Kinnear resigns from Newcastle post

Joe Kinnear has resigned as Newcastle's director of football after less than eight months in the role.

The 67-year-old, who was above manager Alan Pardew in the club's management structure, claimed to be overseeing player recruitment.

However, the Magpies failed to sign anyone on a permanent deal during his second spell on Tyneside.

After Saturday's loss to Sunderland, Pardew made it clear he was unhappy at the club's lack of transfer activity.

"If I was in charge, solely, of transfers, things might be different but I'm not," he said. "I think I've made my opinions very clear this week and all the rest of it is confidential."

After selling midfielder Yohan Cabaye to Paris St-Germain for £19m on 29 January, Newcastle did not recruit a replacement in the remaining two days of the transfer window.

The arrival of strikers Luuk de Jong and Loic Remy, on loan from Borussia Monchengladbach and QPR respectively, were the only additions to the first-team squad while Kinnear was director of football.

Kinnear's departure, after signing a three-year deal in June 2013, brings to an end his second stint with the Magpies.

He previously managed the club between September 2008 and February 2009 before being taken ill with heart problems.

The former Republic of Ireland international's return was met with opposition from a large section of Newcastle fans, with managing director Derek Llambias resigning a day after.

Kinnear, who reported to owner Mike Ashley on all footballing matters, reacted by claiming he "could open the door to any manager in the world" and asking to be judged on his signings.

But he was undermined by an interview in which he mispronounced the names of several players.

Alan Shearer, who scored a record 206 goals for Newcastle before managing them for eight games in 2009, said that he was never convinced by Kinnear's role.

"It was a strange appointment in the first place," he told BBC's Match of the Day 2.

"When you sell your best player three days before the transfer deadline you have to have a plan.

"Maybe him resigning is a way of saying he didn't do his job, but I'm not sure what his job was anyway.
"Saturday's defeat against Sunderland was as poor a performance as I've seen for a long time. They were lucky it was only 3-0."

Prince Charles to visit flooded Somerset Levels

Prince Charles will be joined by representatives from The Prince's Countryside Fund Prince Charles will visit the Somerset Levels later to meet residents, farmers and members of the emergency services affected by flooding.

He will be joined by representatives from The Prince's Countryside Fund.

Thousands of hectares of land remain under water on the Somerset Levels, where whole villages have been cut off.

Environment Agency chairman Lord Smith told the BBC dredging of river channels was part of the answer for Somerset but a comprehensive solution was needed.

He said one option in future was to try to hold back water further up the catchment to prevent so much reaching the Levels, which lie below sea level.

Risk 'continues'

But Lord Smith reiterated there was not a limitless amount of money available for tackling floods.

"Most people would say lives come first, and homes and businesses have to come after that," he said.

Some residents in Somerset have rejected this, saying the authorities have not done enough to help.

Another unsettled week of wet and windy weather right across the UK is forecast.

There will be heavy, thundery showers across southern and western areas on Tuesday morning with snow over high ground in Wales and Scottish mountains, said BBC weather forecaster Stav Danaos.

Showers will ease in the afternoon with rain expected to hit the Somerset Levels at about 18:00 GMT.

Widespread gales and heavy rain are predicted across the country on Wednesday.

The Met Office, meanwhile, has issued a yellow warning - meaning "be aware" - of wind for south-western parts of the UK from Tuesday afternoon into the evening. It says winds could reach 80mph in the most exposed spots.

River levels remain high in areas including Old Windsor, Berkshire
The Environment Agency expects the strong winds and high waves to cause flooding in coastal areas.

It no longer has any "danger to life" severe flood warnings in place, but there are 50 lesser flood warnings and more than 170 flood alerts across England and Wales.

The Agency said the flood risk would continue over the next week.

The Scottish Environment Protection Agency has 12 flood alerts in place, meaning flooding is possible.

Cheaper helpline

Environment Secretary Owen Paterson was questioned by MPs on Monday about the government's handling of the crisis.

He said the government was spending £100,000 a week extra to pump water in Somerset and that 7,500 properties had been flooded since the start of December.

Mr Paterson said 21 properties were still flooded and 200 people still cut off in the Somerset villages of Muchelney, Thorney, Oath, Stathe and North Moor.

Meanwhile, a cheaper helpline for flooding victims in England has been opened for calls.

The Environment Agency's new Floodline number - 0345 9881188 - was opened after complaints that callers were being charged up to 41p a minute to call the existing 0845 helpline, with the money going to a private company.

Several coastal towns in south-west England were hit by fresh flooding on Monday, which disrupted business and severed road and rail links.

Cornwall Council said there had been "a severe amount of coastal damage".

Chelsea not title contenders - Mourinho

Chelsea manager Jose Mourinho insists his side are still not serious title contenders - despite inflicting Manchester City's first Premier League home defeat this season.

Mourinho's team are two points behind leaders Arsenal and level on points with City after Branislav Ivanovic's goal gave Chelsea a 1-0 win.

"The title race is between two horses [Arsenal and Manchester City] and a little horse that needs milk and needs to learn how to jump," said Mourinho.

"Maybe next season we can race."
The victory means Chelsea became the first team to do the double over Manchester City in the Premier League since Everton in 2010-11.

And it was a deserved result for the visitors, who hit the woodwork three times in the match as they continually caught out Manuel Pellegrini's side on the counter-attack.

However, despite the impressive performance and result, Mourinho refuses to state that his side are genuine title contenders this season.

"I don't agree we are title contenders," said the 51-year-old Portuguese. "We are a team in evolution but this is the kind of performance that helps a team grow up a little tactically and mentally. It was fantastic.

"We have beaten the best team, Manchester City, twice but they are the best team. I am not saying we are better than them but today we were the best team.

"We do better in these big games because we love it. We love the big games and when you love it maybe you feel an extra motivation.

"It's not our responsibility or objective to do that [win the league]. Our objective is to build the team. Some managers, some clubs because of the nature, their DNA, they say two, three, five years.

"I want to start the next pre-season in the summer and say this season we are going to win the league. This season I can't."

Mourinho also revealed the final words of inspiration to his team before they took to the field at Etihad Stadium came from masseur Billy McCulloch rather than the manager himself.

"He was screaming at them in Scottish. I didn't understand a word," said Mourinho. "The players were clapping so I thought 'OK, that's good'. I'm serious."

It was Manchester City's first defeat since they were beaten by Sunderland in November, but Pellegrini played down the significance of the result.

"For Chelsea it was a decisive game, not for us," he said. "If we won we were six points ahead of them. Now we are two points behind Arsenal.
"Nobody is thinking about records, we are just thinking about winning the games."

Former UKIP spokesman was kidnapping gang 'boss'

UKIP says Mr Bhutto is no longer a member of the party, as Jim Reed reports.

A man who served as UKIP's Commonwealth spokesman for a year is the former leader of a kidnapping gang in Pakistan, BBC Newsnight can reveal.

Mujeeb ur Rehman Bhutto's gang were behind a high-profile kidnapping in Karachi in 2004 and he then took a £56,000 ransom payment in Manchester.

In 2005, Bhutto, of Leeds, admitted being the gang's "boss" and was jailed for seven years by a UK court.

UKIP said Bhutto, 35, had "recently" resigned his party membership.

A party spokesman said: "When we recently became aware of possible issues relating to his past and raised the matter with him, he resigned his membership."

Bhutto joined UKIP in 2011 and regularly appeared as UKIP's Commonwealth spokesman, and as a party representative in local and national media. He says he left the party in December 2013.

During the 2012 Rotherham by-election, he organised a trip to a Leeds mosque for party leader Nigel Farage and canvassed with UKIP candidate Jane Collins.

'Beheading threat'

Bhutto told Newsnight he had admitted the charges against him in 2005 rather than risk being sent back to Pakistan and hanged.

"The evidence which was brought against me was from Pakistan. The allegation was simply because of political rivalry," he said.

He said he planned to appeal against his conviction for conspiracy to blackmail.

Bhutto said he had been granted political asylum in the UK in 2008 and that the case against him in Pakistan had been thrown out by the country's Supreme Court.

But senior Pakistani police sources insisted that Bhutto was still wanted in Pakistan.

In June 2004, a gang led by Bhutto kidnapped Ahmed Naeem, the son of a wealthy businessman, at gunpoint from a car on a Karachi residential street.

Five days later Bhutto flew to England.

He then negotiated a ransom payment with Mr Naeem's father, Mohammed Naeem.

"I have the power to give you such torture that you won't forget it for the rest of your life," Bhutto said in calls to Mohammed Naeem that were recorded by Pakistani police and reported during his 2005 court case.

Bhutto once arranged a mosque visit for UKIP leader Nigel Farage
Bhutto at one point threatened to have Ahmed Naeem's head cut off and sent to his father, according to court evidence.

Police in Karachi assisted the victim's family, and a police source delivered a £56,000 ransom to a car park at Manchester's Arndale shopping centre. Ahmed Naeem was then released by the gang in Pakistan.

Bhutto was swiftly arrested by Greater Manchester Police in co-operation with Pakistan police.

Ransom in bed

The £56,000 ransom was found hidden in Bhutto's bed in a house in Leeds, and he was forced to repay it when he appeared in court.

He was sentenced under the name Majeebur Bhutto.

"You came to the UK to avoid the risk of detection in Pakistan, where kidnapping is a capital offence," said the judge, Martin Steiger.

The other gang members were initially sentenced to death in Pakistan for the offence of kidnapping for ransom, but their sentences were commuted to life in prison in 2007 and one was released.

"Kidnappings have really gone through the roof in Pakistan. It's the main form of getting money for many terrorist organisations," said Shahed Sadullah, former editor of The News, part of the bilingual paper The Daily Jang.

"There were two things that were different about this case. One was that there was an involvement with a city which was 5,000 miles away in the UK. The second was that the guys who did it actually got caught."

In a regional UKIP newsletter from May 2013, Bhutto stated that he had been a member of the party since 2011.

"Our policy in UKIP is not to attack foreign nations, but to work with like-minded parties and support them so there is no export of terrorism to our shores," he said.

During an appearance on BBC debating show The Big Questions in March 2013, when he was frequently referred to as "UKIP's Commonwealth spokesman", Bhutto said: "We want controlled immigration where we know who's coming in, who's going out."

Hailed on Twitter

UKIP candidates, associations and official social media channels have previously posted messages indicating that Bhutto had a role as a UKIP representative, beyond being just a party member.

"UKIP have plenty of quality spokesman… Mujeeb Bhutto," UKIP Bradford and district chairman Jason Smith wrote on Twitter in May 2013.

"Watch UKIP's Mujeeb Bhutto speak out against mass uncontrolled immigration on the BBC's Big Question," read a tweet from UKIP's official Twitter feed in March 2013.

Jane Collins said on Twitter in March 2013 that Mr Bhutto was "fantastic on BBC Big Question this am. What an asset for UKIP".

In the course of the last month, Twitter, LinkedIn and multiple Facebook profiles of Mujeeb Bhutto have been deleted from the internet.

"If you don't have any discipline and tight screening of candidates, you are perpetually going to be in trouble," said Matthew Goodwin, of policy institute Chatham House and co-author of Revolt on the Right: Explaining Support for the Radical Right in Britain.

"UKIP are certainly trying to professionalise, to move away from its more amateurish origins."

Bhutto said he has now rejoined the Conservative Party, but the Tories said they have no record of that.

Cancer 'tidal wave' on horizon, warns WHO

Large numbers of people do not know there is a lot they can do to reduce their exposure to risk
The globe is facing a "tidal wave" of cancer, and restrictions on alcohol and sugar need to be considered, say World Health Organization scientists.

It predicts the number of cancer cases will reach 24 million a year by 2035, but half could be prevented.

The WHO said there was now a "real need" to focus on cancer prevention by tackling smoking, obesity and drinking.

The World Cancer Research Fund said there was an "alarming" level of naivety about diet's role in cancer.

Fourteen million people a year are diagnosed with cancer, but that is predicted to increase to 19 million by 2025, 22 million by 2030 and 24 million by 2035.

The developing world will bear the brunt of the extra cases.

Dr Chris Wild, the director of the WHO's International Agency for Research on Cancer, told the BBC: "The global cancer burden is increasing and quite markedly, due predominately to the ageing of the populations and population growth.

"If we look at the cost of treatment of cancers, it is spiralling out of control, even for the high-income countries. Prevention is absolutely critical and it's been somewhat neglected."

The WHO's World Cancer Report 2014 said the major sources of preventable cancer included:

Smoking
Infections
Alcohol
Obesity and inactivity
Radiation, both from the sun and medical scans
Air pollution and other environmental factors
Delayed parenthood, having fewer children and not breastfeeding
For most countries, breast cancer is the most common cancer in women. However, cervical cancer dominates in large parts of Africa.

The human papillomavirus (HPV) is a major cause. It is thought wider use of the HPV and other vaccines could prevent hundreds of thousands of cancers.

One of the report's editors, Dr Bernard Stewart from the University of New South Wales in Australia, said prevention had a "crucial role in combating the tidal wave of cancer which we see coming across the world".

For most countries, breast cancer is the most common cancer in women
Dr Stewart said human behaviour was behind many cancers such as the sunbathe "until you're cooked evenly on both sides" approach in his native Australia.

He said it was not the role of the International Agency for Research on Cancer to dictate what should be done.

But he added: "In relation to alcohol, for example, we're all aware of the acute effects, whether it's car accidents or assaults, but there's a burden of disease that's not talked about because it's simply not recognised, specifically involving cancer.

"The extent to which we modify the availability of alcohol, the labelling of alcohol, the promotion of alcohol and the price of alcohol - those things should be on the agenda."

He said there was a similar argument to be had with sugar fuelling obesity, which in turn affected cancer risk.

Annual figures include donations by private donors and governments for prevention and treatment. Spending by recipient countries not included. More than 90% of cancer funding is spent on anti-tobacco campaigns.
Meanwhile, a survey of 2,046 people in the UK by the World Cancer Research Fund (WCRF) suggested 49% do not know that diet increases the risk of developing cancer.

A third of people said cancer was mainly due to family history, but the charity said no more than 10% of cancers were down to inherited genes.

Amanda McLean, general manager for the WCRF, said: "It's very alarming to see that such a large number of people don't know that there's a lot they can do to significantly reduce their risk of getting cancer.

"In the UK, about a third of the most common cancers could be prevented through being a healthy weight, eating a healthy diet and being regularly physically active.

"These results show that many people still seem to mistakenly accept their chances of getting cancer as a throw of the dice, but by making lifestyle changes today, we can help prevent cancer tomorrow."

It advises a diet packed with vegetables, fruit, and wholegrains; cutting down on alcohol and red meat; and junking processed meat completely.

Jean King, Cancer Research UK's director of tobacco control, said: "The most shocking thing about this report's prediction that 14 million cancer cases a year will rise to 22 million globally in the next 20 years is that up to half of all cases could be prevented.

"People can cut their risk of cancer by making healthy lifestyle choices, but it's important to remember that the government and society are also responsible for creating an environment that supports healthy lifestyles.

"It's clear that if we don't act now to curb the number of people getting cancer, we will be at the heart of a global crisis in cancer care within the next two decades."
