TOP NEWS U.S. jobless claims hit more than eight-year low, but home sales tumble

WASHINGTON (Reuters) - The number of Americans filing new claims for unemployment benefits fell to the lowest level in nearly 8-1/2 years last week, suggesting the labor market recovery was gaining traction.

While another report on Thursday showed a sharp decline in new homes sales in June, economists cautioned against reading too much into the drop, noting that other data have pointed to housing getting back on track after stalling in late 2013.

"The economy is doing better," said Ryan Sweet, a senior economist at Moody's Analytics in West Chester, Pennsylvania. "You really cannot put too much (stock) in the ups and downs in new home sales. I don't think it suggests that housing is heading south."

Initial claims for state unemployment benefits declined 19,000 to a seasonally adjusted 284,000 for the week ended July 19, the lowest level since February 2006, the Labor Department said. Economists had expected claims to rise to 308,000.

Though claims are volatile around this time of the month because of summer auto plant shutdowns for retooling, the data provided further evidence that the labor market was tightening. Employment growth has topped 200,000 jobs in each of the last five months, a stretch not seen since the late 1990s.

"This is consistent with another solid payroll reading for July," said Sam Bullard, senior economist with Wells Fargo Securities in Charlotte, North Carolina.

In a separate report, the Commerce Department said new home sales dropped 8.1 percent to a seasonally adjusted annual rate of 406,000 units in June. It was the biggest decline since July of last year.

At the same time, May's sales pace was revised to 442,000 units from the previously reported 504,000 units - the largest downward revision on record.

New home sales, however, are volatile and the decline is at odds with other data this week that showed existing home sales, which represent the lion's share of the market, at an eight-month high in June.

Still, the data and a 23 percent slump in third-quarter profit reported by D.R. Horton Inc (DHI.N), the number one U.S. homebuilder, weighed on housing stocks. The PHLX housing sector index (.HGX) was down more than 2.7 percent in early afternoon trading, while the broad S&P 500 index was flat.

FED WATCHING LABOR MARKET

Economists said the Federal Reserve would look at the claims data favorably as it considers when to raise interest rates.

Fed Chair Janet Yellen cautioned last week that the U.S. central bank could raise rates sooner and more rapidly than currently envisioned if the labor market continued to improve faster than anticipated by policymakers.

Economists currently do not expect the U.S. central bank to start raising interest rates before the second half of 2015. The Fed, which is wrapping up its monthly bond buying program, has kept overnight lending rates near zero since December 2008.

In its report, the Labor Department said the four-week average of claims, considered a better gauge of labor market trends as it irons out week-to-week volatility, fell to the lowest level since May 2007.

The number of people still receiving benefits after an initial week hit the lowest level since June 2007 in the week ended July 12.

The so-called continuing claims data covered the week of the household survey from which the unemployment rate is calculated, and suggested the jobless rate could decline from near a six-year low of 6.1 percent.

TOP NEWS At least 15 die in Israeli shelling of Gaza school as toll exceeds 750

GAZA/JERUSALEM (Reuters) - Gazan authorities said Israeli forces shelled a shelter at a U.N.-run school on Thursday, killing at least 15 people as the Palestinian death toll in the conflict climbed over 750 and attempts at a truce remained elusive.

United Nations Secretary-General Ban Ki-moon expressed his horror at the attack on the school at Beit Hanoun in the northern Gaza strip. "Many have been killed – including women and children, as well as U.N. staff," he said in a statement. "Circumstances are still unclear. I strongly condemn this act."

The Israeli military said its troops were fighting gunmen from Hamas, which runs Gaza, in the area and that it was investigating the incident. A spokesman for the U.N. relief agency said it had tried in vain to arrange an evacuation of civilians from the school with the Israeli army, and noted reports of Hamas rockets falling in the area at the same time.

Pools of blood lay on the ground and on students' desks in the courtyard of the school near the apparent impact mark of the shell, according to a Reuters photographer at the scene.

Scores of crying families who had been living in the school ran with their children to a hospital where the victims were being treated a few hundred meters away. Laila Al-Shinbari, a woman who was at the school when it was shelled, told Reuters that families had gathered in the courtyard expecting to be evacuated shortly in a Red Cross convoy.

"All of us sat in one place when suddenly four shells landed on our heads ... Bodies were on the ground, (there was) blood and screams. My son is dead and all my relatives are wounded including my other kids," she wept.

Ashraf al-Qidra, spokesman for the Gaza Health Ministry, said that as well as the 15 dead, another 200 people had been wounded in the attack. The director of a local hospital said various medical centers around Beit Hanoun were receiving the wounded.

UNIMAGINABLE PRICE

More than 140,000 Palestinians have fled 17 days of fighting between Israel and Gaza militants, many of them seeking shelter in buildings run by the U.N. Relief and Works Agency (UNRWA). Israeli forces are trying to stop militants from Hamas and their allies from firing rockets into its territory.

"It's clear that civilians are paying an unimaginable price caught between both sides," said UNRWA spokesman Chris Gunness. "There are reports of Hamas rockets falling around Beit Hanoun at the same time. We were attempting to arrange a window for evacuation for the civilians with the Israeli army that never came. The consequences were deeply tragic."

Britain called on Gaza's rulers to accept a truce unconditionally. "Hamas must agree to a humanitarian ceasefire without pre-conditions," Foreign Secretary Philip Hammond told a news conference in Cairo as Egypt tries to mediate." Then... the Palestine Authority (and) Israel would come together for discussions to ensure a lasting and sustainable peace in Gaza so that we do not repeat this cycle of violence."

Hamas leader Khaled Meshaal said on Wednesday his fighters had made gains against Israel and voiced support for a humanitarian truce, but only if Israel eased restrictions on Gaza's 1.8 million people. Hamas wants next-door Egypt to open up its border with Gaza too.

The Palestinian death toll in Gaza reached 755 on Thursday, officials said. Israel has lost at least 32 soldiers in clashes inside Gaza and with Hamas raiders who have slipped across the fortified frontier in tunnels.

Palestinian rockets and mortar bombs have also killed three civilians in Israel. Such attacks surged last month as Israel cracked down on Hamas in the occupied West Bank, triggering the July 8 air and sea barrage on the Gaza Strip that escalated into an invasion a week ago.

TRUCE EFFORTS

With Washington's encouragement, and the involvement of Turkey and Hamas ally Qatar, Egypt has been trying to broker a limited humanitarian ceasefire for the battered enclave.

One Cairo official said on Wednesday it could take effect by the weekend, in time for the Eid al-Fitr festival next Monday or Tuesday, Islam's biggest annual celebration at the end of the fasting month of Ramadan.

But a U.S. official described any truce by the weekend as unlikely, as did an Israeli security cabinet minister who said the army would need one to two weeks to complete its main mission of razing tunnels used by Hamas for cross-border raids.

"If the talk is of a humanitarian hiatus for - this is not pleasant to say - removing bodies, all kinds of things that are connected to the civilian population in the short-term, this might be weighed," the minister, Gilad Erdan, told Israel Radio.

"But I will oppose any ceasefire until it is clear both that the tunnels will be destroyed and what will happen in the post-ceasefire period - how we will guarantee that quiet for the residents of Israel will really be preserved in the long-term."

Israel earlier won a partial reprieve from the economic damage of the war with the lifting of a U.S. ban on commercial flights to Tel Aviv.

Though Israel's Iron Dome rocket interceptor has shot down most of the rockets fired from Gaza, one that came close to Tel Aviv's Ben Gurion Airport on Tuesday prompted the U.S. Federal Aviation Administration (FAA) to bar American flights there.

An ensuing wave of cancellations by foreign airlines sharply reduced traffic at Israel's usually bustling international gateway at the height of the summer tourist season. It was hailed as a victory by Hamas and prompted Israeli Prime Minister Benjamin Netanyahu to appeal to the Obama administration to intervene.

The FAA canceled the ban late on Wednesday after reviewing the security situation. The European Air Safety Agency (EASA) said on Thursday it was about to follow suit and lift its own recommendation to avoid flying to Tel Aviv.

US Airways, a unit of American Airlines Group Inc, said it was resuming its non-stop Tel Aviv to Philadelphia service. Germany's Lufthansa said its suspension of flights to Tel Aviv would continue to Friday.

Gaza militants continued to fire rockets at Israel on Thursday, sending thousands in the country's south racing to shelters or safe rooms. There were no reported casualties.

U.N. COUNCIL INQUIRY

U.N. High Commissioner for Human Rights Navi Pillay said on Wednesday that there was "a strong possibility" that Israel was committing war crimes in Gaza, where medical officials say most of those killed were civilians.

Pillay also condemned indiscriminate Islamist rocket fire out of Gaza, and the U.N. Human Rights Council said it would launch an international inquiry into alleged violations.

A furious Netanyahu denounced the inquiry as a "travesty".

"The HRC should be launching an investigation into Hamas's decision to turn hospitals into military command centers, use schools as weapons depots and place missile batteries next to playgrounds, private homes and mosques," he said.

Ban, who has also been on a truce-seeking mission, lashed out earlier at Gaza militants, expressing "outrage and regret" that rockets had been found inside a U.N. school for refugees for the second time during the conflict.

He said storing rockets there "turned schools into potentially military targets, endangering the lives of innocent children", along with U.N. employees and the tens of thousands of sheltering Palestinians. He urged an investigation.

Gaza has been rocked by regular bouts of violence since Israel unilaterally pulled out of the territory in 2005.

TOP NEWS U.S. House panel votes to authorize lawsuit against Obama

WASHINGTON (Reuters) - Republicans in the U.S. House of Representatives on Thursday took another step toward authorizing a lawsuit against President Barack Obama, claiming he has overstepped his executive powers.

In a partisan vote of 7-4, the House Rules Committee approved the legislation, likely setting it up for consideration by the full House next week. The Republican initiative already has spawned a bitter debate with Democrats less than four months before elections that will determine the political control of Congress next year.

Any lawsuit likely would take years to wind through federal courts.

House Speaker John Boehner wrote in June that Obama's use of executive orders, including raising the minimum wage for federal contractors and stopping deportations of undocumented youths brought to the United States by their parents, risked giving him a "king-like authority."

But Boehner has tamped down calls from some fellow Republicans who have called for impeachment proceedings against Obama, which would be a first step toward removing him from office.

House Republicans in 1998 spearheaded a successful drive to impeach then-President Bill Clinton, also a Democrat. Clinton served out his second term, however, after the Senate acquitted Clinton of both articles of impeachment involving perjury and obstruction of justice related to a sexual affair he had with intern Monica Lewinsky.

The episode damaged Republicans politically.

The lawsuit, if approved by the full House, would focus on Obama's implementation of his landmark healthcare law, known as "Obamacare," which Republicans have been trying to repeal for years. Republicans claim Obama went beyond his legal authority and bypassed Congress when he delayed some healthcare coverage mandates and granted various waivers.

But Democrats have decried the suit as an election-year political stunt and a waste of time and money. "It's shameful. It's embarrassing and even the amount of time we're spending up here in this office talking about it adds to the fact that the American people are disgusted and have no faith in us to do anything," said Representative Louise Slaughter of New York, the senior Democrat on the Rules Committee.

In a tense hearing that deteriorated into name-calling and bickering over unrelated matters, from the administration's response to the attack on the U.S. embassy in Benghazi, Libya, to a highway funding bill, Democrats demanded to know how much the suit would cost taxpayers and which congressional accounts would see cuts to pay for it.

Committee Chairman Pete Sessions, a Republican from Texas, said funds would come from the House's Office of General Counsel. He said he anticipated the suit would not require any extra appropriations, but if needed, the Appropriations Committee could consider transferring money from other House accounts. Last week, constitutional law experts debated the lawsuit's legal legitimacy, with some calling it a "tailored and appropriate response" to Obama's actions, while others said the president has some leeway in implementing laws.

TOP NEWS: Russia says will cooperate with MH17 probe led by Netherlands

KUALA LUMPUR (Reuters) - Russia will cooperate with the investigation into the downing of a Malaysian airliner a week ago and is satisfied that the Netherlands, rather than Ukraine, is leading the effort, the country's ambassador to Malaysia said on Thursday.

Liudmila Vorobyeva also rejected suggestions that the pro-Russian separatists blamed by Western governments for shooting down Flight MH17 possessed a Russian-made anti-aircraft missile, and said the rebels lacked the training to use such a system.

Nearly 300 people, 193 of them Dutch citizens, were killed when the Malaysia Airlines plane en route from Amsterdam to Kuala Lumpur was brought down in eastern Ukraine, where separatists are battling government forces, on July 17.

The norm under rules set down by the United Nation's civil aviation body (ICAO) is that an air investigation is led by the state in whose territory the plane crash, but Russia had said that Ukraine should not take charge because the rebels who control the crash site did not trust the authorities in Kiev.

"We want an international investigation led by ICAO. Any country part of ICAO may take part. Netherlands has the right to lead this," the ambassador told Reuters in an interview in Kuala Lumpur. "We are members of ICAO, we will cooperate with the investigation."

Vorobyeva said Russian experts were already participating in the investigation, although she did not say what role they were playing.

"As soon as experts from ICAO and international experts have a part, we think it could lead to authentic results and the truth will come out," she said.

"REBELS ARE COOPERATING"

Russia has not been asked to act as an intermediary with the rebels, who the United States and Ukraine's pro-Western government says are armed by Moscow, Vorobyeva said.

"We haven't been asked to do that and for the time being there's no need for an intermediary, because, as we know, the rebels have cooperated with the experts," she said. "We have to see how the situation develops, its hard to have any forecast now."

Western governments have threatened Russia with broader sanctions for what they say is its backing of the militia and called on Moscow to do more to stop the fighting.

A powerful rebel leader told Reuters on Wednesday that separatists did possess the BUK missile system that Washington says was probably used to shoot down MH17, and that it could have originated in Russia.

"I don't know the reason why he gave such a statement," said Vorobyeva. "It was clearly stated by our ministry of defense that we never provided any BUK air defense systems to the so-called pro-Russian rebels. We are pretty sure they don't have this kind of system."

The first bodies of victims began arriving in the Netherlands on Wednesday, after several days of delay in recovering remains that drew angry complaints that the separatists were hindering access to the crash site.

The plane's black boxes, which hold vital clues to exactly what brought it down, were handed over to Malaysian authorities after four days, following an agreement with the rebels brokered by the Malaysian government.

"The rebels were accused of not handing over the black boxes. The reason was not because they wanted to hide anything, but they were not trusting of the Ukrainian side," said Vorobyeva. "On the contrary, they trusted Malaysians."

TOP NEWS French warplanes search Mali desert for crashed Air Algerie plane

ALGIERS (Reuters) - An Air Algerie flight with 110 passengers onboard, nearly half of them French citizens, crashed on Thursday after the jet disappeared over northern Mali en route from Burkina Faso to Algiers, an Algerian official said.

There were few clear indications of what might have happened to flight AH5017, or whether there were casualties, but Burkina Faso's transport minister said the crew asked to adjust their route at 9.38 p.m. EDT because of a storm in the area.

"I can confirm that it has crashed," the Algerian official told Reuters, declining to be identified or give any details about what had happened to the aircraft on its way north.

French Foreign Minister Laurent Fabius said the Air Algerie flight was still missing, but had probably crashed. "Despite intensive search efforts no trace of the aircraft has yet been found," Fabius told journalists in Paris. "The plane probably crashed."

French President Francois Hollande canceled a planned visit to overseas territories and said all military means on the ground would be used to locate the aircraft.

Two French Mirage warplanes have been scouring the vast desert area around the northern Malian city of Gao for the aircraft, which had 51 French nationals on board.

"The search will take as long as needed," Hollande told reporters. "Everything must be done to find this plane. We cannot identify the causes of what happened," he said.

Niger security sources said planes were flying over the border region with Mali to search for the flight.

Two Mali-based diplomats said in addition to the area around Gao, where the plane is believed to have last been in contact with authorities, searcher were also scouring the rugged region around Aguelhoc toward the Algerian borders.

An aid worker in Mali who asked not to be named said his organization had received several calls from residents based in the villages of Tessalit and Tinzawaten in the northeastern region of Kidal after hearing a loud explosion.

It was not immediately clear if this was linked to the crash.

But searching in northern Mali will be complex task.

The area where the flight is suspected to have crashed is a vast, sparsely inhabited region of scrubland and desert dunes stretching to the foothills of the Adrar des Ifoghas mountains.

It is a stronghold of Tuareg separatist rebels, who rose up against the government in early 2012, triggering an Islamist revolt that briefly seized control of northern Mali.

Security sources said the French military was leading the search in the difficult terrain. The Malian government, which is holding talks with the separatists in neighboring Algeria, has only a weak presence in the region and relies on French and U.N. peacekeepers for aircraft and logistical support.

Whatever the cause, another plane crash is likely to add to nerves over flying after a Malaysia Airlines plane was downed over Ukraine last week, a TransAsia Airways crashed off Taiwan during a thunderstorm on Wednesday and airlines temporarily canceled flights into Tel Aviv due to the conflict in Gaza.

FRENCH PASSENGERS

Algeria's state news agency APS said authorities lost contact with flight an hour after it took off from Burkina Faso, but other officials gave differing accounts of the times of contact, adding to confusion about the plane's fate.

Swiftair, the private Spanish company that owns the plane, confirmed it had lost contact with the MD-83 operated by Air Algerie, which it said was carrying 110 passengers and six crew.

It said it took off from Burkina Faso at 9.17 p.m. EDT and was due to land at 1.10 a.m. EDT but never reached its destination.

An Algerian aviation official said the last contact Algerian authorities had with the missing Air Algerie aircraft was at 9.55 p.m. EDT when it was flying over Gao, Mali.

Burkina Faso officials said the flight asked the control center in Niamey, Niger, to change route at 9.38 p.m. EDT because of a storm in the Sahara.

An Air Algerie representative in Burkina Faso, Kara Terki, told a news conference that all the passengers on the plane were in transit, either for Europe, the Middle East or Canada.

Burkina Faso authorities said the passenger list comprised 27 Burkinabe, 51 French, eight Lebanese, six Algerians, two from Luxembourg, five Canadians, four Germans, one Cameroonian, one Belgian, one Egyptian, one Ukranian, one Swiss, one Nigerian and one Malian.

The Lebanese Foreign Ministry said its embassy in Abidjan estimated the number of Lebanese citizens on the flight was at least 20. Some of these may have dual nationality.

A spokeswoman for SEPLA, Spain's pilots union, said the six crew were from Spain. She could not give any further details.

The MD-83 is part of the McDonnell Douglas MD-80 family of twin-engined jets that entered service in 1980. A total of 265 of the MD-83 model were delivered before McDonnell Douglas, by then part of Boeing (BA.N), halted production in 1999.

"Boeing is aware of the report. We are awaiting additional information," a spokesman for the U.S. planemaker said.

According to the Ascend Fleets database held by British-based Flightglobal, there are 187 MD-83s still in operation, of which 80 percent are being flown in the United States.

The aircraft's two engines are made by Pratt & Whitney, a unit of United Technologies (UTX.N).

Swiftair has a relatively clean safety record, with five accidents since 1977, two of which caused a total of eight deaths, according to the Washington-based Flight Safety Foundation.

Air Algerie's last major accident was in 2003 when one of its planes crashed shortly after take-off from the southern city of Tamanrasset, killing 102 people. In February this year, 77 people died when an Algerian military transport plane crashed into a mountain in eastern Algeria.

TOP NEWS U.S. lifts ban on flights to Israel as Gaza toll tops 700

GAZA/JERUSALEM (Reuters) - Israel won a partial reprieve from the economic pain of its Gaza war on Thursday with the lifting of a U.S. ban on commercial flights to Tel Aviv, as fighting pushed the Palestinian death toll over 700.

A truce between the Jewish state and Hamas-led Islamist guerrillas remained elusive despite intensive mediation bids.

Palestinians said residents of two southern villages were trapped by days of tank shelling, with medics unable to evacuate wounded. U.N. agencies said more than 140,000 people had been displaced. Hamas fired rockets at Tel Aviv and said its gunmen carried out a lethal ambush on Israeli soldiers in north Gaza.

The death toll in Gaza reached 729 on Thursday as Israeli tank fire and pre-dawn assaults killed 35 people in the Hamas-dominated coastal enclave, including an 18-month-old baby and six members of the same family, Palestinian officials said.

In southern Khuzaa and Abassan villages, they said, Israeli shelling left dead and wounded under rubble, while medical crews could not risk approaching. Elsewhere in Gaza, a U.N. aid agency said three of its teachers were killed in Israeli air strikes.

Israel has lost at least 32 soldiers in clashes inside Gaza and with Hamas raiders who have slipped across the fortified frontier in tunnels. The military confirmed there had been a new clash on Thursday but did not immediately publish casualties.

FLIGHTS RESUMING

Palestinian rockets and mortar bombs have killed three civilians in Israel. Such shelling surged last month as Israel cracked down on Hamas in the occupied West Bank, triggering the July 8 air and sea barrage on the Gaza Strip that escalated into an invasion a week ago.

Though Israel's Iron Dome rocket interceptor has shot down most of the rockets fired from Gaza, one that came close to Tel Aviv's Ben Gurion Airport on Tuesday prompted the U.S. Federal Aviation Administration (FAA) to bar American flights there.

An ensuing wave of cancellations by foreign airlines emptied Israel's usually bustling international gateway and hurt its hi-tech economy at the height of summer tourist season. It was hailed as a victory by Hamas and prompted Israeli Prime Minister Benjamin Netanyahu to appeal to the Obama administration to intervene.

The FAA cancelled the ban late on Wednesday after reviewing the security situation.

"The Europeans did not really deliberate over this, but acted more as a follow-up to the American decision," said Gadi Regev, chief of staff for Israel's Civil Aviation Authority.

Some European flights have been diverted to Cyprus's Larnaca airport, where passengers took Israeli carriers to Ben Gurion.

In what appeared to be an attempt to trigger a fresh FAA ban, Hamas said it launched at least two rockets at Ben Gurion on Thursday. But no sirens were heard at the airport as the rockets flew wide and were shot down by Iron Dome over Tel Aviv, to the west, and Petah Tikva, to the north.

Hamas leader Khaled Meshaal said his fighters had made gains against Israel and voiced support for a humanitarian truce, but only if Israel eased restrictions on Gaza's 1.8 million people. Hamas wants next-door Egypt to open up its border with Gaza too.

"Let's agree first on the demands and on implementing them, and then we can agree on the zero hour for a ceasefire," Meshaal said on Wednesday in Qatar. "We will not accept any proposal that does not lift the blockade ... We do not desire war and we do not want it to continue, but we will not be broken by it."

U.N. "TRAVESTY"

U.N. High Commissioner for Human Rights Navi Pillay said there was "a strong possibility" that Israel was committing war crimes in Gaza, where medical officials say most of those killed were civilians.

Pillay also condemned indiscriminate Islamist rocket fire out of Gaza, and the U.N. Human Rights Council said it would launch an international inquiry into alleged violations.

A furious Netanyahu denounced the inquiry as a "travesty".

"The HRC should be launching an investigation into Hamas's decision to turn hospitals into military command centres, use schools as weapons depots and place missile batteries next to playgrounds, private homes and mosques," he said.

U.N. Secretary-General Ban Ki-moon, who has also been on a truce-seeking mission, lashed out at Gaza militants, expressing "outrage and regret" that rockets had been found inside a U.N. school for refugees for the second time during the conflict.

Ban said storing rockets there "turned schools into potentially military targets, endangering the lives of innocent children", along with U.N. employees and the tens of thousands of sheltering Palestinians. He urged an investigation.

U.S. Secretary of State John Kerry returned to Egypt on Wednesday after seeing Palestinian President Mahmoud Abbas in the occupied West Bank and Ban and Netanyahu in Jerusalem.

"We have certainly made some steps forward. There is still work to be done," said Kerry, on one of his busiest regional visits since Netanyahu called off U.S.-sponsored peace talks over Abbas's power-share deal with Hamas in April.

Gaza has been rocked by regular bouts of violence since Israel unilaterally pulled out of the territory in 2005.

Hamas, which rejects Israel's right to exist and is shunned in the West, balked at Egypt's proposal for an unconditional truce, saying its terms had to be met in full for any end to the conflict. Israel briefly held fire last week at Cairo's behest. The war is exacting a heavy toll on impoverished Gaza. Officials say at least 475 houses have been destroyed by Israeli fire and 2,644 damaged. Some 46 schools, 56 mosques and seven hospitals have also suffered varying degrees of damage.

Israel says one of its soldiers is missing in Gaza, and the military believes he might be dead. Hamas says it has captured him but has not released a picture of him in their hands.
