TOP NEWS: Experts recover human remains at Ukraine crash site despite new fighting

KIEV (Reuters) - International experts found the remains of more victims of the downed Malaysian airliner in east Ukraine on Friday but fighting nearby between government forces and pro-Russian rebels renewed security concerns around the wreckage.

The expert group, which Ukrainian authorities said numbered 101 people, was the largest to access the wreckage since Flight MH17 crashed in rebel-held territory on July 17. All 298 people aboard were killed.

Roads had for days been too dangerous to use because of heavy fighting, frustrating efforts to recover all the victims' remains and push ahead with an investigation.

"The team has finished its work for today. They found and recovered human remains. They will... be brought back to the Netherlands for identification," Dutch Prime Minister Mark Rutte said in the Netherlands. "The security situation at the site is unstable and unpredictable."

In the latest clashes, separatist forces killed at least 10 Ukrainian paratroopers in an ambush after midnight near Shakhtarsk, one of the closest towns to the wreckage site, the Ukrainian military said.

The rebels said they had pushed back government forces around Shakhtarsk, where fighting has raged for several days. A Ukrainian military official said a further 13 troops were wounded and 11 unaccounted for.

The recovery mission included experts from Australia and the Netherlands, whose countries suffered a big loss of life in the shoot-down, as well as representatives of the Organization for Security and Cooperation in Europe (OSCE).

"Any body part found gives more relief to the relatives of those who died in that accident and will help also to further identify bodies should it be the only part that is left of a person who died in that accident," Alexander Hug, deputy head of the OSCE mission in Ukraine, told a briefing in Donetsk. .

An advance team drove to the site from the nearest big city, Donetsk, on Thursday but stayed only for about an hour and said sides resumed fighting immediately after they left.

Agreement was later reached to extend the limited ceasefire around the route, making it a safe corridor, at talks in Belarus involving Russia, Ukraine, the rebels and the OSCE.

In a phone call with German Chancellor Angela Merkel on Friday, Ukrainian President Petro Poroshenko promised to stick to the ceasefire, a statement on the president's website said.

MUTUAL RECRIMINATIONS

Kiev has accused the rebels of planting mines in the region near the crash site, suggesting they want to hamper the investigation and hide evidence, but an OSCE official said no evidence had been found to back up the allegations.

Ukrainian officials said this week about 80 bodies had not been recovered from the wreckage of the Boeing 777. The victims included 196 Dutch and 27 Australians, as well as 43 Malaysians.

Rutte said a total of 400 international experts, including police, forensic experts, military police and investigators were now in eastern Ukraine to help with recovery and investigation.

The United States says the separatists probably shot down the plane by mistake with a Russian-made missile. The rebels and Moscow deny the accusation and blame the downing on Kiev's military campaign to quell the uprising.

Kiev accuses Moscow of supplying arms and fighters to the separatist rebellion, an allegation also made in the West, which has stepped up sanctions against Russia over the crisis.

Russia denies it is involved. The Defence Ministry said on its website that satellite imagery Kiev had released in public to back the accusations was "hastily doctored evidence".

The Ukrainian government also made new allegations on Friday that Russian planes had flown over east Ukraine although Moscow has denied such accusations in the past few weeks.

In other violence, city authorities said five civilians had been killed and nine wounded in the past 24 hours in Luhansk, which, with, Donetsk, is the last big rebel stronghold.

Government forces have intensified their offensive in mainly Russian-speaking east Ukraine since the airliner came down.

The separatists have been pushed out of other towns they held in the rebellion, mounted against rule by Kiev's pro-Western leaders and inspired by Russia's annexation of Crimea after a pro-Moscow president was ousted in Kiev in February.

Luhansk, the smaller of the two main rebel strongholds, is now almost completely surrounded by government troops. It has been cut off from food supplies and left with almost no electricity or running water, authorities say.

More than 1,100 people were killed and nearly 3,500 wounded between mid-April and July 26, the United Nations said.

TOP NEWS: U.S. job growth cools, unemployment rate rises

WASHINGTON (Reuters) - U.S. job growth slowed a bit in July and the unemployment rate unexpectedly rose, pointing to slack in the labor market that could give the Federal Reserve room to keep interest rates low for a while.

Nonfarm payrolls increased 209,000 last month after surging by 298,000 in June, the Labor Department said on Friday. Economists had expected a 233,000 job gain.

Although job growth was below expectations, July marked the sixth straight month employment expanded by more than 200,000, a signal of strength last seen in 1997. In addition, data for May and June was revised to show 15,000 more jobs created than previously reported.

The one tenth of a percentage point increase in the unemployment rate to 6.2 percent came as more people entered the labor market, an indication of confidence in job prospects.

"It's a goldilocks report for an economy that is steadily expanding but not lifting off. It will reinforce for now the Federal Reserve's commitment to a gradualist policy approach," said Mohamed El-Erian, chief economic advisor at Allianz in Newport Beach, California.

U.S. Treasury debt prices rose as traders trimmed bets the Fed would push rates up in the first half of next year, with the liftoff date predicted by futures contracts moving to July from June. A Reuters poll of top bond firms similarly found economists predicting a move in the second half of 2015. [FED/R]

U.S. stocks briefly gained as the prospect of continued low rates soothed investors after a sharp sell-off on Thursday, but ended down on persisting worries over Argentina's debt default. The dollar fell against a basket of currencies.

The report showed average hourly earnings, which are being monitored as an early warning sign of inflation pressures, rose only one cent. That left the annual growth rate at 2.0 percent, well below levels that would make the Fed nervous. Some other measures that have shown wages rising more briskly have some economists worried the central bank could fall behind the curve.

Fed policymakers on Wednesday cautioned that "significant" labor market slack remained, signaling patience on the rate front. The central bank has kept benchmark rates near zero since December 2008.

LITTLE INFLATION

A separate report from the Commerce Department showed inflation easing in June. A price index for consumer spending, excluding food and energy, edged up 0.1 percent after gaining 0.2 percent in May.

In the 12 months through June, the index was up just 1.5 percent, still below the Fed's 2 percent target.

The same report showed income grew 0.4 percent.

"We are looking for stronger earnings gains as slack in the labor market dissipates," said Scott Anderson, chief economist at Bank of the West in San Francisco.

The cooling in hiring did little to change expectations for strong economic growth in the third quarter. The Institute for Supply Management reported that factory activity rose to its highest level in more than three years in July, buttressing those expectations.

The rise was driven by a surge in orders and hiring.

Separately, automakers reported that July sales increased 9.1 percent from a year ago to a seasonally adjusted annualized rate of 16.48 million units. The pace, however, was down a bit from June's 16.80 million units.

The economy grew at a 4.0 percent annual pace in the second quarter after shrinking at a 2.1 percent rate in the first three months of year. While restocking by businesses lifted the figure, growth is seen remaining sturdy for the rest of 2014.

A fifth report showed consumer sentiment little changed in July as households kept an eye on the steadily improving labor market. The unemployment rate has declined from a peak of 10 percent in October 2009. While Americans leaving the workforce has been a factor, job gains have also contributed to the drop.

"The job market has moved from a 'fake recovery,' with unemployment falling due to people abandoning the labor force, to a real recovery of steady 200,000-plus payroll gains," said Ethan Harris, global economist at Bank of America Merrill Lynch in New York.

The labor force participation rate, or the share of working-age Americans who are employed or at least looking for a job, increased to 62.9 percent in July after holding at 62.8 percent for three consecutive months.

But other measures closely watched by Fed Chair Janet Yellen took a step back.

A broad measure of joblessness that includes people who want to work but have given up searching and those working part-time because they cannot find full-time employment edged up to 12.2 percent. It had touched its lowest level in more than 6-1/2 years in June.

At the same time, the ranks of the long-term unemployed swelled and the length of time Americans are spending unemployed rose after reaching its lowest point in more than five years in June.

July's job gains were broad-based. Services industries accounted for the bulk of the increase, adding 140,000 positions. That compared to a 232,000 job rise in June.

Manufacturing payrolls increased for the 12th month in a row, adding 28,000 jobs. Construction employment advanced for the seventh consecutive month, with July payrolls rising 22,000. Government employment increased by 11,000 jobs.

The length of the average workweek held steady at 34.5 hours.

GAZA/JERUSALEM (Reuters) - Israel declared a Gaza ceasefire over on Friday, saying Hamas militants breached the truce soon after it took effect and apparently captured an Israeli officer while killing two other soldiers.

Renewed Israeli shelling killed more than 70 Palestinians and wounded some 220, hospital officials said. Prime Minister Benjamin Netanyahu called his security cabinet into special session and publicly warned Hamas and other militant groups they would "bear the consequences of their actions".

The 72-hour break announced by U.S. Secretary of State John Kerry and U.N. Secretary-General Ban Ki-moon was the most ambitious attempt so far to end more than three weeks of fighting, driven by mounting international alarm over a rising Palestinian civilian death toll.

U.S. President Barack Obama called for the Israeli soldier's unconditional release and said that after the day's events it would be tough to reinstate a truce.

"I think it's going to be very hard to put a ceasefire back together again if Israelis and the international community can't feel confident that Hamas can follow through on a ceasefire commitment," he told a news conference.

Obama said he has been in constant contact with Netanyahu about the situation, and added that more needs to be done to protect Palestinian civilians.

Kerry said he had asked Qatar, which is close to Hamas, and Turkey to help free the soldier. Hamas, the Islamist group dominant in Gaza, has neither confirmed nor denied holding him. "We have urged them, implored them, to use their influence to do whatever they can to get that soldier returned," a senior State Department official told reporters traveling with Kerry. "Absent that, the risk of this continuing to escalate, leading to further loss of life, is very high."

Turkey's foreign minister said his country would do its best to help, but that reinstating the truce should be the priority.

Ban also condemned Hamas's reported violation of the ceasefire and demanded the release of the soldier.

The ceasefire, which began at 8 a.m. (1.00 a.m. EDT), had prompted Palestinian families to trek back to battle-devastated neighborhoods where rows of homes have been reduced to rubble.

It was to be followed by Israeli-Palestinian negotiations in Cairo on a longer-term solution.

A senior Egyptian Foreign Ministry official said the talks would still begin on Sunday, and that Cairo "expects the two sides to cease fire before the launch of negotiations".

SEARCHING FOR TUNNELS

The Israeli military said that 90 minutes into the truce, militants attacked soldiers searching for tunnels in the southern Gaza Strip used to infiltrate fighters into Israel.

"Out of a tunnel access point or several, terrorists came out of the ground. At least one was a suicide terrorist who detonated himself. There was an exchange of fire," said Lieutenant-Colonel Peter Lerner, a military spokesman. Two of the soldiers were killed.

"The initial indication suggests that a soldier has been abducted by terrorists during the incident," he told reporters. Mark Regev, a Netanyahu spokesman, said Hamas was responsible for the attack.

Asked if the ceasefire was over, Lerner replied: "Yes. We are continuing our activities on the ground." He said Israeli forces were mounting an "extensive effort" to locate the officer, Second-Lieutenant Hadar Goldin, 23.

Kerry said the international community "must now redouble its efforts to end the tunnel and rocket attacks by Hamas terrorists on Israel and the suffering and loss of civilian life".

The Gaza Health Ministry said more than 70 people were killed by Israeli shelling after the incident near the southern town of Rafah.

There was no immediate word from militant groups on whether any were holding the officer. Sami Abu Zuhri, a spokesman for the dominant Hamas movement in Gaza, said Israel was trying to mislead the world and "cover up its Rafah massacre".

Netanyahu spoke by telephone with Kerry and told him "the Palestinians had blatantly breached the humanitarian ceasefire" and attacked Israeli soldiers.

"Israel will take all necessary steps against those who call for its annihilation and terrorize its citizens," a statement from Netanyahu's office quoted him as saying.

INTERNATIONAL PRESSURE

Israel launched its offensive in Gaza on July 8, unleashing air and naval bombardments in response to a surge of cross-border rocket attacks. Tanks and infantry pushed into the territory of 1.8 million people on July 17. Gaza officials say at least 1,555 Palestinians, mostly civilians, have been killed and 7,000 wounded. Sixty-three Israeli soldiers have been killed and more than 400 hurt. Three civilians have been killed by Palestinian rockets in Israel.

The Palestinian death toll is now higher than during the last major outbreak of hostilities in 2008-2009, when more than 1,400 died.

Eight rockets and mortar bombs were fired from Gaza at Israel after the ceasefire began on Friday, the military said, adding that one was intercepted by the Iron Dome system and seven hit open areas.

The truce had left Israeli ground forces in place in the Hamas-dominated Gaza Strip and a military spokeswoman had said operations would continue to destroy a warren of tunnels through which the Islamist group has menaced Israel's southern towns and army bases.

Israeli officials have long voiced concern that militants would try to capture a soldier or an Israeli civilian. In 2011, Israel released more than 1,000 Palestinian prisoners in exchange for Gilad Shalit, a soldier snatched by Hamas five years earlier.

Amid strong public support in Israel for the Gaza campaign, Netanyahu had faced intense pressure from abroad to stand his forces down. International calls for an end to the bloodshed intensified after shelling on Wednesday that killed 15 people sheltering in a U.N.-run school in Gaza's Jabalya refugee camp.

CAIRO NEGOTIATIONS

Hamas, isolated in an Arab world concerned about the rise Islamist militancy, is seeking an end to Israel's blockade of Gaza. It also wants a hostile Egypt to ease restrictions at its Rafah crossing with the territory imposed after the military toppled Islamist president Mohamed Mursi last July.

Israel has balked at freeing up Gaza's borders under any de-escalation deal unless Hamas's disarmament is also guaranteed.

Saudi Arabia's King Abdullah, in a speech read out on his behalf on state television on Friday, accused Israel of committing "war crimes against humanity" in Gaza.

A senior State Department official traveling with Kerry in India had said U.S. Deputy Secretary of State Bill Burns would arrive in Cairo on Saturday and that Frank Lowenstein, the acting U.S envoy for Middle East peace, and another U.S. official, Jonathan Schwartz, would be there on Friday.

The Palestinian delegation would be comprised of Hamas, Western-backed Fatah, the Islamic Jihad militant group and a number of smaller factions, Palestinian officials said.

But U.S. officials said Israel and the United States would not sit across the table from Hamas, which the two countries, along with the European Union, consider a terrorist group.

FLASHBACK NEWS: GOOGLE SUED FOR ALLEGEDLY CREATING A SEARCH MONOPOLY ON SMARTPHONES

A new class action lawsuit claims that Google is making secret deals with mobile device companies to maintain and widen an illegal search monopoly. The nationwide antitrust suit, which was filed in a U.S. District Court in California, claims that Google required companies like Samsung and HTC to preload its applications into Android phones through secret pacts called Mobile Application Distribution Agreements (MADA). 

The MADA were said to be hidden and marked for reading only for lawyers. The lawsuit claims that the agreements have hampered competition and pushed up the price for Android phones.

"It's clear that Google has not achieved this monopoly through offering a better search engine, but through its strategic, anti-competitive placement, and it doesn't take a forensic economist to see that this is evidence of market manipulation," said Steve Berman of consumer rights law firm Hagens Berman. "Simply put, there is no lawful, pro-competitive reason for Google to condition licenses to pre-load popular Google apps like this."

The agreements were said to have enabled Google to corner 87 percent of the mobile search market. The suit claims that the MADAs violated federal and state antitrust laws such as the Sherman Act, the Clayton Antitrust Act, the California Cartwright Act and the California Unfair Competition Law. 

"This comes down to a combination of Google's power in the U.S. general mobile search market and their power in the realm of tablet and smartphone manufacturers … As a result of the pricing conspiracy, everyone loses. Google and its competitors face an uncompetitive, stagnant market, and consumers are forced into one option," Berman said.

The plaintiffs for the lawsuit are Gary Feitelson of Louisvill Kentucky and Daniel McKee of Des Moines, Iowa. Feitelon owns an HTC Evo 3D and while McKee purchased a Samsung Galaxy S3. Both complained that their phones should have cost less and had better search capabilities. 

This is not the first time that antitrust allegations have been lodged against Google. Last year, the company agreed to make changes to its search business to avoid a federal antitrust lawsuit. As part of the deal, Google agreed to a consent order that prohibits it from seeking injunctions against its rivals.

The Nokia Lumia 520 is one of the most affordable Windows Phones available, but it may be a bargain now that we've learned it stopped a bullet from possibly killing a Brazilian military officer.



According to a Globo report, the officer was on his way to his mother's house so his uniform could be washed. When he got there, he found his parents held hostage. Two robbers were looting the house, and when they saw his uniform, they opened fire upon the officer.



Thankfully, the officer walked away from that situation unharmed. One bullet missed the officer, while the other hit his Lumia 520, which was sitting in his back pocket. As you can imagine, the Lumia 520 was completely destroyed, but it managed to stop the bullet from going any further.



Unfortunately, the robbers made off with cell phones, watches, jewelry, and money. While the São Paulo State Military Police pursued the suspects, they could not find them. Given the rather lengthy response times of Brazilian authorities, and the fact that they are not well-liked by segments of the Brazilian population, the officer's Lumia 520 may have saved his life, or at least, saved him from having an ugly mark near his buttock. Now, it's just a story he can tell at the bar.

TOP NEWS African leaders agree steps to fight runaway Ebola outbreak

CONAKRY (Reuters) - West African leaders agreed on Friday to take stronger measures to try to bring the worst outbreak of Ebola under control and prevent it spreading outside the region, including steps to isolate rural communities ravaged by the disease.

The World Health Organization and medical charity Medicins Sans Frontieres said on Friday the outbreak, which has killed 729 people in four West African countries, was out of control and more resources were urgently needed to deal with it.

WHO chief Margaret Chan told a meeting of the presidents of Guinea, Liberia and Sierra Leone - the countries worst affected - that the epidemic was outpacing efforts to contain it and warned of catastrophic consequences in lost lives and economic disruption if the situation were allowed to deteriorate.

"The presidents recognize the serious nature of the Ebola outbreak in their countries," Chan said after the meeting. "They are determined to take extraordinary measures to stop Ebola in their countries."

In a communique after their talks, the leaders agreed to deploy security forces to isolate the frontier regions where 70 percent of the 1,323 cases have been detected.

They banned the transportation of anyone showings signs of disease across borders, and pledged to introduce strict controls at international airports to prevent the virus spreading outside the region.

There was international alarm last week when a U.S. citizen died of Ebola in Nigeria - Africa's most populous country - after flying there from Liberia. Two people quarantined in Lagos after coming into contact with him were released on Friday after they tested negative for the disease.

The three leaders also agreed to step up efforts to protect local healthcare workers and encourage them to return to work.

With healthcare systems struggling to cope with the highly infectious disease, which requires rigorous precautions to stop it spreading, more than 60 medical workers have lost their lives, hampering efforts to tackle the outbreak.

Liberia has already put in place tough measures including closing all schools and some government departments. Sierra Leone on Wednesday declared a state of emergency and called in troops to isolate Ebola victims.

However, Friday's agreement marked a reversal by Guinea, which had previously resisted taking tough steps, saying the disease was under control there.

"Somewhat drastic measures will be taken," Guinea's Cooperation Minister Moustapha Koutoub Sano said. "These (border) prefectures and communities will be isolated."

EMERGENCY COMMITTEE

The outbreak has prompted some international organizations to withdraw. The U.S. Peace Corps has said it was withdrawing 340 volunteers from Liberia, Sierra Leone and Guinea.

U.S. aid group Samaritans Purse said on Friday it would complete the evacuation of its 60 international staff from Liberia over the weekend. It said two American staff who contracted the disease in Liberia were in a serious condition and would be medically evacuated by early next week.

Charity WaterAid said on Friday it was suspending its operations in Liberia as well.

The WHO is launching a $100 million response plan and the United States is providing material and technical support to the three countries. Further assistance will be discussed at a U.S.-Africa summit in Washington next week.

Guinea President Alpha Conde told Reuters he would represent Africa in those Ebola talks. Sierra Leonean President Ernest Bai Koroma and Liberia's Ellen Johnson-Sirleaf announced this week they would remain at home to tackle the crisis.

Chan appealed on Friday to the wider world to provide more medical experts and funding. She pledged to take personal responsibility for coordinating international response efforts and mobilizing the vast support needed to fight the virus, which can kill up to 90 percent of those infected.

The fatality rate in this epidemic is about 60 percent.

    The WHO has convened an emergency committee on Aug. 6-7 to decide if the outbreak constitutes a public health emergency of international concern and to recommend measures to tackle it.

"The demands created by Ebola in West Africa outstrip your capacities to respond," Chan told the presidents.

Chan said cultural practices such as traditional burials and deep-seated beliefs were a significant cause of the spread and needed to change. In the final stages, its symptoms include external and internal bleeding, vomiting and diarrhea - at which point Ebola becomes highly contagious.

On Friday, the government of southeastern Nigeria's Anambra state quarantined a mortuary containing the body of a Nigerian man who died in Liberia while tests were conducted to determine the caused of death.

TOP NEWS Obama says that after 9/11, 'we tortured some folks'

WASHINGTON (Reuters) - President Barack Obama said on Friday the CIA "tortured some folks" after the Sept. 11, 2001, attacks, and that the White House had handed over to Congress a report about an investigation into "enhanced interrogation techniques."



"We did a whole lot of things that were right, but we tortured some folks. We did some things that were contrary to our values," Obama told a White House news conference.



Obama's comment was a reaffirmation of his decision to ban the use of interrogation techniques such as waterboarding shortly after he took office in January 2009.



The administration of President George W. Bush, Obama's predecessor, authorized the use of harsh questioning techniques of militant detainees in the wake of the 9/11 attacks after deciding they did not amount to torture. Obama told reporters the techniques were used because the United States was afraid more attacks were imminent.



"It's important for us not to feel too sanctimonious in retrospect about the tough job that those folks had," he said. "A lot of those folks were working hard under enormous pressure and are real patriots."



Obama also said he had full confidence in CIA Director John Brennan despite a revelation the agency spied on a U.S. Senate committee investigating its interrogation techniques.

TOP NEWS: Obama calls House immigration bill extreme, vows action

WASHINGTON (Reuters) - President Barack Obama said on Friday immigration legislation on track to pass in the House of Representatives is unworkable and will force him to act on his own to address pressures from a surge of illegal immigrants on the southwestern border.



"House Republicans, as we speak, are trying to pass the most extreme and unworkable versions of a bill that they already know is going nowhere," he told reporters at a news conference.



"Without additional resources and help, we're just not going to have the resources we need to fully solve the problem," Obama said. "That means that while they're out on vacation, I'm going to have to make some tough choices to meet the challenge, with or without Congress."



Republicans on Friday were set to vote on border security measures that would make it easier to deport Central American child migrants, satisfying demands from conservative Republicans. The legislation has nearly no chance of becoming law because the Senate is not expected to take it up and the president has said he would veto it.



Republicans have angrily denounced Obama's practice of acting unilaterally when his agenda is blocked by Congress. House Speaker John Boehner on Thursday said that any action Obama takes on his own to address immigration would only make matters worse and add to "a legacy of lawlessness."



But the president said on Friday that without help from Congress, he will need to move funds from other government agencies to pay for stepped up efforts to deal with the crisis.



"I'm going to have to act alone," he said. "We are going to have to reallocate resources in order to just make sure that some of the basic functions that have to take place down there, whether it's making sure that these children are properly housed or making sure that we've got enough immigration judges to process their cases, that those things get done."

TOP NEWS: Protesters in Libya's Benghazi march against militias

BENGHAZI Libya (Reuters) - Two thousand people took to the streets of Benghazi on Friday to protest against Islamist militants and former rebel militias who have been fighting armed forces and taken over an important military base in the eastern Libyan city.

The heavy clashes in Benghazi and the capital Tripoli over the past two weeks have been the worst since the 2011 fall of Muammar Gaddafi, killing more than 200 people and forcing most Western governments to pull their diplomats out of the North African state.

Fierce fighting among rival factions in the country's two major cities also underscores Libya's fragile control over the heavily armed brigades of former anti-Gaddafi rebel fighters and militias who refuse to disband.

The Benghazi Revolutionaries Shura Council, an alliance formed by former rebels and Islamist militants from Ansar al-Sharia, which Washington classifies as a terrorist organization, have forced the army to pull out of Benghazi.

Chanting slogans praising Libya's army and condemning extremism, protesters marched in Benghazi, the city where in 2012 the U.S. ambassador and three other Americans were killed in an attack on the U.S. mission blamed on Islamist fighters.

"We are here to say Benghazi will not become another Mosul," said Seraj Byouk, a doctor, referring to the Iraqi city which has fallen under the control of an al Qaeda splinter group.

The battle in Benghazi has pitted Islamist militants and militias against special forces who have joined ranks with a renegade former army officer, Khalifa Haftar, who had vowed to oust militants from the city.

While Haftar initially gained support from some Libyans weary of militant attacks and assassinations, he has failed to make significant gains. Critics dismiss him as a power-hungry, former Gaddafi ally.

There were no sign of the Libyan army, Haftar's forces or Shura Council forces in the city on Friday, and only civilians were controlling checkpoints and organizing traffic, a Reuters reporter said.

The city's main police station was destroyed by bombs placed inside the building on Friday morning. The special forces base was empty three days after it was overrun, and other parts of the city were quiet.

Mediators including tribal leaders and elders have been trying to negotiate separate ceasefire agreements to stop the militia clashes that have turned the two biggest Libyan cities to battlefields.

Libya's new elected parliament is set to hold its first session, in the town of Tobruk on Saturday. Libya's acting prime minister, Abdullah al-Thinni, other ministers and around 100 members of parliament arrived in the eastern town on Friday.

Western governments, who have struggled to bring Libya's warring factions together, hope the parliament, known as the House of Representatives, will allow space for some form of political agreement to emerge.

But armed factions have repeatedly invaded ministries, and the last parliament, to make political demands on lawmakers, whom many Libyans blame for the lack of progress in the transition from Gaddafi's one-man rule.

MORE DIPLOMATS OUT, NO CEASEFIRE

Greece on Friday became the latest European government to take its diplomats out of Libya after fierce street battles closed the capital's international airport last month and increased worries of Libya sliding into greater chaos.

Greece evacuated its embassy staff and more than 100 other European and Chinese nationals from Libya early on Friday with a navy frigate sailing back to the Greek port of Piraeus, its Defence Ministry said.

That evacuation followed the United Nations, United States and most European nations pulling out their embassy staff and nationals from Libya, where the fragile government and fledging army are no match for militia brigades.

In Tripoli, fighting has been mainly between two rival brigades of former rebels tied to the towns of Misrata and Zintan, who have fired Grad rockets and artillery shells across southern Tripoli for two weeks in a battle to control the airport.

"The military operations aim to put an end to armed outlaw groups and bring back the state's control of all the Libyan institutions," Mohamed Ghariani, a spokesman for the Misrata forces trying to take back the airport from the Zintan brigades, told reporters.

Both Zintan and Misrata brigades claim legitimacy as state forces. They have stockpiles of Gaddafi-era weapons, and have allied themselves with competing political factions in Libya.
