POSITION SUMMARY & KEY AREAS OF RESPONSIBILITY :

• Prepare and maintain a detailed project schedule and play a lead role in scoping, planning, costing, and pricing projects; Responsible for statement of work development and risk assessment
• Responsible for coordinate the establishment of a project environment that includes preparing and maintaining a roles/responsibility matrix, personnel plan and resource schedule for each project member
• Measure, track, evaluate and communicate progress against the Project schedule using project reports including project financials and project reporting compliance
• Ensure monthly billings and manage procurement and payment of contractors

TOP NEWS EU readies possible capital, tech sanctions on Russia

BRUSSELS (Reuters) - The European Union threatened Russia on Tuesday with harsher sanctions over Ukraine that could inflict wider damage on its economy following the downing of a Malaysian airliner, but it delayed action for a few days.

Efforts to forge a united front were hampered by a French announcement that the planned delivery of a warship to Moscow would go ahead despite U.S. and British pleas to halt it.

At a meeting in Brussels, EU foreign ministers for the first time raised the possibility of restricting Russian access to European capital markets, defence and energy technology, asking the executive European Commission to draft proposals this week.

Such sanctions would require the approval of all EU governments and would apply only if Moscow does not cooperate with an international investigation into the Malaysia Airlines plane crash in an area of eastern Ukraine controlled by Russian-backed separatists, and if it fails to stop weapons flowing into the country.

"I am happy that we have taken a decision which is I think quite forceful and that we have reached this decision unanimously," Dutch Foreign Minister Frans Timmermans told reporters after the meeting.

Timmermans opened the meeting after a minute's silence was held in memory of the 298 people - 193 of them Dutch - who died when flight MH17 crashed last Thursday en route from Amsterdam to Kuala Lumpur.

The ministers agreed to widen the list of individuals and entities targeted by asset freezes and visa bans, and opened up the possibility of imposing sanctions on people who give financial support to Russian decision-makers.

British Foreign Secretary Philip Hammond said London wanted the measures to target friends and allies of Kremlin chief Vladimir Putin to pressure Russia to stop meddling in Ukraine.

"The word is 'cronies': the cronies of Mr Putin and his clique in the Kremlin are the people who have to bear the pressure," he said. "If the financial interests of the group around the leadership are affected, the leadership will know about it."

Tuesday's meeting took place as the United States piled pressure on Europe, which is wary of antagonising a vital energy supplier, to move fast against Russia.

The president of the former Soviet republic of Lithuania, now an EU member, accused France of pursuing a policy akin to the 1930s appeasement of Nazi Germany over its decision to go ahead with the delivery of a helicopter carrier to Moscow.

EU envoys will discuss the wider target list for existing sanctions on Thursday.

Some diplomats said EU leaders may hold a special summit to take a final decision on wider economic measures. One said a meeting was "highly likely" next week.

The next scheduled summit is due on Aug. 30 but Polish Foreign Minister Radoslaw Sikorski said the decision could also be taken by ministers or by an exchange of letters.

ARMS FLOW

Several ministers called for an arms embargo on Russia to try to stem a flow of weapons that is fuelling the conflict, including surface-to-air missiles suspected of bringing down the airliner. German Foreign Minister Frank-Walter Steinmeier said any such ban would only apply to future contracts.

Washington says the plane was brought down by a surface-to-air missile fired from territory in eastern Ukraine held by pro-Russian separatists. Moscow denies involvement but EU ministers said they would consider branding the rebel groups as "terrorist organisations", subjecting them to sanctions.

Differences between Paris and London burst into the open on Monday when President Francois Hollande said delivery of a first French helicopter carrier built for Russia would go ahead, hours after Prime Minister David Cameron had said such a delivery would be "unthinkable" in Britain.

Hollande said the handover of a second Mistral-class warship under a 1.2 billion euro ($1.6 billion) contract signed in 2011 by his predecessor would depend on Russia's attitude.

Hollande won support among both his own Socialists and the conservative opposition UMP for standing up to outside pressure. Socialist Party leader Jean-Christophe Cambadelis said Cameron should "start by cleaning up his own backyard", referring to the presence of Russian oligarchs close to Putin in London.

Cameron's spokesman said Britain was ready to consider sanctions that would affect its own interests, notably in financial services. When asked about the comment that it was time to target "cronies and oligarchs" around Putin, the spokesman said he had seen little evidence that London-based Russian tycoons were involved in supporting the Ukraine rebels.

Sikorski said the possible financial sanctions against Russia could include barring Moscow's access to debt refinancing in the European public and private sectors. "Theoretically (this) can be decided already on Thursday," he told reporters.

Lithuanian President Dalia Grybauskaite, an outspoken critic of Putin, compared the French attitude with the appeasement of Nazi Germany in the 1930s.

"If European states keep on acting so indecisively, this is a direct invitation for the aggressor to be more aggressive and go further," she told LRT public radio. "In 1930s Nazism wasn't stopped, and now aggressive Russian chauvinism isn't stopped and that resulted in the attack against a civilian plane."

Ukrainian Foreign Minister Pavlo Klimkin urged Europe to move faster. "We need not just tough talking, but we also need bold action by the European Union," he told reporters in Brussels. "I believe that in these circumstance arms and weapon supplies to Russia is also against the EU code of conduct."

In a step apparently designed to embarrass Russia, Britain's interior ministry announced a decision to hold a public inquiry into the death of former KGB spy Alexander Litvinenko, who died of radioactive polonium poisoning in London in 2006.

Litvinenko blamed Putin on his deathbed for ordering his killing. Moscow denied any involvement. Britain had rejected a request for an inquest last year when relations with Russia were warmer.($1 = 0.7417 Euros)

SAN FRANCISCO (Reuters) - Apple Inc posted a smaller-than-expected 6 percent rise in quarterly revenue on Tuesday, but revenue surged 28 percent in greater China despite stiff competition in its third-largest market.

It sold 35.2 million iPhones in the June quarter, a rise of about 13 percent that was in line with analysts' projections, helped by a strong performance in an Asian market considered crucial to Apple's longer-term growth prospects.

Chief Executive Tim Cook told analysts on a conference call that Apple's Chinese performance was "honestly surprising." Unit iPhone sales iPhones jumped about 48 percent and Mac computer sales rose 39 percent in the June quarter, Chief Financial Officer Luca Maestri said in an interview.

Lower-cost phones sold there by up-and-coming rivals such as Xiaomi appeared to be grabbing market share mainly from other companies that rely on Google's Android software, he added.

This month, Samsung Electronics Co Ltd estimated April-June operating profit far below most analysts' forecasts, as its Galaxy S5 sold more slowly than expected in the face of severe competition.   

"We have a really good runway in front of us with China Mobile," Maestri said, referring to Apple's main carrier partner in the world's No. 2 economy. "Given our numbers in China, it would seem their success is coming from other Android devices."

TAPERING

Apple iPhone sales tail off in the quarters before a new smartphone launch, as potential buyers hold off. Maestri said the company had taken the usual lull into account in its projections for the September quarter.

Despite a surprisingly robust Chinese market, Apple continues to struggle in the more saturated, developed regions of the United States and Europe, its two largest markets.

It forecast revenue of $37 billion to $40 billion this quarter, weak compared with Wall Street's outlook for $40 billion or more. But whether Apple can again produce a revolutionary new product, something it has not done since the iPad in 2010, remains the central question for investors.

Many expect Apple to make a play for the wearable device market with a smart watch, dubbed iWatch.

Analysts also expect the company to introduce two iPhone versions this fall, including a 5.5-inch model that thrusts Apple into the market for larger-sized phones that rival Samsung helped popularize.

The iPhone maker, which derives most of its business from the high-end device, reported sales of $37.4 billion in its fiscal third quarter ended June, falling short of Wall Street's expectations for about $38 billion.

Sales of iPads, which like smartphones are coming under growing pressure from Android rivals, at 13.3 million fell a little short of analysts' projections for more than 14 million.

Gross margin, however, was better than expected at 39.4 percent, up from 36.9 percent a year ago, primarily due to cheaper product costs.

Net income jumped 12.2 percent to $7.75 billion, or $1.28 per share. That beat expectations for $1.23 and was its best quarterly growth in EPS in seven quarters.

Apple shares slipped 0.8 percent to $94 after-hours.

(Reuters) - A federal judge rejected Google Inc's bid to dismiss a privacy lawsuit claiming it commingled user data across different products and disclosed that data to advertisers without permission.

Saying his decision was a close call, U.S. District Judge Paul Grewal in San Jose, California, ruled on Monday night that Google must face breach of contract and fraud claims by users of Android-powered devices who had downloaded at least one Android application through Google Play.

Other parts of the lawsuit were dismissed, including claims brought on behalf of account users who switched to non-Android devices from Android devices after Google had changed its privacy policy in 2012 to allow the commingling.

"Like Rocky rising from Apollo's uppercut in the 14th round, plaintiffs' complaint has sustained much damage but just manages to stand," Grewal wrote in a 28-page decision, referring to the film series starring Sylvester Stallone as the boxer Rocky Balboa. Grewal had dismissed two earlier versions of the lawsuit.

Google is based in Mountain View, California, and operates its namesake Internet search engine. It did not immediately respond on Tuesday to a request for comment.

Mark Gardy and Joseph Sabella, lawyers for the plaintiffs, did not immediately respond to similar requests.

The lawsuit arose after Google on March 1, 2012 scrapped a variety of privacy policies for different products, and created a single, unified policy letting it merge user data generated through platforms such as Gmail, Google Maps and YouTube.

Users complained that Google made this change without their consent and with no way to opt out, in a bid to better compete for ad revenue against Facebook Inc and other social media companies "where all of a consumer's personal information is available in one site."

They said this jeopardized their privacy by exposing names, email addresses and geographic locations, increasing the threat of harassment or identity theft by third parties.

Google reported $15.42 billion of revenue in the first quarter, of which 90 percent came from advertising.

TOP NEWS U.S. court rulings create new uncertainty over Obamacare

WASHINGTON (Reuters) - Two U.S. judicial panels on Tuesday injected new uncertainty into the future of President Barack Obama's healthcare law, with conflicting rulings over whether the federal government can subsidize health insurance for millions of Americans.

The appeals court rulings, handed down by three-judge panels in Washington, D.C., and Richmond, Virginia, augured a possible rematch before the U.S. Supreme Court, which in June 2012 narrowly upheld the Democratic president's 2010 healthcare overhaul.

The twin rulings fell in line with partisan disagreements over healthcare reform, with two judges appointed by Republican presidents deciding against the administration in the District of Columbia and three judges appointed by Democrats ruling in favor in Virginia.

The rulings also reignited the debate over Obamacare on Capitol Hill and on the campaign trail to November congressional elections. Republican opponents of the law welcomed the D.C. decision as a further step toward dismantling Obama's signature domestic policy.

The cases deal with the government's ability to offer premium tax credits to people who purchase private coverage through the federal insurance marketplace that serves the majority of the 8 million consumers who signed up for 2014.

The U.S. Court of Appeals for the District of Columbia Circuit ruled in a 2-1 decision that the language in the Affordable Care Act dealing with subsidies shows they should only be provided to consumers who purchase benefits on exchanges run by individual states.

Most states including Florida and Texas, which have some of the largest uninsured populations, opted to leave the task of operating a marketplace to the federal government.

But plaintiffs in the D.C. Circuit case, known as Halbig v. Burwell, claimed that Congress did not intend to provide subsidies through federally operated marketplaces. The plaintiffs were identified as a group of individuals and employers from states that did not establish their own marketplaces.

NO IMMEDIATE IMPACT

The D.C. Circuit judges suspended their ruling pending an appeal by the administration. Administration officials said they would appeal to the full circuit court, a process that could take up to six months, and stressed the ruling would have no impact on consumers receiving monthly subsidies now.

Hours later, a three-judge panel of the 4th U.S. Circuit Court of Appeals in Virginia ruled unanimously to uphold the same provision in the case of King v. Burwell, saying the wording of the law was too ambiguous to restrict the availability of federal funds.

The appearance of a split between separate circuit courts over the question of Obamacare subsidies could increase the chance of Supreme Court intervention. But legal experts and some Republicans on Capitol Hill said the full D.C. Circuit court, dominated by appointees of Democratic presidents, was likely to overturn its panel's ruling or at least revisit it.

The Supreme Court upheld the Obamacare law on constitutional grounds in 2012 but allowed states to opt out of a major provision involving Medicaid coverage. Last month, the high court's conservative majority ruled again on the law, saying closely held for-profit corporations could object to Obamacare's contraception provision on religious grounds.

"Today's ruling is also further proof that President Obama's healthcare law is completely unworkable. It cannot be fixed," House Speaker John Boehner said in a statement.

Obamacare advocates welcomed the Virginia ruling, which House Democratic leader Nancy Pelosi said "affirms the intent of the Affordable Care Act: to make quality, affordable health insurance available to every American in every state."

Outside the political sphere, stock market reaction to the rulings was muted for health insurers like WellPoint Inc and Aetna Inc, which sell plans on many Obamacare exchanges. Industry officials predicted that a final decision would take "months or longer" to sort out, with no immediate impact expected on their business.

"In the meantime, health plans remain focused on ensuring stability, affordability and accessibility for consumers," said Brendan Buck, spokesman for America's Health Insurance Plans, a main lobbying and trade group.

FIVE MILLION

Analysts estimate that as many as five million people could be affected if subsidies disappear from the federal marketplace, which serves 36 states through the website HealthCare.gov. Subsidies are available to people with annual incomes of up to 400 percent of the federal poverty level, or $94,200 for a family of four.

"This has got probably more rounds of appeals and so forth, so nothing is going to really happen right now," said John Holahan of the nonpartisan Urban Institute.

"Some states may jump into action to set up their own exchanges to qualify as state-based exchanges," Holahan added. "Others won't, in which case there will be a large number of uninsured that will remain and possibly grow."

The two-judge majority in the D.C. Circuit case, judges Thomas Griffith and Arthur Randolph, wrote: "The fact is that the legislative record provides little indication one way or the other of congressional intent, but the statutory text does. (It) plainly makes subsidies available only on exchanges established by states. And in the absence of any contrary indications, that text is conclusive evidence of Congress's intent."

The D.C. panel's dissenting judge Harry Edwards, appointed by Democratic president Jimmy Carter, wrote the majority's judgment defied the will of Congress and ignored the authority Congress vested in agencies to interpret and enforce the healthcare law.

The Virginia appeals court, while siding with the administration, was lukewarm in its support, saying: "The court is of the opinion that the defendants have the stronger position, although only slightly."

Nigerians need to focus more on developing entrepreneurial skill rather than acquiring university degrees in order to find relevance in Nigeria's consumer-based economy.



This much was stated by Catholic Bishop of Sokoto Diocese, Bishop Matthew Hassan Kukah in a Leadership interview.



He argued that the high incidence of unemployment in the country is due to the ill-placed emphasis on degrees.



According to the Bishop, the degree-by-all-means trend is a post-colonial mentality that must be done away with.



"We lost the script somewhere along the line, and the idea of a university degree smacks of post-colonial mentality," Kukah said.



"It is only in Nigeria that you find a man with seven children who believes that all the seven children must become graduates"



Bishop Kukah said getting a university degree is not a necessity for everyone, pointing to the Igbo creative and entrepreneurship which has earned them some degree of self sufficiency.

TOP NEWS: Israel pounds Gaza despite international peace efforts

GAZA/JERUSALEM (Reuters) - Israel pounded targets across the Gaza Strip on Tuesday, saying no ceasefire was near as top U.S. and United Nations diplomats pursued talks on halting the fighting that has claimed more than 600 lives.

U.S. Secretary of State John Kerry held discussions in neighbouring Egypt, while U.N. Secretary General Ban Ki-moon met Prime Minister Benjamin Netanyahu in Tel Aviv and later with the Palestinian prime minister in the occupied West Bank.

However, there was no let-up in the fighting around Gaza, with plumes of black smoke spiralling into the sky, and Israeli shells raining down on the coastal Palestinian enclave.

Dealing a blow to Israel's economy already reeling from a spate of tourism cancellations, the Federal Aviation Administration (FAA) took the rare step of banning U.S. carriers from flying to or from Ben-Gurion International Airport for at least 24 hours after a rocket fired from Gaza struck near the airport's fringes, injuring two people.

European airlines including Germany's Lufthansa, Air-France, Dutch airline KLM, Norwegian Air SAS and Turkish Airlines, said they were halting flights there too. Israel's flagship carrier El Al continued flights as usual.

Israel launched its offensive on July 8 to halt missile salvoes out of the Gaza Strip by Hamas, the dominant group in the coastal territory, which was angered by a crackdown on its supporters in the occupied West Bank and suffering economic hardship because of an Israeli-Egyptian blockade.

"A ceasefire is not near," said Justice Minister Tzipi Livni, viewed as the most dovish member of Netanyahu's inner security cabinet. "I see no light at the end of the tunnel," she told Israel's Army Radio.

EGYPTIAN INITIATIVE

Dispatched by U.S. President Barack Obama to the region to seek a ceasefire, Kerry met on Tuesday with Egyptian President Abdel Fattah al-Sisi and Foreign Minister Sameh Shukri. "There is a framework ... to end the violence and that framework is the Egyptian initiative," Kerry said at a news conference with Shukri.

"For the sake of thousands of innocent families whose lives have been shaken and destroyed by this conflict, on all sides, we hope we can get there as soon as possible," he said.

"Hamas has a fundamental choice to make and it is a choice that will have a profound impact for the people of Gaza."

Egypt was key to securing an end to a previous bout of Gaza fighting in 2012, but the country's new leadership is openly hostile to Hamas. For its part, Hamas has already rejected Egypt's proposal this time around as insufficient."We hope (Kerry's) visit will result in a ceasefire that provides the necessary security for the Palestinian people and that we can commence to address the medium and long-term issues related to Gaza," Shukri said.

With the conflict entering its third week, the Palestinian death toll rose to 621, including nearly 100 children and many other civilians, Gaza health officials said.

The latest strikes killed a six-month-old infant, a 62-year-old man and three other men riding on motorcycles in southern Gaza, Palestinian health officials said. The Israeli military said it had killed at least 183 militants.

Israel's casualties also mounted as the military announced the deaths of two more soldiers. That brought the number of army fatalities to 27, almost three times as many as were killed in the last ground invasion of Gaza in a 2008-2009 war.

Two Israeli civilians have also been killed by Palestinian rocket fire into Israel.

HUMANITARIAN TRUCE

Addressing reporters with Netanyahu at his side, U.N. chief Ban said: "My message to Israelis and Palestinians is the same: Stop fighting. Start talking. And take on the root causes of the conflict, so we are not back to the same situation in another six months or a year."

Kerry has said the United States would provide $47 million in humanitarian aid for the Gaza Strip. He plans to stay in Cairo until Wednesday morning but has no set departure date from the region.

An Egyptian official who attended some of Kerry's meetings said Ban was working toward reaching a humanitarian truce, perhaps lasting for several days, to get aid into the territory.

"The sensitivities between Egypt and Hamas are what is halting a final inclusive ceasefire deal," the official said.

Palestinian President Mahmoud Abbas's Western-backed Fatah movement also proposed a formula for ending the fighting, calling for an immediate ceasefire followed by five days of negotiations, Palestinian official Azzam al-Ahmed said in Cairo.

Abbas said Palestinian "anger is great" against the Israeli offensive and pledged in his remarks from Ramallah to "go everywhere to stop the aggression and chase down all those who committed crimes against our people."

With Israeli shells and bombs hitting Gaza day and night, thousands of people have fled districts close to the border. The main U.N. agency in Gaza, UNRWA, said almost 102,000 people had taken shelter in 69 of its schools.

UNRWA said it found rockets hidden in a vacant Gaza school near two buildings housing refugees, in the second such instance of militants accused of storing weaponry in a school during the latest offensive.

An UNRWA statement said staff were removed from the building where the rockets were found adding that it "strongly and unequivocally condemns the group or groups responsible".

ISRAEL IN NO HURRY

Israel has signalled it is in no hurry to achieve a truce before reaching its goal of crippling Hamas's militant infrastructure, including rocket arsenals and networks of tunnels threatening Israelis living along the Gaza frontier.

Lieutenant Colonel Peter Lerner, a military spokesman, said Israel had eliminated about half of the tunnels Hamas had dug with the aim of infiltrating into Israel, and destroyed 30 to 40 percent of militants' rocket arsenals in Gaza.

Israel said Gaza militants had fired 2,160 rockets at Israel since the start of the offensive and about a fifth of them had been intercepted by the Iron Dome. Eighty-seven rockets were fired at Israel on Tuesday and 18 of them intercepted.

Hamas has said it will not cease hostilities until its demands are met, including that Israel and Egypt lift their blockade of Gaza and its 1.8 million people, and that Israel release several hundred Palestinians detained during a search last month for three Jewish teenagers later found dead. Israel blamed the killings on Hamas, and their deaths, along with the revenge slaying of a Palestinian teen, were factors in a flare-up of violence along the Israel-Gaza border last month that escalated into the current fighting. "The world must understand that Gaza has decided to end the blockade by its blood and its heroism," deputy Hamas leader Ismail Haniyeh said in a televised address on Monday. Livni said the Hamas demands were unacceptable to both Israel and Egypt.

In Israel, the military said it had identified the remains of six soldiers killed in an attack on their armoured vehicle in Gaza on Sunday and was trying to identify the seventh.

Prompting widespread celebrations in Gaza, Hamas's armed wing announced on Sunday that it had captured a soldier. It displayed a photo ID and army serial number of the man, but did not show any image of him in their hands.

The Israeli military believes it was impossible for anyone to have survived the direct hit on the armoured vehicle in which the missing man was travelling.

Israel has agreed to mass releases of Palestinian prisoners in the past to secure the freedom of captured soldiers, or even for the return of the bodies of its citizens.

TOP NEWS: Train carrying MH17 bodies on final journey reaches Ukraine city

DONETSK Ukraine (Reuters) - A train carrying the remains of many of the 298 victims of Malaysia Airlines flight MH17 arrived in a Ukrainian government-held city on Tuesday on the first leg of their final journey home to be reclaimed by their families.

Five refrigerated wagons containing 200 body bags reached the city of Kharkiv after pro-Russian separatists agreed to hand over the plane's black boxes to Malaysian authorities and the bodies to the Netherlands, where many victims had lived.

The train slowly rolled into the grounds of an arms industry plant, where the remains are due to be unloaded and flown to the Netherlands for the lengthy process of identification. A spokeswoman for a Dutch team of forensic experts in Kharkiv said departure was not expected before Wednesday.

A representative of the OSCE European security watchdog said there were still human remains left where the Boeing 777 hit the ground in eastern Ukraine last Thursday. "We did not observe any recovery activity in place," spokesman Michael Bociurkiw said after his group inspected the site earlier in the day. [nL6N0PX5KF]

The jet was flying from Amsterdam to Kuala Lumpur when it was shot down near Donetsk, a stronghold of pro-Russian rebels, where fighting with Ukrainian troops flared again on Tuesday.

Western governments have threatened Russia with broader sanctions for what they say is its backing of the militia. However, they are struggling to agree a response, and European Union ministers meeting in Brussels on Tuesday delayed action for a few days. [ID:nL6N0PX3F0]

Russian President Vladimir Putin said he would urge the separatists to allow a full investigation which the Netherlands said it would lead. Malaysia said it would send the black boxes to a British lab for analysis.

"Here they are, the black boxes," separatist leader Aleksander Borodai told journalists at the headquarters of his self-proclaimed Donetsk People's Republic as an armed rebel placed the boxes on a desk.

A small group of Malaysian air crash experts became the first international accident investigators to reach the site on Tuesday, escorted by a convoy of international monitors and heavily armed separatist fighters.

As they went about their work, loud explosions were heard on the outskirts of Donetsk, some 60 km (40 miles) from the site One shell was sticking out from a hole outside a residential block with a pool of blood next to it.

    "A woman was killed here, her son was sitting next to her crying," said Tamara Lelyk, a 73-year-old cleaning lady.

The shooting down of the airliner has sharply deepened the Ukrainian crisis, in which separatist gunmen in the Russian-speaking east have been fighting government forces since pro-Western protesters in Kiev forced out a pro-Moscow president and Russia annexed Crimea in March.

SANCTIONS

Putin said a Ukrainian military "tank attack" on Donetsk was "unacceptable" and urged the West to put pressure on Kiev to end hostilities.

But Ukraine's parliament approved a presidential decree to call up more military reserves and men under 50 to fight the rebels in eastern Ukraine and to protect the border where there is a concentration of Russian troops.

Andriy Lysenko, a spokesman for Ukraine's Security Council, said 13 Ukrainian troops were killed in fighting in the east in the last day when "terrorists" attacked the army and their roadblocks 20 times.

    The rival sides were now fighting around the city of Lysychansk, about 130 km (80 miles) northeast of Donetsk, he said. Kiev also said it recaptured the adjacent town of Severodonetsk and the rebels confirmed they were forced out.

Shaken by the loss of life on the airliner, Western governments have threatened Russia with stiffer penalties.

In Brussels, EU foreign ministers raised the possibility for the first time of restricting Russian access to European capital markets, defence and energy technology, asking the executive European Commission to draft proposals this week.

France said it would deliver a second helicopter carrier to Russia despite opposition from the United States and Britain, highlighting the difficulties in reaching an agreement on a response from Western powers.

Diplomats say more serious sanctions against whole sectorsof the Russian economy will depend largely on the line taken bythe Netherlands, because of the high number of Dutch victims.

At the United Nations, the Security Council unanimously adopted a resolution on Monday demanding those responsible "be held to account and that all states cooperate fully with efforts to establish accountability".

It also demanded that armed groups allow "safe, secure, full and unrestricted access" to the crash site.

Putin noted an increased use of language of "ultimatums and sanctions" towards Russia and called for more dialogue with the West.

Alexei Kudrin, a former Russian finance minister and loyal Putin ally, warned that rising anti-Western rhetoric during the crisis could isolate the nation and derail its modernisation.

"The political landscape in our country has changed significantly," he told the state-run ITAR-TASS news agency. "We have again become the West's adversaries." [ID:nL6N0PX50Y]

ACCESS

U.S. President Barack Obama said it was time for Putin and Russia "to pivot away from the strategy that they've been taking and get serious about trying to resolve hostilities within Ukraine." He said Russia had a direct responsibility to compel separatists to cooperate with the investigation.

European security monitors said gunmen stopped theminspecting the site on Friday and Ukrainian officials have said separatists tampered with evidence at the crash site.

But the spokesman for the European security monitors saidthey had unfettered access on Monday, and a Dutch victims identification team was allowed to inspect the storage of the bodies in refrigerated rail cars before they left for Kharkiv.

The Malaysian crash experts walked through the wheat fields by the wreckage, making notes and taking photographs on Tuesday.

Russia's Defence Ministry has challenged Western accusations that pro-Russian separatists were responsible for shooting down the airliner and said Ukrainian warplanes had flown close to it.

The ministry also rejected accusations that Russia had supplied the rebels with SA-11 Buk anti-aircraft missile systems - the weapon said by Kiev and the West to have downed the airliner - "or any other weapons".
