

The number has increased by a quarter, or 669,000 people, since 1996.

This is despite the fact that the number of 20 to 34-year-olds in the UK remains almost the same, the ONS said.

In 1996, the earliest year for which comparable statistics are available, there were 2.7m 20 to 34-year-olds living in the family home - 21% of the age group at that time.

The ONS also found young men were more likely to live at home than women. One in three men live with their parents, compared with one in five women.

Regional differences

London has the lowest rate of 20 to 34-year-olds living with their parents, with the figure at 22%.

Northern Ireland has the highest proportion of young adults living with their families at 36%, followed by the West Midlands at 29%.

The ONS said the size of Northern Ireland means it is more feasible to commute to work or university and remain living with parents than in other parts of the UK.

Also, cohabitation in Northern Ireland is around half as common as in the rest of the UK.

The ONS suggested the trend of living at home might be due to the recent economic downturn.
