Fashola bans mini skirts, tight trousers, other attires

Governor Babatunde Fashola's administration has banned indecent dressing among female public servants. All forms of dresses that expose breasts, contours and other sensitive female body parts have been outlawed.

The decision was taken as a result of worsening cases of indecent dressing among female public servants at the Lagos State Government Secretariat, Alausa, Ikeja, Lagos, southwest Nigeria.

P.M.NEWS has observed that all forms of skimpy dresses or mini skirts, tight trousers revealing the contours, sleeveless dresses and blouses and body clinging dresses are worn by some female public servants as they walk about the secretariat.

Worried by this despicable act, the state government had to introduce new dress code among public servants, especially the female folk.

A circular issued by the Head of Service, Mrs. Josephine Williams dated 7 February, 2014 has been sent to all government Ministries, Departments and Agencies, MDAs calling on all Directors of Finance and Administration, DFAs, to immediately move against indecent dressing in Alausa.

The circular, with the reference number CIR/HOS/14/Vol.1/022, said similar directive was issued through the HOS in 2005 in a circular number 113 mandating public servants to dress properly and decently to the office and official functions portray the good image of the state government.

The government warned that it would begin to take drastic and punitive measures against recalcitrant public servants who flout the directive.

"It has however been observed with grave concern that some officers have not been complying with this directive. The noticeable non-compliance of some officers to this directive should henceforth stop as the extant civil service rules and regulation on proper and indecent dressing still subsist and will be applied accordingly on flouters," the HOS said.

Williams listed what is contained in the new dress code for female civil servants, saying that skirts above the knee should not be worn by public servants, saying that dresses allowed are skirts which are of knee level, moderate slit and not body clinging skirts.

According to the HOS, if female public servants must wear trousers, such trousers should neither be tight nor revealing and must be worn with a jacket.

Also, gowns to be worn by female public servants must be of knee level, moderate slit, not sleeveless and not body clinging.

Williams added that if native attires must be worn, they must be worn completely.

The government also reeled out dress code for male public servants. In the dress code for men, administrative officers must wear suit and tie as professionals and other officers could wear wear suit and tie or French suit.

Junior and clerical staff are allowed to wear shirts and trousers and French suit while complete native wear is allowed for all cadres of public servants.

"As a matter of necessity, all Directors of Finance and Administration are hereby enjoined to ensure that officers within their purview adhere strictly to moderate and decent dressing," said the HOS.

Already, the Directors of Finance and Administration of various ministries have been having urgent meeting with their staff to intimate them about the new dress code.

The development has become a subject of discourse among public servants at Alausa.

'Deport Bieber' petition reaches 100,000+

Could Justin Bieber be deported?

(EW.com ) - Do you belieb that one of Canada's biggest exports could be deported as a result of his recent Miami arrest?

The possibility is slim. Nevertheless, less than a week after it was first posted to the government's "We the People" platform, over 100,000 Americans have signed a petition asking the Obama administration to revoke Bieber's green card. (Why? Because "he is not only threatening the safety of our people but he is also a terrible influence on our nations youth.") And according to the site's terms of participation, this means that the White House must now respond to the petition "in a timely fashion."

Just don't expect that response to come soon — or to affirm that Bieber really will be kicked off our amber waves of grain.

Facetious pop culture petitions aren't exactly a top priority for the White House; in the past, they've taken two months to respond to calls for the construction of a Death Star ("The Administration does not support blowing up planets") and the cancellation of Jimmy Kimmel Live! following an offensive segment ("The First Amendment of the Constitution protects free speech, even if individuals might personally find it offensive or distasteful").

And perhaps more importantly, DUIs and drag-racing aren't deportable offenses. As The Hollywood Reporter points out, immigration visas can only be revoked in the event of a violent crime or a prison sentence that exceeds one year; Bieber faces an array of potential consequences, but if he is sentenced to prison, he'd only get up to six months for drag racing and up to six months for the DUI.

Bieber's arraignment is scheduled for Feb. 14. In the meantime, he'll be kept busy with his Los Angeles egging charges and, perhaps, the sale of his Calabasas mansion. Oh, and maybe making music as well — his next music video debuts on Vevo today at 7 p.m. ET.

20,000 jostle for employment forms in Ebonyi on

Abakaliki – No fewer than 20,000 applicants on Thursday besieged the Ebonyi Secondary Education Board in Abakaliki to obtain recruitment forms for teaching jobs.

The applicants scrambled to collect the forms from officials of the board.
Efforts to speak with the Chairman of the board, Mrs Patience Oko, were unsuccessful as she was said to be in a meeting with members of the board and management team.

A source in the board who spoke on condition of anonymity said that obtaining the form was one of the criteria to qualify for the interview.
The source said the forms were issued to the applicants free as the management had warned against extortion of the applicants.

"We are having a hectic day controlling the crowd that has thronged here to obtain the job form.
"The forms are issued free of charge to qualified applicants because the board warned that it will not tolerate any foul play from any of its staff members.

"We are doing our best to ensure that the forms get to those that need them. The board is only allowed to recruit 1,500 qualified persons,'' it said.

"This number is to be drawn from holders of the Higher National Diploma, Bachelors of Education, and National Certificate in Education.
"The number here shows the sorry state of unemployment in the society and the government needs to do something to stem the tide,'' the source added.

Some applicants who spoke with NAN appealed to the board to be fair and unbiased in selecting candidates for the interview.

Chinyere Elom called for an open, free and fair interview where applicants would be given opportunity to express themselves.

Sunday Agbo urged the board to use merit and not political considerations to select candidates for the interview.
Perpetua Onwe called for equal opportunities for the candidates to compete in the selection.

Mathew Oko appealed to the management to purge themselves of the `Nigerian factor' and not to allow politicians to hijack the exercise. (NAN)

Sanusi hits back, says NNPC not audited since 2005

Suspended Governor, Central Bank of Nigeria, Sanusi Lamido has debunked the allegations of financial recklessness leveled against him.

Sanusi who asked what the definition of recklessness is, disclosed that  Central bank's accounts for 2013 were audited while that of NNPC had not been audited since 2005.

On his suspension, he said: "The central bank is an independent institution, there is a section of the act that says the president cannot remove the governor without two-thirds of the senate.

"There was a reason for that section. You cannot go round that section by saying, 'I'm not removing you, I'm suspending you,'" Sanusi stated.

PDP is a party for the future generation – Mu`azu

Abuja – The Peoples Democratic Party(PDP) National Chairman, Alhaji Adamu Mu`azu, on Thursday said that the PDP was not just a party for the present generation, but for the future generation.

He said this in Abuja, when Gov. Gabriel Suswan of Benue led a delegation of the party stakeholders in the state on a courtesy visit on him.

Mu`azu expressed happiness on the development stride going on in the state, which he said, was the reason the people of the state praised the PDP-led administration.
Mu'azu commended those that remained in the party and called on those who had defected to the opposition to return to the party`s fold.

He appealed to members of the party to be patient with its leadership as it thrives to reconcile all aggrieved members of the party.
Earlier, Gov. Suswan said the visit was to pledge the loyalty of Benue PDP to the party leadership under Mu`azu.

He assured that the Benue chapter of the party would deliver the state in 2015, adding that the state would remain a PDP state.

He stressed that members of the party in the state, have no reason to defect to the opposition, adding that those who did, were beginning to return to its fold.

"We are not going to rig any election, just as we have been winning, we will continue to win in a free and fair election.'' Suswan said.

He highlighted the challenges confronting the state chapter of the party, to include the clash between the fulani cattle men and farmers in the state.

The governor also identified the recent attack on the house of the Tor Tiv, a situation, he said was getting out of control.

"We had tried to control the situation, but it is gradually disintegrating to a level that I will say its almost getting out of control,'' he said.

Suswan appealed to the party national chairman to prevail on the Federal Government to intervene in the situation before it becomes worst.
This, he said, was critical to ensure that the issue was holistically addressed to enable the state government concentrate on its development drive.

Suswan prayed for wisdom for the party`s national chairman in his reconciliation drive and strength to lead the PDP to greater height.
A painting of the party's national chairman was presented to him by Suswan at the occasion.

Zimbabwe’s Mugabe, turning 90, says not yet to retire

Harare – Zimbabwe's long-time President Robert Mugabe, who turns 90 on Friday, once again criticise leaders fanning factionalism in his ruling Zanu-PF party to succeed him and threatened to expel them if they continued with the bad practice.

He said succession should not be discussed when it was not due because the leadership that runs the country still exists.

"When the day comes and I retire, yes, sure, the day will come, but I do not want to leave my party in tatters. I want to leave it intact.

"It is terrible even to have your name mentioned as leader of a faction. It is shameful," he said Mugabe urged senior party officials to behave as national rather than regional leaders, and work to serve interests of the electorate.

Mugabe, who won another five years in office in last year's election, has indicated that he intends to serve his full term until 2018 when he turns 94.
George Charamba, Mugabe's spokesperson said the president, who left for Singapore on Monday, would undergo a cataract operation to his left eye after an earlier had been done to his right eye.

He said he would be back to attend a grand celebration organised by the ruling party in an eastern Zimbabwean town on Sunday.

Mugabe has been the leader of Zimbabwe since independence from Britain in 1980, and having ruled for 34 years, he is Africa's oldest leader and one of the continent's longest reign president. (Xinhua/NAN)

Jonathan opens N3.233bn Turkish hospital

ABUJA: President Goodluck Jonathan On Thursday commissioned a $20 million Nizamaye Hospital, considered a milestone in bilateral relations between Nigeria and Turkey.

The 80-bed world-class facility cited in an industrial layout in Abuja is the first time Turkey, under the Nigeria-Turkish expatriate business group, ventures into healthcare.

Turkey ambassador to Nigeria Mustafa Pulat said that"This hospital is another token of our interest and determination to come to Nigeria—in the best way we can, of course," said Mustafa Pulat, Turkey's ambassador to Nigeria.

"It is our own investment in the human capital of Nigeria," Pulat added in an interview with Daily Trust.

"The outcome will be long term. We have to be patient. The outcomes will be strong and very beneficial for Nigeria and Turkey."

Both countries have maintained bilateral relations in business terms since the Nigerian-Turkish group began its gradual creep in 1998 into Nigerian education system.

From primary and international colleges, Nigerian-Turkish group now runs 16 schools, including Nile University it started four years ago.

The Medical director, Dr Mustafa Ahsen, gave an estimate of $20 million (N3.233 billion) to set up, and its manpower stands at around 148, Nigerian and Turkish combined.
Nizamiye, occupying four floors on prime property, started work last year, months before its official opening, offering services in internal medicine, radiology, ear-nose-and-throat, paediatrics, orthopaedics and gynaecology.

It doesn't have a psychiatry unit, but Dr Ahsen said it planned to open units in angiography and emergency cardiology and gradually expand to a teaching hospital to serve the group's Nile University.

More reactions trail Sanusi’s removal

Eminent Nigerians have continued to express divergent views over the removal of the Central Bank Governor,CBN, Sanusi Lamido Sanusi from office.

Socio-Economic Rights and Accountability Project (SERAP) and Lagos lawyer, Mr. Bamidele Aturu condemned the removal of the CBN Governor, saying it was a distraction which  can only contribute to shifting the focus of the government from finding the missing $20 billion oil money.

However, Lagos-based Senior Advocate, Chief  Ladi Rotimi-Williams said the removal of Sanusi is "long overdue."
 
SERAP in a statement, by its executive director, Adetokunbo Mumuni said: "The government should not politicise the fight against corruption. Our concern remains the urgent, thorough, transparent and effective investigation into allegations that $20 billion oil money is missing from the account of the Nigerian National Petroleum Corporation (NNPC).

"If it is true that the suspension is linked with Sanusi's public disclosure of the missing funds, SERAP believes that this will be clearly wrong and contrary to the government's obligations under the UN Convention against Corruption to target a whistle-blower simply for public information in the public domain.

"No one should be victimized for contributing to the fight against corruption, which is the moral and legal responsibility of any serious, open and people's oriented government.

"Unless the government comes clean about what exactly has happened to the $20 billion missing oil money, the NNPC will remain unaccountable to Nigerians for its action. This will not be consistent with the attitude of a government establishment funded with tax payers' money.
"The government's action in finding the missing money and punishing suspected perpetrators is critical if it is to enjoy the trust and confidence of Nigerians in the fight against corruption."
 
Aturu in a statement titled: 'Purported Suspension of  CBN Governor: An offensive illegality', said: "It is unsurpassed in its blatant illegality and immorality.  So, as far as the law goes, the purported suspension of the Governor is unwarranted. Section 11 of the Central Bank of Nigeria Act, 2007 clearly lists the instances when the Governor or any of his Deputies can cease to remain in office.

"For the avoidance of any doubt whatsoever, none of such instances include suspension by the President. The only mention of the word 'suspension' is in section 11(1)(d) and that relates to the removal of the Governor when he or she is disqualified or suspended from practicing his or her profession in Nigeria.

"Of course, the illegal suspension of the Governor is not from a professional body and is not at all contemplated by the law", he noted.
The activist pointed out that the only occasion the President can recommend the removal of the Governor or exercise any disciplinary control over him is under section 11(1)(f) and that recommendation must be supported by two-thirds majority of the Senate before he can be removed.

No Igbo presidential candidate in 2015 —Gov Orji

UMUAHIA—Abia State governor, Chief Theodore Orji, has said Ndigbo would not field any presidential candidate in 2015.

According to Orji, any presidential hopeful from the South East geopolitical zone planning to challenge President Goodluck Jonathan will be embarking on a futile mission, as the zone is solidly behind the President.

The governor said this in Umuahia when he received a delegation of Ohanaeze Ndigbo, Lagos branch, who were on a fact finding and courtesy visit to the state.

Orji said as long as President Jonathan would run for second term in 2015, he remained best bet for Ndigbo and should, therefore, not be distracted.
However, Orji noted that there might be opportunistic aspirants who might join the race to bargain for positions but warned that it would not work for them in 2015.

"Any person who tries it will fail. No person has any chance from this place, South East, as long as President Jonathan wants to run.  For us here in Abia, supporting the President is sacrosanct," the governor said.

He condemned the activities of those who formed parallel organisations under sundry names, claiming to represent Igbo interest, warning that such activities tended to water down the strength and integrity of the Igbo socio-cultural group.

"Every reasonable Igbo man should be a member of Ohanaeze. I am committed to supporting Ohanaeze now and forever," Orji said.

Earlier in his remarks, the President of  Ohanaeze Lagos and leader of the delegation, Chief Fabian Onwughalu, explained that the team was going round Igbo speaking states on a fact-finding mission to see how governments were performing.

He commended Governor Orji for the massive development he had unleashed on Abia State as manifested in legacy projects across the state.

Onwughalu urged the governor to ensure that whoever succeeded him would maintain the unbroken chain of development.

40,000mw power generation by 2020 realizable, says FG

ABUJA — THE Federal Government has assured that the target of power generation peaking at40,000mw by year 2020 would be realised, with the expectation of more capacities from Mambilla, Zungeru large hydros, grid power from solar, wind and coal-to-power initiative.

Permanent Secretary, Ministry of Power, Amb. Godknows Igali, gave the assurance while playing host to the team of the body of permanent
secretaries in the civil service on peer review mission.

He said the review was meant to assist the creation of service-wide
framework that would enable Ministries, Departments and Agencies, MDAs, deliver on their mandates.

Igali identified the key element of this initiative as it would make the civil service more responsive and accountable to Nigerian people.

Igali said the bottomline of his ministry's mandate was to provide
policy framework for the realisation of electricity for domestic and
industrial uses of Nigerians.

"For a long time, government has regulated the sector, the attending
problems have been with us for long, now the determination of
government is to change gear and allow the private sector to come in,"
he said.

Expressing optimism that Nigerians would soon experience uninterrupted
power, Igali said that although government had not privatised
transmission, it was encouraging the private sector to come into the
sub-sector, considering the huge investment required in the evacuation of power.

In his remarks, the Head of Service, Alhaji Bukar Aji, commended the
manner the leadership of the sector had handled privatisation adjudged
to be the biggest on the continent, ascribing the feat to openness,
purposeful and transparent leadership.

He promised to align the civil service with the Transformation Agenda
of  the President by religiously implementing government's
people-oriented  policies and programmes.

Minister of Power, Prof. Chinedu Nebo, commended the Head of Service. for upholding the ethics of public service with passion.

If You Want to be Happy for the Rest of your Life…Date a Seven More

In the classic song, "If you want to be happy," Jimmy Soul sings, "If you want to be happy for the rest of your life, never make a pretty woman your wife/So from my personal point of view, get an ugly girl to marry you."

While the song is meant to be somewhat humorous, Soul does make a few good points. Now, nobody is suggesting that guys should start dating 400 lb. bearded women, but almost every man that I've ever met thinks that he wants to, and is qualified to, date a Victoria's Secret supermodel. The truth of the matter is that this would be impossible.

First of all, there are like 50 Victoria's Secret supermodels at any given time, and over 6 billion men on the planet. Second, I feel like I must direct this blog towards the many gentlemen suitors who in years past said that they "thought they could do better than me," yet as they start to approach their late 20s, realize that they did not find the elusive supermodel-brain surgeon-comedian chupacabra that they were expecting. I don't resent them for it, nor am I jealous at all of those who drew far better than me in the genetic lottery. In fact, I have many friends who are extremely aesthetically pleasing- tall, skinny- definite tens. However, I have learned to accept, relish even, being a seven. I have tons of friends and when I was I've never had a hard time getting a date. Looking at my life, seven might just be a lucky number. Gentlemen of the world, allow me to enlighten you on some of the benefits of dating a seven.

We try really hard- at everything. Think about it- we're close enough to the top that we are almost there, but just a little short. Think of us as the mountain climbers who keep getting stuck 800 feet below the summit of Mount Everest. We may never make it there, but we'll keep trying. Rarely will you find us looking gross and slacking off at the gym. Sevens are scrappers. We're the girls who didn't just accept our flaws and stay at home watching reality TV, alone, single, and friendless because we were unwilling to settle for a life inferior to that of the so-called "naturally pretty girls." We hustle, go hard, and work for what we want.

In ten years, we're might just surpass the hot girls. Think back to 2005 when Brad Pitt left Jennifer Aniston for Angelina Jolie. Back then, Angelina Jolie, with her natural good looks and slim frame, appeared to be a better choice for the world's sexiest man. Now Jennifer Aniston was still very attractive, but lacked the exotic beauty of Angelina. Fast-forward nine years and Brad Pitt is probably kicking himself. While Jennifer Aniston appears to not have aged a bit, Angelina looks old, haggard, and tired. Slow and steady wins the race, my friends. For men who are thinking about a woman as potential marriage material, the moderately attractive girl who takes care of herself and puts in time at the gym is probably not going to fall victim to the metabolism trap and other signs of aging without a fight, while the girls that have had everything come naturally to them won't know what to do.

We've developed great personalities. Girls such as myself learned a long time ago that we needed to rely on more than our looks of we wanted to catch the attention of the opposite sex. Expect most sevens to be charming, witty, and clever.

We have outside interests. One time I was the only female under60 in the middle of a forest in Alaska surrounded by a lumberjack convention. I have never had so many men swarm me in my life. I tell this story because it's the only time in my life that's happened to me. Most of the time, girls such as myself have to actually go out and meet friends- both male and female. This usually means that we have outside interests whether its sports or a hobby.

We're thick-skinned. Girls like us have probably experienced more heartbreak and harsher criticism than our more aesthetically pleasing counterparts. This has taught us to be tough, accept criticism, take action, and get back to life. Sevens are resilient- we bounce back. As much as you'd like to think that you hurt us, we don't sit around listening to Kelly Clarkson and eating Ben and Jerry's (well, I do love Americone Dream).

We see people for who they are on the inside. We know we are not perfect and don't expect anyone else to be either. We know that beauty is more than skin-deep and are therefore more likely to be kinder to all people, regardless of outward appearance.

We're more appreciative. Guys don't usually buy girls like myself luxury cars, hundred thousand dollar jewelry, or other ridiculous gifts. In fact, we don't have many expectations and don't feel entitled to much. Pick a bouquet of flowers and give them to a ten and she MGHT talk to you for a few minutes. Do the same for a seven and she'll probably get a kick out of it.

All of this being said, these reasons aren't meant to be blanket statements. There are beautiful girls with hearts of gold and there are physically unattractive ones who feel entitled and project that negativity on everyone else. My final piece of advice: gentlemen, if you have a seven and she makes you happy, makes you laugh, and gets along with your friends and family, keep her. If not, you'll regret it later.

As if Rubik's cube wasn't hard enough, someone had to come along and put it in a jar. The WHOLE, SOLID thing too – not in pieces (or so it would seem).

As a kid, meeting someone who could solve Rubik's cube was like meeting a mythical god of some sort. It just wasn't an easy thing to do. In the old days, before you could look up the algorithms on the internet, people who were dedicated enough to learn how to solve the Rubik's cube had to actually figure it out, layer by layer. This task was extremely difficult for most normal people, but there were a few exceptional folks who could solve the Rubik's cube in minutes, sometimes even seconds.

But now there's some nut job with way too much free time who's decided to not only solve the Rubik's cube, but to also put it in a glass jar containing an opening smaller than the cube itself. Of course no one really knows how this person was able to pull this off, but we can guess that it involved taking apart the entire cube, cubic piece by cubic piece, then gluing it all back together one by one while within the jar.

Chances are that the person who did this probably didn't need to bother with learning how to solve the Rubik's cube. Why bother when you can just take it apart and blow everyone's minds anyway?

Another theory for how someone was able to do this involves cutting glass. We are unable to see the bottom of the glass jar from the image, but if we did, we might be able to make out a "scar" from the incision in the glass. Fast Food’s Discharge: A Man Loses His Weight Eating In McDonald’s

John Cisca broke the stereotype that eating in McDonald's makes you fat. During the 90-day fast-food diet he lost 37 pounds, and his cholesterol revel dropped from 249 to 170.

And besides he ate everything he loved in the eatery's menu: BigMacs, shakes, salads, and quarter pounders. This is a sensation that challenges Supersize Me, the pseudo documentary of man who performed the same experiment producing a deplorable result. The same, but not exactly.

John Cisca, a science teacher in the Colo-Nesco School District in Ankeny, Iowa, decided to amend the experiment conditions. First of all, he didn't stuff himself like a pig. John Cisca ate only 2,000 calories a day. He also tired to balance the nutrients according to the FDA's reference daily intake tables. He says that he combined different dishes in McDonald's menu: "So this isn't something where you say, 'Well, he went to McDonald's, and he only had the salads. No, I had the BigMacs, the quarter pounders with cheese. I had sundaes, I had ice cream cones."

The second amendment to the experiment involved walking during 45 min a day. Not running even, but simply walking that everybody should normally do every day to use the calories they get from food.

The results were impressive: he lost his weight from 279 to 242 pounds, and his bad cholesterol level dropped dramatically from 173 to 113.

The teacher turned his experiment into a documentary for his students that teaches to pay attention to their nutrition balance and not how much, but what they eat. Combining the dishes in the eatery can give us all necessary nutrients. He says that the point behind the documentary is:

"Hey, it's a choice. We all have choices. It's our choices that make us fat, not McDonald's.

So, the lesson for all of us is: despite our restaurant choices, if the amount of calories we consume is less than the amount we use, we will lose weight eventually.

Mr. Larkins, her husband respects what his wife does, but he decided to eat the way he did when he was first married. He laughs saying that when strangers see him together with his wife, they think that she is his granddaughter. Annette has brought up her two sons and now she is a grandmother. A Painter Sacrifices His Health Creating Pictures With His Tongue News

Ani K, from Kerela, India, is an extreme painter who wonders the world with artworks he creates with his tongue. The school teacher wanted to find the art which is distinct. In his creative search, he has already tried painting with his nose, chin, his elbows and feet. He also tried painting with both hands simultaneously and while riding on a moving bike.

Six years ago he saw one painter drawing with his feet. The way he painted inspired Ani to choose his tongue as a medium. Before applying the paint to the canvas, he mixes the colors on the palette also with his tongue. Then tilting and twisting his head he makes different kinds of strokes to embody his creative intention.

His studio is stocked with his paintings. He has produced over 1,000 artworks so far. Ani paints mostly thoughtful portraits and modernist artworks. But one of the most remarkable is the eight-foot rendering of Leonardo da Vinci's The Last Supper.

Unfortunately his signature style makes him to sacrifice his health. After he worked several hours licking paints, he suffers from some side effects. He confesses: "After painting with my tongue, I experience pain jaws, headaches, slight loss of vision and dip in memory power. The side effects stay for around two weeks." He says that it takes him 3 to 4 days to create one picture.

35-year-old painter who works as a teacher at Lords Public School in the south-west state wants to be recognized by Guinness Book of Records. For this goal he is going to paint 4 portraits using both hands and both feet at the same time.

Ukraine Protests Settle Into Tense Peace As President’s Backers Abandon Him

As the Ukraine protests remained in a high-tension stalemate, President Viktor Yunakovych announced Friday morning that he had reached a "deal" to end the crisis after talks that lasted
through the night, according to a BBC report.

No details of the deal were announced and opposition
leaders offered no similar announcement or confirmation.

ORIGINAL STORY: The Ukraine protests settled into tense calm Thursday night as opposition demonstrators guarded the barricades around Maidan, or Independence Square, the protesters' stronghold in the center of Kiev,
the Ukraine capital, on alert for attacks from police and civilian gangs loyal to President Viktor Yanukovych.
But as his political support fell apart, Yanukovych appeared increasingly willing to find a way out of the
bloodshed, opening a path to the early elections that a leading opposition figure says are the only solution to the crisis.

Yakunovych met with European foreign ministers through the night until 7:20 am local time.

While government officials continued to blame protesters for Thursday's renewed violence following the failed truce of Wednesday night, there were reports that the opposition had taken dozens of police officers hostage.

But a visit by a CNN news crew to site where the reported hostages were said to be held turned up nothing. Human rights workers said that the officers had been released,
while several people saying there were police appeared on television to say they had switched to the opposition side of the Ukraine protests voluntarily.

The shaky pause in the violence surrounding the Ukraine protests followed a blood-soaked day in which by varying counts, between 75 and 100 people were killed and
hundreds more wounded, many reportedly by snipers who periodically fired into Independence Square, picking off the anti-government protesters.

Kiev authorities, however, stated the day's death toll to be 39.

A makeshift morgue took shape on a street in central Kiev, where by late Thursday night 10 corpses lay neatly
arranged each bearing distinctive head wounds from one or two shots that appeared be fired from some distance away.

"It was a sniper," Dr. Vasyl Lukach, a physician at the site, told a reporter for Britain's Daily Telegraph. "They all
have one or two bullets each in the head or in the neck. It was a professional."

The sniper killings and escalation of attacks by police against the protesters appeared, however, to be
backfiring politically on Yanukovych, as the day saw 12 political supporters publicly break with the Ukraine
president, including the mayor of Kiev himself.

European Union foreign ministers said Thursday their countries would begin imposing sanctions on Ukraine,
freezing assets and denying visas.
Seemingly in response to the crumbling of his political support, Yakunovych met with several of those European foreign ministers and told them he would be open to calling a snap election if that was the only way to end the Ukraine protests and the carnage in Kiev.

That move is exactly what opposition leader Vitali Klitschko, the retired world heavyweight boxing champion
who aspires to be president of his native country, demanded Thursday.
"Today is a crucial day," said Klitschko in his statement.
"Bloodshed continues. Authorities resort to bloody provocations in plain view of the world. Armed criminals
and titushki were unleashed to beat people to show that there is some conflict among people. But these plans are doomed!"

"Titushki" are secret government death squads made up of criminal gangs.

Calling snap elections "the only way to stop the violence," the 42-year-old, pro-Western ex-boxer implored Ukranian citizens to "unite to protect your life, health and property."

But perhaps the most damaging political development of the day for Yanukovych came when Russian leader Vladimir Putin also spoke with European leaders about the need for their countries as well as the United States to join in to solve the crisis set off by the Ukraine protests.

The cooperative tone was a new stance for Putin, who has staunchly backed Yakunovych until today. It was Putin's offer to prop up Ukraine's economy with a $15 billion loan
that led Yakunovych to scrap a popular trade pact with Europe, a move that ignited the initial Ukraine protests in November of last year.

Manchester United Captain Nemanja Vidic On Way To Inter Milan, Italian Club Says

Manchester United will lose their captain Nemanja Vidic to Italian giant Inter Milan over the summer, according to reports coming out of Milan. Vidic has already said he planned to leave England once his contract runs out after the 2013-2014 season.

Inter Milan President Erick Thohir indirectly confirmed that his club would be signing the 32-year-old Serbian defender once his Manchester United contract ends.

"Vidic? I can't say anything even if the deal is 90 per cent done," said Thohir, coyly. "It's better to announce it once everything is completed. I don't want to declare something that has not taken place."

The departure of Vidic would clear the way for Wayne Rooney, reported to be on the verge of signing a contract making him the highest-salaried played in world football, to take over the Manchester United captain's armband.

On February 7, Vidic made his intentions clear, saying that Manchester United was the only English club he had a desire to play for.


"I have decided that I will move on at the end of this season. I want to challenge myself again and try to make the best of myself in the coming years," Vidic said in a statement confirming his long-suspected parting of ways with Manchester United. "I'm not considering staying in England as the only club I ever wanted to play for here is Manchester United and I was lucky enough to be part of this club for so many years."

Vidic came to Manchester United in January of 2006 on a £7 million — $11.65 million — transfer from Russian powerhouse Spartak Moscow where he had then played for two-and-a-half seasons. He started his top-level career as a 19-year-old prodigy in 2000 with Red Star Belgrade.

In his eight-and-a-half seasons with Manchester United, the star centre-back was part of five Barclays Premier League Championships and a UEFA Champions League title in 2008.

But this season Manchester United are mired in seventh position on the Premier League table with just 12 games to play. At 15 points adrift of table-topping Chelsea and 11 off the pace of fourth-place Liverpool, in the final Champions League qualification spot, the chances of a title or a return to the Champions League for the club are remote at best.

Inter Milan, however, are not faring much better in Italy's Serie A, the top level of football in that country.

They currently sit in fifth place at 39 points, 11 short of third-place Napoli with 14 games left on the schedule, giving Vidic only a slighter less faint hope of Champions League play next season than he would have with Manchester United.

WhatsApp customers send a whopping 19 billion messages each day. Yes, that's billion. With a "b."

To put that huge number in perspective -- more WhatsApp messages were sent and received in 2013 than SMS messages were sent and received on all U.S. and Chinese wireless carriers combined, according to data from Chetan Sharma Consulting, a Washington-based firm that advises mobile carriers.

The rise of over-the-top (OTT) messaging services like WhatsApp, Snapchat, Viber, WeChat, Tango, and even Apple's iMessage has been accompanied by a decline in traditional text messaging. Unlike SMS messages, which can count toward an allotment determined by your carrier, OTT messages can be sent over Wi-Fi or data networks. This makes these apps great tools for communicating quickly and cheaply with family and friends who may live in other countries.

As the below chart shows, SMS usage, or traditional text messaging, peaked in 2012 and has been declining since.

And, at least in the short-term, these trends show no sign of letting up. WhatsApp, according to Facebook, signs up over 1 million new people each day.

The news that Facebook will spend $19 billion to acquire WhatsApp, a mobile messaging app with more than 450 million users, marks the latest phase in what has emerged as Facebook's defining strategy: The unite and conquer approach to social networking.

Facebook is no longer focused solely on building out Facebook, but is willing to meld itself into whatever shape, service or brand fits your socializing needs at a particular moment of your day. To expand its empire and place itself wherever we are, it'll spend dearly to buy whatever diverse services we value.

For several years now, Facebook has tried to position itself as the go-to messenger for every message we send, publicly or privately, baiting us with features like "chat heads" or the ability to send voice recordings. Buying WhatsApp, which processes 19 billion messages a day, clearly goes a long way toward fulfilling that mission. As soon as all the CEOs and lawyers sign on the dotted line, nearly a half-billion people who were messaging off of Facebook will instantly begin routing their chats through Mark Zuckerberg's domain.

But beyond that, Facebook's WhatsApp deal makes it clear that Facebook isn't content to be Facebook. Facebook wants to be the hub for any social interaction you have over the Internet -- alone or in groups, broadcast or whispered, permanent or self-destructing, written or photographed, under the Facebook logo or a different mascot. The WhatsApp acquisition, which follows on Facebook's Instagram buy and its failed bid for Snapchat, suggests more than an effort to find the "next big thing" and cultivate it under Facebook's wing. Facebook wants whatever is the new big thing. (Like Instagram, Facebook confirmed that it will continue to run WhatsApp as a standalone app.)

"If you think about the overall space of sharing and communication, there's not just one thing that people are doing. People want to have the ability to share any kind of content with any audience," Zuckerberg said in an earnings call last month. "There are going to be a lot of different apps that exist, and Facebook has always had the mission of helping people share any kind of content with any audience, but historically we've done that through a single app."

We've thought of Facebook's growing ecosystem of services as revolving around and expanding the core Facebook experience. We're thinking too small. Zuckerberg is dreaming of an even larger universe of services that aren't tied to Facebooking, but communicating -- full stop.

This has obvious advantages for Facebook's business. A broader suite of services means bringing on more users (WhatsApp is particularly popular outside the U.S.), claiming more of people's time and sucking up more of their information, all of which helps Facebook woo advertisers.

But what about for those of us who use the services? It feels harder and harder to escape Facebook's reach while still being social online. While the WhatsApp acquisition will no doubt stoke privacy fears, there's another, less-discussed consequence of this unite and conquer approach: The rapid spread of the Facebook ethos, which values true identities, oversharing and the vague goal of "connecting" above all. Instagram looks a great deal like it did before Facebook acquired the app. But even there, there are subtle changes, like the push to tag friends in photos.

The principles and values that Facebook holds dear are becoming harder to escape as it exports them to whatever new satellite it brings into its orbit. Our online identities are part of the unite and conquer push: Whenever possible, Facebook prefers to combine our online activities, no matter what the channels may be, to create one comprehensive, exhaustive persona. When we get so busy that we are neglecting our time of lingering with God, we are too busy. When our responsibilities are the heaviest is when we need that time with Him the most.

We can learn from Jesus. During the time He walked on earth, He had greater responsibility than any of us will ever even think about having, and He knew His time was limited. But He never let the "doing" interfere with His time with the Father. As we can see in today's scripture, He left the crowds ... and even the disciples ... to spend time alone with the Father. He lingered in prayer.

When we think we are too busy to spend quality time with God-praying and meditating on His Word-we are fooling ourselves. It is only when we linger with the Father that everything else in our life can fall into place. It is only when we spend time with Him that we can overcome hurry sickness.

How busy are you? Do you have days when you feel you can barely "keep your head above water"? How has the busyness affected your personal relationship with God? During one of Jesus' visits to the home of Mary, Martha, and Lazarus, Mary lingered at the feet of Jesus while Martha worked frantically in the kitchen, trying to prepare a meal that was just right. She complained to Jesus that Mary wasn't helping her and urged Him to send Mary into the kitchen to help. Here is how Jesus responded:

But the Lord said to her, "My dear Martha, you are worried and upset over all these details! There is only one thing worth being concerned about. Mary has discovered it, and it will not be taken away from her." Luke 10:41-42 NLT

Martha was letting the details of doing everything just right control her. Mary had learned to linger at the feet of Jesus.

Ukraine Protests: Shattered Truce, Up To 100 Dead, Corpses In Kiev Street

The Ukraine protests erupted into carnage once again Thursday as a truce declared by the country's president quickly fell apart amid gunfire, reportedly from both police and protesters. The death toll was hard to come by, but reports ranged from a low of 21 up to a possible 100 killed in the fighting.

Kiev city authorities put the death toll at 67, though that total could change by the minute.

At least 11 corpses lay arranged in a makeshift morgue on a Kiev Street, but they were definitely not the only fatalities of the fierce fighting. An Associated Press reporter counted 21 corpses in the street. Protesters took dozens of police as prisoners, publicly marching them through the Independence Square encampment that the pro-Western demonstrators have used as their stronghold throughout the three month Ukraine protests.


The bloodshed appeared even worse than when 28 people were killed on Tuesday, which them was the worst death toll due to domestic unrest in 70 years in the Ukraine.

Witnesses who spoke to the BBC said that many of the dead appeared to have been killed by single gunshot wounds. Reports of sniper fire throughout the clashes have also come in, though whether the snipers are on the side of government authorities, protesters or some of both has been impossible to determine.

According to the BBC account, however, video has captured snipers firing into the Independence Square base of the Ukraine protests, suggesting that those marksmen, at least, are working for the government.


The ruling party of President Viktor Yanukovych lost one prominent member as a result of the violence, as Kiev's mayor — who is also a member of parliament — resigned from the Party of Regions.

"Human lives should be the highest value in our state and nothing can contradict this principal," said mayor Volodymyr Makeyenko in a statement explaining his resignation.

Protesters pleaded with media to get the message to foreign governments that Yanukovych must not be allowed to bring in the military to quash the Ukraine protests.


"A state of emergency means the beginning of war. We cannot let that happen," said one woman, speaking from a stage.

In Washington the White House issued a statement declaring the U.S. administration "outraged by the images of Ukrainian security forces firing automatic weapons on their own people." The conflict must "be resolved by political means," the White House statement said, as it condemned the use of force in the Ukraine protests.
