UK WILL NOT REDUCE AID TO NIGERIA -- DFID

Britain will increase its aid to Nigeria this year from 200 million pounds to 270 million in spite of its disagreement with the introduction of an anti-gay law in the country.

A spokesman for the Department of International Development (DFID) said, the Daily Mail reported on Tuesday.

The spokesman said that the agency would not cut aid

to Nigeria as none was channelled through the government.

According to the spokesman, all British aid money is spent via agencies, such as UNICEF and private contractors providing education, clean water and anti-malaria projects, among others.

The Same Sex Marriage Prohibition Act signed by President Goodluck Jonathan on Jan.7, prescribes up to 14 years in jail for persons who engage in gay marriage and up to 10 years for membership or encouragement of gay clubs and groups.

The law also prescribes 10 years sentence for gay couples, who display affection in public and penalties for those who try to help homosexuals avoid detection.

The approval of the law has continued to attract condemnation Europe, the U.S. and international bodies but many Nigerians, Africans and blacks from the Caribbean are in support of it.

Nigeria is the 38th African nation to put in place such laws.

PRESIDENT JONATHAN JOINS OTHER WORLD LEADERS FOR ECONOMIC SUMMIT

Nigerian President Goodluck Jonathan on Wednesday joined over 2,500 government  and political leaders, economists and scientists at the four-day  economic forum in Davos, Switzerland.

The meeting would discuss amongst others, how to strengthen global economic recovery, tackle lingering problems of growing inequalities, youth unemployment and ageing societies.

The Dutch Press Agency reports that in spite of its name, the questions about the strength of the global economic recovery were high on the agenda.

It said the Syrian peace talks, which began on Wednesday in Montreux and the Iranian nuclear issue, would also take centre stage at the forum.

It said hours before the meeting started, Pope Francis called on participants to reduce poverty and consider the needs of the world's most disadvantaged.

"I ask you to ensure that humanity is served by wealth and not ruled by it," he said.

Dpa said Iranian President Hassan Rowhani was expected to land in Davos later in the day, while he and Israeli Premier Benjamin Netanyahu were scheduled to give keynote speeches on Thursday.

Several participants in the Montreux talks, including U.S. Secretary of State John Kerry,  would  also come to Davos.

KADUNA STATE GOVT BUDGETS N10BN FOR HEALTH SERVICES IN 2014

The Kaduna State Government on Wednesday said it would spend N10 billion to provide health care services in 2014.

The Permanent Secretary, Ministry of Health, Dr Paul Dogo, made this known to newsmen after defending the ministry's budget before the House of Assembly in Kaduna.

Dogo said the state government was committed to responding to HIV and AIDS and other services.

``We have a total package of N2.6 billion for the fight of HIV and AIDS; we must sustain and succeed in this fight.

``So, this is what I feel this budget is going to do; healthcare is going to do and also to enhance availability of commodities at affordable prices,'' he said.

He said the state had also recorded tremendous achievement on the routine immunisation programmes over the years.

``We are getting it right and the number of unimmunised children has been reduced to 77 per cent.''

According to him, the budget will strengthen the activities of the primary health care in the state by assisting people at the grassroots.

He added that the drugs management agency would also streamline its activities on the procurement and distribution processes of all the medical consumables.

``Utility vehicles for distribution of drugs that will be procured so as to enhance the availability of qualitative and affordable drugs in all our health facility across the state will be provided,'' he said.

He said the free maternal health programme would be further strengthened to provide care to pregnant women and children below the age of five years to reduce maternal mortality.

Dogo said the ministry would ensure that the state succeeded in all the needed issues raised regarding the accreditation of School of Midwifery, Tudun Wada; School of Nursing, Kafanchan, and certain programmes at the School of Health Technology, Makarfi.

Meanwhile, the Ministry of Local Government and Chieftain Affairs has presented a budget estimate of N566 million.

The Commissioner for the ministry, Alhaji Shehu Ahmed, said the amount would be distributed to the 46 development areas of the state as part of their monthly subvention.

Ahmed directed inspectors of the ministry to visit local government areas to identify ongoing and completed projects but not paid for.

The Chairman, House Committee for Local Government Affairs, Alhaji Shehu Babajo, advised the commissioner to ensure that ongoing projects were completed before awarding new ones.

Also the Ministry of Environment would spend over four billion naira with a major priority on sanitation and control of soil erosion in the state.

Lagos State University students today went on to rampage disrupting the university's second semester examination, destroying properties in the process and even stoning their University Vice Chancellor Prof. John Obafunwa as he made to escape
their wrath.

Trouble started in the university when their VC decided not to open the registration portal for over 2,000 students who were yet to register their second semester courses as exams was to begin Thursday.

According to the students, only 708 were able to register before the portal was shut again leaving, 1292 students to their fate.When the students union government went to plead on behalf of the students, the VC was reported as
saying those yet to register are insignificant and would automatically have to carry the session over, a
statement which infuriated the students and they decided to take laws into their hands.

They started a riot, destroyed properties in the school and threw sticks and stones at the Vice Chancellor's convoy as he made to escape through an alternative
route beside Conoil Filling station.

NHIS WILL EXCEED 30% HEALTH COVERAGE BY 2015 -- EXECUTIVE SECRETARY

The Executive Secretary of the National Health Insurance Scheme (NHIS), Dr Femi Thomas on Tuesday said universal health coverage of 30 per cent for Nigerians by 2015 was achievable.

This is contained in a statement issued by the Head, Media and Public Relations of NHIS, Mr Ayo Osinlu in Abuja.

The statement quoted Thomas as assuring Nigerians that NHIS under his leadership was committed to meeting the presidential mandate.

The executive secretary said that NHIS planned to achieve 40 per cent by 2015, exceeding the WHO universal health coverage recommendation of 30 per cent.

Thomas said that the scheme was already working on the blueprint of a programme for extending effective, affordable and efficient healthcare to all primary school pupils across the country.

He said that the move was informed by the urgent need to save the future of the country from the socioeconomic consequences of the continued vulnerability of this sensitive section of the population.

He called for the speedy passage of the bill seeking to amend the NHIS act to enable Nigerians achieves universal health coverage.

``According to statistics from the National Population Commission, primary school pupils constitute about 42 million of our population.

``It is common knowledge that sub-Saharan Africa in general and Nigeria in particular is in dire need of a robust healthcare delivery system.

``Nigeria specifically has the highest population growth rate in West Africa. The latest population figures stand at 160million people, about 25 per cent of the sub Saharan population.

``However, for Nigeria's social health insurance scheme to achieve full coverage of its citizens there is need for the nation to take a few bold steps.

``One of the steps is the speedy passage of the bill seeking to amend the NHIS Act," he said.

Thomas said that when amended, the Act would make health insurance mandatory in the country in both the public and private sectors of the economy.

He said that the scheme was also considering expansion of funding opportunities to generate sufficient resources that would address subsidy gaps that might emerge in the process.

He promised to spearhead an aggressive sensitisation process across the country.

The executive secretary said that this would help to create necessary awareness about the opportunities and benefits of health insurance.

SULTAN SETS UP 7-MAN COMMITTEE ON POLIO ERADICATION

The Sultan of Sokoto State, Alhaji Sa'ad Abubakar III, has set up a seven-member committee to ensure the success of the last lap of the fight against polio in the state.

Abubakar made the disclosure in Kware, headquarters of Kware Local Government of Sokoto State, on Tuesday during a stakeholders' meeting on polio immunisation.

The sultan was represented by the District Head of Yabo, Alhaji Muhammadu Maiturare.

He said the meeting was part of efforts to establish the reasons for the low performance of some local government areas in the state during the December 2013 round of polio immunisation.

``We are not here to apportion blames or join issues with anybody as far as the exercise is concerned.

``However, we are here to brainstorm, ascertain the strengths and weaknesses of the ongoing fight against polio with a view to strengthening it," he said.

The Chairman of Kware Local Government, Alhaji Abubakar Zamau, commended the traditional ruler for setting up the committee.

Zamau also promised to sustain the efforts of the council in providing logistic support to ensure the success of the campaign.

The facilitator of the World Health Organisation the area, Mr Kamaru Muhammad, had earlier called for early release of counterpart funds by the councils.

Muhammad also called for the establishment of more health camps and the provision of more free drugs for dispensation to under-five children.

Meanwhile, some focal polio immunisation officers in the area appealed for more logistics to ensure the success of the last lap of the campaign.

SOKOTO STATE GOVT. BUYS N500M DRUGS FOR HOSPITALS

The Sokoto State Government on Tuesday said it purchased assorted drugs and medical facilities worth N500 million for distribution to its 23 general hospitals.


Gov. Aliyu Wamakko announced this in Sokoto at the distribution of the drugs at the Specialist Hospital, Sokoto.


He said that the state government would continue to accord priority to the availability of medical needs for its health institutions across the state.


He said that government would carefully monitor the distribution of the facilities to ensure that they got to the desired beneficiaries.


The governor warned the officials against diverting the drugs, saying that government would take decisive measures against anyone found wanting.


Earlier, the Commissioner for Health, Alhaji Ahmed Aliyu, said that the ministry had taken concrete measures to ensure all the state hospitals got the drugs. 


Aliyu said that the drugs were to ensure the State.

KWARA GOVT. TO SET UP GRAZING AREAS FOR HERDSMEN, SAYS GOV. AHMED

Gov. Abdulfatah Ahmed  of Kwara has directed the state's Ministry of Agriculture to find suitable sites for grazing across the state  for herdsmen.

The governor gave the directive in Ilorin on Wednesday when he received the report of the Judicial Commission on Civil Disturbances in Alapa.

Ahmed said the measure was part of measures to check incessant clashes by herdsmen and farmers and other communal clashes.

He stressed the need for patience and understanding to ensure communal harmony.

He added that the findings and recommendations of the committee would be carefully studied with a view to implementing them.

He, however, noted that anyone found to have incited communal violence under any guise would face the wrath of the law.

``It is my hope that the recommendations contained in this report will provide reliable legal and social remedies for the disturbing spectacle of civil disturbance among Kwara communities,'' he said.

The governor also directed the Secretary to the State Government (SSG), Alhaji Isiaka Gold, to raise a White Paper and Implementation Committee to look into the findings.

He also directed Gold to ensure the immediate implementation of the recommendations of the report, adding that the state government would not leave any community in the state out of its development programmes.

The Chairman of the Judicial Commission of Inquiry, Justice Baba Muhammad, commended the state government for not interfering in the proceedings of the commission.

Muhammad expressed the hope that the four-volume report would bring lasting solution to the Alapa communal clash and other clashes among communties in the state.

EBONYI SIGNS N248M ABAKALIKI MASTER PLAN

The Ebonyi Government on Wednesday signed a N248 million Development Master Plan for Abakaliki Capital Territory.

The agreement was signed in Abakaliki between the Ebonyi Government and Integrated Nigeria Ltd. led by former Vice President Alex Ekwueme.

In his speech at the signing ceremony, Gov. Martin Elechi of Ebonyi expressed confidence in the ability of the firm to do a good job.

"The architectural plans of Dr Alex Ekwueme have never been faulted, distorted or amended from conception to final execution".

"We are confident that his company will do this job professionally and satisfactorily.''

The governor described the project as a sacrifice by the former vice president to salvage the state, considering his personal integrity, competence and profession of architecture and town planning.

"I say so because according to the evaluation report by the State Council on Public Procurement, Integrated Nigeria Ltd. was recommended among the four bidders.

"We are therefore, confident that the job will be handled by the best of professionals.

"The government and the people of Ebonyi expect that the job will be done as fast as possible.''

Ekwueme promised to deliver the job on schedule and gave the assurance that his company would not disappoint the state.

He said that his firm had put together a team of professionals to execute the project, adding that a quality master plan would ensure orderliness.

"Without a quality master plan, development of any town or city will always be disorderly.

``We would ensure that the vision of the governor for the state is realised.

``We appreciate the enormity of the responsibility entrusted on us by the government and people of Ebonyi. We promise to deliver and not disappoint the people,'' Ekwueme said.

Also speaking, the Chairman, Abakaliki Capital Territory Development Board, Mr Edward Nkwegu, said the master plan would promote systematic and controlled growth of infrastructure within the capital city.

``The plan would also discourage unplanned development of the city and limit the unprecedented migration of rural population to urban areas,'' he said.

CUSTOMS RAKE IN N8.48BN IN 2013 AT SEME BORDER

The Area Comptroller, Seme Border Command of the Nigeria Customs Service, Mr Willy Egbudin, on Wednesday said the command generated N8.48 billion between January and December, 2013.

Egbudin told a news conference at the Seme border town, near Badagry, that the figure was, however, N4.5billion less than the N13 billion target set for 2013.

"The total revenue collected in 2013 was N8,482,231,289.81 billion, which represents about 65 per cent of the annual target.

"We will definitely improve on our revenue target this year because we have been brainstorming to identify and block all perceived sources of revenue leakage.

"We are also discussing with our Beninoise counterparts to address the problem of appropriate transit of imported vehicles from Republic of Benin to Nigeria," he said.

He said that the command made 1,102 seizures with Duty Paid Value (DPV) of N548.3m during the period, adding that the figure was an improvement on the seizures made in 2012.

"In 2012, 480 seizures were made with a Duty Paid Value of N227,035,726.00. This figure shows that there is a significant improvement and we shall do more this year, "he said.

The Comptroller said that 29 suspects arrested within the period were at various stages of investigation and prosecution.

He said that goods seized included vehicles, textiles, rice, vegetable oil, second hand clothes, shoes, bags and artefacts.

Egbudin also said that the Federal Government lost N1.9billion to the ECOWAS Trade Liberalisation Scheme (ETLS).

"During the period under review, ETLS complaint goods with a CIF value of N6.821,862,901 were cleared through the command", he said.

Egbudin revealed that the export section generated N10.8billion during the year under review, adding that the total Nigeria Export Supervision Scheme collection stood at N53.8m.

He decried the incidence of multiple checkpoints on the Seme/Badagry expressway by various security agencies, and noted that the command was collaborating with other agencies to address the situation.

 "Also, the marshy and swampy nature of vast land area of the command tends to retard the movement of our patrol vehicles in the hinterland.

"Ignorance by some members of the public about government fiscal policies and the unwillingness by some members of the public to embrace change is not helping matters," he said.

Duties and responsibilities:
• Work with the state-level staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements.
• Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
• Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.
• Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
• Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
• Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.
• Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
• Provide technical assistance to M&E officers of SACA/SASCP in integrating FHI data into the national HMIS.
• On a monthly basis, analyze state-level data and provide approved reports to State Office, National Office and local partners or other relevant parties.
• Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.
• Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.
• Represent FHI and makes presentations at professional meetings and conferences related to Monitoring and Evaluation.
• Remain informed of current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature; be alert to any implication of such research for project and program activities.

Knowledge, Skills & Attributes:
• Knowledge of health and development programs in developing countries in general and Nigeria specifically.• Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation

Position Title: Senior State Technical Officer (M&E)
Supervisor: State Program Manager

Basic Function: The Senior Technical Officer (M&E), under the supervision of the State Program Manager, and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the design and implementation of monitoring and evaluation for the state office. S/he will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

Duties and responsibilities:
1. Provide leadership to the state office and field level M&E program and provide overall guidance on program/project monitoring and evaluation and on US Government and Government of Nigeria reporting requirements. Provide support to the sites in the state, including interacting with site Program Managers, Implementing Agencies and local research groups on needs and ensuring that locally employed Monitoring and Evaluation staff, consultants and FHI partners understand and can support these requirements.

2. Manage the state office’s reporting cycle to ensure high quality and complete datasets are sent to the country office on a periodic basis, or when required.

3. Work with local partners to develop their project monitoring and evaluation plans and support the correct implementation and use of routine data collection tools.

4. Conduct monthly routine monitoring visits to project sites and provide supportive supervision.

5. On a monthly basis, ensure that high quality analyzed facility-level data is disseminated to relevant staff at facilities and decision-makers. Ensure that data is used to highlight important programmatic gaps and coordinate with facility management and other departments in addressing these gaps.

6. Coordinate regular data quality assessments, undertaken in a participatory manner, with facility staff and ensure the completeness, consistency and validity of routine data.

7. Ensure that the quality of program/project Monitoring and Enhanced Evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality.

8. Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.

9. Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.

10. Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the Secure the Future project.

11. Participate in project assessments, evaluations and design teams.

12. Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

13. Represent FHI and makes presentations at professional meetings and conferences related to Monitoring and Evaluation research.

14. Remain informed of current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature; is alert to any implication of such research for project and program activities.

15. Help ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all Global Health program interventions.

16. Assist in the development and maintenance of the computerized data capture of program activities and provides technical assistance and training to the staff at the state office responsible for data entry and management. Provide technical assistance to M&E officers of NACA/NASCP, SACA/SASCP, NTBLCP/STBLCP and NMCP/SMCP in integrating FHI data into the national HMIS.

17. Perform other duties as assigned.

Knowledge, Skills & Attributes:
1. Knowledge of health and development programs in developing countries in general and Nigeria specifically.

2. Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.

3. Knowledge of health, reproductive health or HIV/AIDS/STI/TB and Malaria programming in developing countries.

4. Knowledge of Nigerian clinical setting, including government and non-government settings.

5. Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections

6. Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.

7. Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

8. High degree of proficiency in written and spoken English communication.

9. Well-developed computer skills.

10. Ability to travel within Nigeria 25% time.

Qualifications and Requirements:
1. MB.BS/MD/PHD or similar degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.

2. Or MPH or MS/MA in relevant degree with 5 to 7 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.

3. Or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.

4. Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

• Must be a native speaker of Igbo (as spoken in Nigeria)
• Must have good spelling skills
• Must have the ability to read and write Igbo
• Must have basic computer knowledge and typing skills
• Can understand written English instructions
• Must have access to a computer and internet connection with the latest version of Firefox, Java and Flash Player

Preferred Knowledge, Skills and Abilities: An interest in the Igbo language, its spelling system and how borrowed words are spelled would be an advantage.
