POLITICAL NEWS: INEC to register more parties –Jega

The Independent National Electoral Commission will register more political parties before the 2015 general elections.

INEC Chairman, Prof. Attahiru Jega, who disclosed this to FOCUS in Abuja on Friday, however said some parties might be deregistered.

He disclosed that there were eight applications by groups seeking registration as political parties.

"We will still register some parties. Currently, we have eight applications. Some will get it some will not. We may also deregister some parties if the occasion warrants before the 2015 elections," Jega added

Jega, who did not dwell much on the issue, said by the "provisions of the law," the electoral body had the power to degister political parties.

Section 78(7) (i) and (ii) of the Electoral Act, 2010. states that , "The commission shall have power to de-register political parties on the following grounds:

"(i) breach of any of the requirements for registration; and

"(ii) for failure to win a seat in the National or State Assembly election."

There are currently 26 political parties in the country. The commission had on December 6, 2012 deregistered 28.

But on July 29, 2013, Justice Gabriel Kolawole of a Federal High Court in Abuja voided the provisions of section 78(7)(ii) of the Electoral Act, 2010.

Jega however insisted on Friday that the law on deregistration of political parties remained as it was and that INEC would continue to enforce its provisions.

"That is the law. Until it changes, we will continue to enforce the provisions of the law," he said,

On the deadline for party registration, Jega said the law did not make provision for it . But he assured that INEC was trying to bridge the gap administratively.

Jega said, "We are going to handle that administratively. We may have to put the deadline on the eve of primary elections. Since an applicant will not be able to field candidates for the elections, what's the point of registering such a party?"

But the National Secretary of the National Conscience Party, Ayodele Akele, faulted Jega, saying the threat by INEC to deregister some parties was unfair.

NCP, founded by the late jurist, Chief Gani Fawehinmi (SAN), had lost a suit it filed before a Federal High Court in Lagos, challenging the power of the commission to deregister parties. The matter is currently at the Court of Appeal.

Akele argued that it amounted to contradiction when the commission deregistered political parties with one hand and registered additional parties.

He said, "INEC should be told that deregistration of political parties should not warrant its attention. There are enormous tasks ahead of the commission, such as the distribution of the permanent voter card, over-monetisation of election in the country and lack of level playing ground for all political parties. These are issues INEC should focus on.

"If INEC fails to address the issue of distribution of the PVC and continuous voter registration exercise which the commission is handling shoddily, a lot of people will be disenfranchised in 2015."

He queried the basis for the deregistration of parties when some African countries such as Republic of Benin and South Africa as well as the United States had more political parties than Nigeria.

The NCP chairman said, "There are just 26 political parties in Nigeria. There are about 50 in the Republic of Benin, about 50 in South Africa and even in the US there are about 100 parties with only two prominent ones. Nobody talks of deregistration in those countries.

"Even when INEC was funding political parties under Prof. Maurice Iwu, no party was deregistered. Why is Jega interested in deregistering parties now that INEC no longer funds parties?"

Two political parties that were de-registered a few years ago by INEC had condemned the plan by the commission.

The Fresh Democratic Party and African Liberation Party in separate interviews with FOCUS said it would amount to impunity if INEC embarked on fresh deregistration of parties without obeying a court order.

The National Publicity Secretary of FDP, Mr. Ladi Ayodeji, said the commission lacked respect for the rule of law.

He said, "We were deregistered; we went to court and secured a victory. But they refused to obey the court verdict. INEC filed an appeal but they have not followed it through. As I speak, for the last one month, they haven't got a date.

"They just filed that appeal to stall our party. If Jega is going ahead to deregister more parties, it then shows that the man has no respect for the rule of law.

"The reign of impunity under this government is really very embarrassing. Not even under the military did we experience this phenomenon whereby a government agency will ignore a court order completely. This reign of impunity is very bad and it just defines the character of this government. This is a government that chooses to obey the rule of law it wants. If that happens, you will be inviting anarchy.

"That is why we continue to see pockets of unrest in different parts of the country. They will reach an agreement with trade unions. they won't implement it, they will sign agreement with teachers, they won't implement it. The annoying thing is that they are even looking for four more years. The Peoples Democratic Party which claims to obey the rule of law is trying to nominate the President (Dr. Goodluck Jonathan) without a congress. Where is adoption in the Constitution?"

Also, the National Chairman of the African Liberation Party, Chief Emmanuel Okereke, said Jega had an ulterior motive.

He said, "Everybody knows that Jega has an ulterior motive because he knows that with many parties he won't conduct a credible election in 2015. Jega has an ulterior motive which Nigerians are supposed to have known by now. Jega is the only electoral commission chairman in the world that aborted election.

"Nigerians allowed him and didn't do anything about it. Jega is doing everything he wants; he has forgotten that this matter is in court. We know his motive and we know what he wants to achieve. And people are aware of it. Jega doesn't want the people that will tell him the truth. But we are watching and waiting for him."

BREAKING NEWS: Convicted soldiers deserve to die — Ex-generals

Some retired senior military officers have backed the death sentence passed on 12 soldiers of the Nigerian Army for committing mutiny.

The officers told us that it was necessary for the military to maintain its age-long rules on discipline.

The soldiers were court-martialled for a variety of offences, including firing shots at the General Officer Commanding, 7 Division of the Nigerian Army, Major General Ahmed Mohammed, in Maiduguri, Borno State.

The military court, which convicted the soldiers in Abuja, found 13 out of the 18 soldiers guilty of mutiny, criminal conspiracy, attempted murder (shooting at the vehicle of the GOC); insubordination and false accusation.

Twelve of the convicted soldiers were sentenced to death, five were discharged and acquitted, while the remaining one was jailed for 28 days with hard labour.

Those sentenced to death were Jasper Braidolor, David Musa, Friday Onuh, Yusuf Shuaibu, Igonmu Emmanuel, Andrew Ugbede, Nurudeen Ahmed, Ifeanyi Alukagba, Alao Samuel, Amadi Chukwuma, Alan Linus, and Stephen Clement.

In the aftermath of the conviction, some prominent Nigerians and pressure groups have urged the military not to carry out the sentences.

But the retired senior military officers who spoke to our correspondents hailed the judgment and said it would have to be carried out.

A former Commandant of the Nigerian Army School of Infantry, Brig.-Gen. Williams Obene (retd.), said, "I commend the boldness of the Army authorities to follow the terms and conditions of service – the extant laws that established the armed forces, particularly the Army– and for trying to uphold discipline at the highest level.

"When politicians and highly influential Nigerians interfere in the daily administration of the military, things become difficult. That situation is very prevalent under democracy."

Also, a former Adjutant-General of the Nigerian Army, Major General David Jemibewon (retd.), said the court martial must have considered available evidence and circumstances before reaching its decision on the soldiers.

Jemibewon who is a former Minister of Police Affairs said, "The military does not operate on sentiments or on people expressing either sympathy or lack of sympathy. Most of the things (we do) in the military are based on laws. It is difficult for me to align with people calling for clemency or pardon.

"The court martial has the facts and they have now come to conclusion after allowing evidence."

In the same vein, retired Colonel Anthony Nyiam also hailed the judgment. Nyiam, was one of those sentenced to death by the regime of former head of state, Ibrahim Babangida, said, "As a soldier, and respecter of the law and tradition, the worst thing a soldier can do is to mutiny. And the penalty, as the law says, should be served. If you interrupt the traditions of the military, you're interfering with the foundations."

Similarly, a former military administrator of Bauchi and Osun states, Col. Theophilus Bamigboye (retd.), backed the sentence, adding that it was in line with military rules and regulations.

He said, "The court has followed the laid down procedure and military etiquette. They (the court) must have looked at the entire situations before arriving at the sentence.

"We have our own laws and so many things regulating our conduct in the military. I will not want anybody to die but we are talking of military procedure, which has to be followed."

Meanwhile, the Nigerian Army has said it is waiting for the approval of the Chief of Army Staff, Lt.-Gen. Kenneth Minimah, on the death sentence given to the soldiers.

In an interview with one of our correspondents, the Director, Army Public Relations, Brig.-Gen. Olajide Laleye, insisted that the military must handle its matters in line with stipulated procedures even in the face of contrary public opinion.

He said, "The issues are these: was an offence committed; did the military follow due process in prosecuting those involved in the offence; were the cases duly prosecuted in a court of law recognised by the law?

"The Army followed standard military procedures, set up a court that is recognised by the laws of the country and carried out the trial in line with the procedures of the military.

"But why are people even jumping the gun. The judgment is still awaiting confirmation by the Chief of Army Staff."

POLITICAL NEWS: APC asks Jonathan to explain $9.3m arms cash scam

The All Progressives Congress has urged President Goodluck Jonathan to come clean on the circumstances surrounding the $9.3m that was impounded in South Africa.

The party noted that the scandal had become the latest in "a series of global ridicule to which the scandal-prone Jonathan Administration has subjected Nigeria."

In a statement in Abuja on Thursday by its National Publicity Secretary, Alhaji Lai Mohammed, the party also called on the National Assembly to launch an urgent investigation into the issue, saying the silence of the peoples' representatives on the issue is deafening, unfathomable and unacceptable.

It said, "There was no doubt that the President was at the centre of the whole issue, considering the presidential treatment given to the plane and its cargo, since the plane departed from the Presidential wing of the Nnamdi Azikiwe International Airport in Abuja, away from the reach of the Nigerian Customs Service, which could not therefore have cleared the plane and its passengers.

"It is absolutely urgent for President Jonathan to clear the air on this alleged off-the-shelf equipment or arms purchase, which runs against all known protocol for such purchases anywhere in the world. Military equipment and weapons are not bean cakes to be purchased by the road side. There are globally-acceptable protocols for such purchases by governments, otherwise what differentiates a government from an insurgent group that is shopping for arms?

"Is the Jonathan Administration not aware that the UN General Assembly on April 2, 2013 adopted a landmark Arms Trade Treaty precisely to regulate the international trade in conventional weapons by avoiding the kind of road-side purchase that the Nigerian government is said to have been involved in? Though the ATT has not come into effect, the fact that Nigeria is among the few countries to have signed and ratified the treaty shows that the country is concerned by unregulated arms trade."

The party said the resort to "procedural error" to explain away the whole issue cannot work, because Nigerian authorities cannot pretend not to be aware that currency brought into or taken from South Africa is monitored by law, and that anyone bringing into that country more than R25,000 in South African currency or U$10,000 or the equivalent thereof in foreign currency must declare such.

It said, "In any case, those who are using 'procedural error' as an alibi are being too clever by half. This is because if entering or leaving a country with undeclared $9.3m is mere 'procedural error', why was Sule Lamido's son convicted for not declaring a mere $50,000 at the Mallam Aminu Kano International Airport?"

APC said, however, that in the spirit of fairness, it has decided to give President Jonathan and the government he heads the opportunity to make urgently-needed clarifications by answering a number of questions relating to the $9.3m scandal: Is the money indeed meant to purchase a helicopter as has been reported? To which arm of the government or security force does the money belong? Who appropriated it and for what purpose? Why was the money being ferried in cash by the same government that has been spending huge time and money to promote a cashless policy? Is the resort to cash to avoid a paper trail for the transaction, in which case it is illegal?

It said, "Mr. President, we are aware that each arm of security has an account with the CBN for the purpose of arms purchase and such transactions are properly documented, so why was this not the case in this instance?

"Mr. President, why did it take your government all of 10 days to admit its involvement in this scandal, considering that the embarrassing incident happened since Sept. 5 and was not known until Sept. 15? Does this saga not give credence to the widely held view that you are indeed benefitting from the the Boko Haram insurgency and that you have deliberately allowed it to escalate to this level?

"Mr. President, has this saga not confirmed the suspicion that your 2015 reelection bid has been factored into your handling of the Boko Haram insurgency? Has this saga not given more credence to revelations that the sponsors of Boko Haram are those closest to the President? Has this saga not finally confirmed that the President knows more than he is telling the nation about the sudden escalation of the Boko Haram insurgency, especially in the run up to the 2015 elections?

"Mr. President, has this saga not confirmed that powerful forces in your administration are all working in concert to use the Boko Haram insurgency to secure tenure extension for President Jonathan? Is not clear now why the Senate President infamously declared two days ago that election is not on the table since the country is in a state of war? Have we not been proven right in our declaration at the panel discussion in the British House of Commons on Sept. 8th 2014 that the Jonathan administration will attempt to cash in on the Boko Haram insurgency to postpone elections?"

The party said the answers to the questions raised would go a long way in showing Nigerians that their government is not clandestinely buying equipment and weapons to fuel the Boko Haram insurgency and then profit from its own act of perfidy.

It said while the President is compiling his answers to the posers, he should ask his spokespersons to stop adding insult to injury by saying the CIA, FBI, Mossad etc also travel abroad with undeclared cash, in clear violation of the laws of their destination countries, to buy arms.

POLITICS NEWS: 8 Jostle For 2015 Governorship Ticket Of The PDP In Niger State –Gov Aliyu

As 2015 gubernatorial election in Niger State is coming closer, eight members of the Peoples Democratic Party (PDP) among them three members of the state executive council have declared their intention to run for the ticket of the party.



Two of the aspirants have already sent their letter of intent to the Governor, Babangida Aliyu while the third informed the governor that he is still consulting.



Among the eight mentioned in Minna on Monday by Governor Babangida Aliyu are the Deputy Governor Alhaji Ahmed Musa Ibeto, the Commissioner for Works Alhaji Muazu Bawa and the Chairman of Wushisishi local government area Alhaji Saidu Wushsishi.



The Chief of Staff Government House who Governor Aliyu said has gubernatorial ambition said the aspirant informed him that he is still consulting with his people and the leadership of the PDP.



Though Aliyu who made the names of the aspirants known at the 1st Niger state Investment Climate Summit did not name the other aspirants but none the less expressed his believe that next governor of the state should come from within members of his cabinet.



The PDP has already zoned the governorship ticket to the Niger North Senatorial zone from where all the aspirants mentioned by the governor come.



Though Governor Aliyu did not mention their names it is believed that former Senator Nuhu Aliyu Auna, Alhaji Mustapha Bello and a one time Commissioner for Agriculture Alhaji Ibrahim Ahmed Matane are among those jostling for the sole PDP governorship ticket.



The Governor said in other to avoid unnecessary acrimony and generate bad blood he has asked all the aspirants to meet and peacefully pick one of them to fly the party's flag in the 2015 governorship polls.



Aliyu said his interest in a person from within taking over from him is informed by the need to have somebody that will continue the good works and policies we have put in place'.

Okada, Kabo, Associated, others apply for airline licences

Twenty-six operators are currently undergoing processes of obtaining operational licences and recertification from the Nigerian Civil Aviation Authority.
Information obtained from the NCAA on Wednesday showed that 16 of the applicants are seeking Air Operators Certificates to operate scheduled domestic flights in the country.

The remaining 10 airlines are undergoing recertification processes in accordance with the Nigerian Civil Aviation Regulations of 2009.

A source at the NCAA, who spoke to our correspondent on the condition of anonymity, said on Wednesday that once the process was completed, the AOCs would be issued and the new operators would commence flight operations.

According to the NCAA official, the aspiring operators seeking operating licences were Air Taraba, Ean Aviation, Executive Jet Air Services Limited, Gyro Air Limited, Izy Air Limited and Jupiter.

Others are Manyatta Engineering Services, Nestoil Plc, Prime Air, Toucan Air, Baltic Airlines and Oriental Airlines Limited.

Meridian Airlines, Millennium Travels & Tours, Okada Air and Air First are also on the list of those seeking licences from the NCAA.

The airlines seeking recertification include Associated Aviation Limited, Bristow Helicopters, Caverton Helicopters, Chanchangi Airlines, Dornier Aviation Nigeria Limited and IRS Airlines Limited.

Others are Kabo Airlines Limited, Kings Airlines and Travel Limited, Pan African Airlines Nigeria and Skypower Express Airways.

The nation currently has 16 functional domestic carriers that are holders of AOCs in accordance with the NCAR 2009.

They include Allied Air, Aero Contractors, Azman Air, Arik Air, Discovery Air Services, First Nation Airways Limited and Hak Air Limited.

The others are Jed Air, Med-view Airlines, Max Air Limited, Odegene Air Shuttle Limited, Overland Airways, Skybird Air, Skyjet Aviation, Topbrass and Westlink Airlines.

Air Peace Airlines was issued with a licence by the NCAA on Monday.

While presenting the management of the airline with the AOC, the Acting Director-General, NCAA, Mr. Benedict Adeyileka, had said the airline would join others for domestic flight operations.

He explained that the airline was issued with the licence after its management met all the requirements in record time ahead of commencement of operations.

Adeyileka urged the management of the airline to ensure that it adhered to all safety and technical regulations, and to ensure that issues of staff training, aircraft maintenance and crew matters were taken seriously, adding that the NCAA would not hesitate to sanction it for any violation.

He said the NCAA was prepared to sack employees of any airline who violated safety rules, adding that the workers had been warned against activities that were dangerous to the safety of passengers.

POLITICAL NEWS: Stamp Out Corruption in Our Country, Private Sector Will Survive Says Aliyu

The only way the private sector can survive and play its role in the economic growth of the country is to fight corruption and greed at all levels.

"Corruption has eaten deep into our national lives, even those elected to serve the people demand something before doing their job."



The Governor of Niger State Babangida Aliyu made this known in Minna on Monday at the opening of the 1st Niger state Investment Climate Summit with the theme 'Building A Sustainable Business Environment in Niger State'.

"We must fight this evil called corruption in our national life we must invest in education especially the Girl Child education this is the way to reform our national life."

Aliyu continued that for the private sector to grow and play the role expected of it the nation should invest more in the security of the country because "we cannot be talking about investment if there is no security even a charity organization will not go to an insecure environment."

He also said that the country should find a way to create equity among the federating states which will make all states attractive to investors insisting that his postulation is not about challenging people asking for resource control but the that the nation should be fair to all parts of the country.

Aliyu further said that it will not help the country and especially its private sector if the nation continues to be importer of all types of consumables before throwing his weight behind the federal government's plan to ban the importation of rice and other agricultural goods that country has the potential to cultivate.

He directed Executive Council Committee which he put in place to rid the Suleja Kaduna road particularly at Maje of tankers that have been constituted themselves to nuisance by obstructing free movement of traffic on the road.

The Council committee has one week to clear the tankers from the area and move them to their normal parks.

As the government continues to wind down and prepare for handover to a new administration in May 2015, Governor Aliyu directed all ministries and government agencies to complete a review of the activities of the administration latest April 2015.

Most Commissioners presented the 'score cards' of their ministries at the summit drawing attention to the favorable policies the administration has put in place to attract both local and foreign investors to the state.

At the event Governor Aliyu was honoured with the Visionary Leadership Award of the state.

TECHNOLOGY AT&T, Chernin venture to buy majority stake in Fullscreen

LOS ANGELES (Reuters) - Otter Media, a joint venture between telecom giant AT&T Inc and The Chernin Group, has agreed to buy a majority stake in Fullscreen, one of the largest networks on YouTube, the companies announced on Monday.



The deal values Fullscreen at between $200 million and $300 million, a person with knowledge of the transaction said. Fullscreen founder and Chief Executive George Strompolos will remain CEO and keep an ownership stake in the company.



The purchase is the latest move by major media players to tap into the large and fast-growing audience on Google Inc's YouTube. Walt Disney Co acquired Maker Studios in April for up to $950 million.



Fullscreen, Maker Studios and other multichannel networks recruit online video creators and offer help with production, ad sales and other services to increase their viewership and revenue. Fullscreen's stars, which include The Fine Brothers, Lohanthony and Devin Supertramp, generate 4 billion video views per month.



"The scale they have is a big differentiator," said Jesse Jacobs, president of The Chernin Group, which is led by media entrepreneur and former News Corp president Peter Chernin. The growth of online video consumption "is only going to accelerate," Chernin said.



Strompolos said Fullscreen will use the new investment to expand its current services, including in the areas of premium content, live events and programming on social networks.

TECHNOLOGY NEWS: Israel approves Intel's $6 billion investment in chip plant

TEL AVIV (Reuters) - Israel's finance and economy ministries on Monday approved a plan by Intel Corp to invest $6 billion in the upgrade of its chip manufacturing plant, in what would be the largest single investment by a foreign company in the country.



Intel will receive a government grant of $300 million over five years and will be eligible to pay a corporate tax rate of only 5 percent for a 10-year period, the ministries said.



The U.S. chip giant plans to hire close to 1,000 more workers at the plant in the southern town of Kiryat Gat by 2023, in addition to the 2,500 that already work there.



"Intel's investment is a strategic asset for Israel's industry," Finance Minister Yair Lapid said in a statement. "This is the biggest investment by a foreign company ever in Israel and is further proof that Israel is at the forefront of technology and innovation."



Intel submitted the investment plan in May and it is widely believed to be aimed at shifting to new 10 nanometer technology.



The finance ministry said the plant would be the most advanced chip facility in the world.



A company spokesman declined to comment. Intel had said January that it would decide on the location of a 10 nanometer plant this year. Israel was one of a number of countries competing to host the new plant.



Intel Israel's exports, mainly from its Fab 28 plant in Kiryat Gat, amounted to $3.8 billion in 2013, down from $4.6 billion the year before.



In its 40 years in Israel, Intel has invested $10.8 billion in plants and development centers and received $1.5 billion in grants. It employs nearly 10,000 people in the Jewish state.

WORLD NEWS: Military Says Bashir was Killed Not Shekau

A military source has said that the top Boko Haram figure killed in a recent operation was one Bashir Mohammed, leader of the Islamist sect's Uye camp and not Abubakar Shekau as reported in the media, according to Saharareporters reports.



The Nigerian intelligence source revealed that Nigerian soldiers, not Cameroonian troops, had killed Bashir last Friday in a fierce battle against Boko Haram insurgents in Konduga, Borno State.



The intelligence source said Bashir had adopted Shekau's nom deguere and had been the person responsible for issuing video messages in recent times including the kidnap of over 200 school girls in Chibok, Borno State.



According to senior military and intelligence sources, the sect commander who has been mimicking Shekau in those videos was the one killed in Konduga on September 17, 2014 due to the striking resemblance in facial marks, beards and teeth.

HEALTHCARE NEWS: Why There is Shortage of Water in Lagos – LSWC

Lagos State Water Corporation has given reasons why some communities in the state has shortage of water, saying it recorded a shortfall of about 300 million gallons of water per day in the state, leading to shortage in some areas.



Its Group Managing Director (GMD), Mr Shayo Holloway said this in Lagos.



According to him, the reason for this deficit is the high population in the state with an average of five per cent estimated growth rate yearly.



"The total demand for water is 540 million gallons per day. The corporation has capacity of 210 million gallons per day leaving a deficit of 300 million gallons.



"The corporation is, however, working toward meeting the demands for water in the state," he said.



Holloway said that the state had started working on a road map to meet the water demands of Lagos residents.



He said that work had commenced on the Adiyan Phase II Waterworks Project which would be completed in 2016.



"The Adiyan project will add 70 million gallons of water per day to the existing 210 million gallons," Holloway said.



He said that the corporation also had a design for water works project in Badagry.



The GMD said that the Badagry Water works project would be constructed by a private firm through Public-Private Partnership (PPP).



Holloway said that the corporation had started discussions with an investor to develop the project which would produce 200 million gallons of water per day.

POLITICS NEWS: David Mark denies seeking postponement of 2015 election

The Senate President, David Mark, has denied calling for the reschedule of general elections next year over insecurity.



Mr. Mark came under attack weekend over his earlier comment that "there is no question of elections, it is not even on the table now. We are in a state of war".



Opposition party, All Progressives Congress, said the senate president may have spoken the mind of the government, whose intention the party said may be to shelve the polls over claims of insecurity.



The party said the statement reflects the thinking in government circles, even though the Senate President, having run into a wall of opposition over his unfortunate statement, has tried to step back from the comments.



"We in the APC saw this coming, and we have said it at several fora: That the Jonathan Administration has deliberately allowed the insurgency in the North-east, an opposition stronghold, to fester so he can cash in on it to get re-elected," the party said.



"Simply put, the Administration has been playing dirty politics with Boko Haram, at the expense of the lives and property of the citizenry and the well-being of the nation."



But in a statement Monday, Mr. Mark denied calling for the postponement of the 2015 election.



Mr. Mark said in the course of debate in the Senate chambers last week he had argued that the Boko Haram insurgency, which was the subject of the debate, must be addressed now and not election matters.



"I did not call for the forthcoming general election to be postponed," Mr. Mark was quoted in the statement as saying. The statement was signed by his Special Adviser, Media and Publicity, Kola Ologbondiyan, in Abuja.



The statement advised the APC to desist from "misleading" the public, denying that Mr. Mark made the comment last tuesday.

POLITICS NEWS: FG Provides N213bn Facility To Boost Power Generation – Madueke

The inter-agency initiative of the Federal Government aimed at ensuring efficient gas supply for power generation and finding a lasting solution to power supply challenges has announced a N213bn facility to help offset the legacy gas debts and address the revenue shortfall in the power sector.

The Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, who made the announcement at a joint press conference held by the Minister of Power, Prof Chinedu Nebo; Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele; and the Chairman of the Nigerian Electricity

Regulatory Commission (NERC), Dr. Sam Amadi; disclosed that the facility was tailored to address the three key challenges facing the power sector..

Mrs. Alison-Madueke listed the three key issues plaguing the power sector as identified by the inter-agency committee to include inadequate gas supply for power generation; misalignment between electricity tariff and the true cost of running electricity business; and the inability of power generation companies to reliably produce the electricity that is possible with reduced volumes of gas.

"With most of the operators having just acquired PHCN successor Generation Companies, they could hardly afford the reduced income due to the shortfall in revenues for reasons that I have just set out.

"The newly privatised companies have borne the brunt of these issues and consequent revenue shortfalls in revenue, since handover last November. This is hampering much needed investment in the sector and has slowed down efforts to improve electricity supply.

"This scenario, which existed for several years has now given way to recent reforms by the Goodluck Jonathan administration and, as a country, we can now address these issues with much more confidence that Nigerians will reap the dividends of increased electricity supply", the Minister stated.

Outlining the scope of the intervention that the N213bn facility is designed to address, Mrs. Alison-Madueke said the fund will be used to settle the legacy gas debts which stands at N36bn; execution of agreed metering programmes and procurement of transformers by distribution companies; and execution of maintenance programmes and procurement of equipment by generation companies.

The intervention fund which, according to the Minister, will be provided by the CBN in collaboration with deposit money banks, will be managed by a dedicated fund manager and beneficiary companies will repay loans obtained from the fund with a first-line charge on their revenues over a 10-year period.

"There will be a moratorium on repayment of the credit facility from the banks, by Distribution Companies, until electricity supply across the country improves. This will ensure that the cost of electricity for ordinary consumers continues to be at affordable levels", she announced.

Speaking further on the modalities for the operation of the intervention fund, the Minister said that Distribution Companies, Generation Companies and the Transmission Company will give commitments to deploy the funds to address specific challenges as preconditions for accessing the fund.

"They will also have to meet commitment to rapidly expand their networks. This will ensure that more Nigerians, especially in rural areas of the country, have access to electricity," she stated.

She expressed optimism that the new measures introduced by the inter-agency committee "will reset the economics of the electric power sector, boost investor confidence and lead to a rapid increase in electricity supply. We envisage stabilising output of power at 5000MW and indeed surpassing this short-term target early in 2015".

HEALTHCARE NEWS: Ebola Outbreak Contained in Nigeria – WHO

Two of the five countries affected by the world's worst ever Ebola outbreak are managing to halt the spread of the disease, the World Health Organization said on Monday, although the overall death toll rose to 2 793 out of 5 762 cases.



"On the whole, the outbreaks in Senegal and Nigeria are pretty much contained," a WHO statement said. There were no new deaths in Guinea, four in Sierra Leone and 39 in Liberia.





A separate Ebola outbreak has killed 40 people in Democratic Republic of Congo, where there have been 71 cases, it said in a statement on the situation as of September 18.

NEW TECHNOLOGY: New smartphone app gives sight to the blind

SAN FRANCISCO (Reuters) - Jonathan Mosen, who has been blind since birth, spent his evening snapping photos of packages in the mail, his son's school report and labels on bottles in the fridge. In seconds, he was listening to audio of the printed words the camera captured, courtesy of a new app on his Apple Inc iPhone.

"I couldn't believe how accurate it was," said Mosen, an assistive technology consultant from New Zealand.

The new app that allows blind people to listen to an audio readback of printed text is receiving rave reviews after its first day of availability and is being heralded as a life-changer by many people.

Blind people say the KNFB Reader app will enable a new level of engagement in everyday life, from reading menus in restaurants to browsing handouts in the classroom.

The $99 app is the result of a four decades-long relationship between the National Federation of the Blind and Ray Kurzweil, a well-known artificial-intelligence scientist and senior Google employee. According to its website, K-NFB Reading Technology Inc and Sensotec NV, a Belgium-based company, led the technical development of the app.

Kurzweil, who demonstrated the app on stage at the NFB's annual convention in June, said it can replace a "sighted adviser".

Taking advantage of new pattern recognition and image- processing technology as well as new smartphone hardware, the app allows users to adjust or tilt the camera, and reads printed materials out loud. People with refreshable Braille displays can now snap pictures of print documents and display them in Braille near-instantaneously, said NFB spokesman Chris Danielsen.

The app has already given some people greater independence, users said on Thursday and Friday on social-media sites such as Twitter. One early adopter, Gordon Luke, tweeted that he was able to use the app to read his polling card for the Scottish Referendum.

The app will be available on Android in the coming months, Kurzweil told Reuters in an interview. He may also explore a version of the app for Google Glass, a postage stamp-sized computer screen that attaches to eyeglass frames and is capable of taking photos, recording video and playing sound.

"Google Glass makes sense because you direct the camera with your head," Kurzweil said.

Kurzweil started working on so-called "reading machines" in the early 1970s after chatting on a plane with a blind person who voiced frustrations with the lack of optical-recognition technology on the market.

A few years later, "Kurzweil burst into the National Federation of the Blind's offices in Washington, D.C., and said he had invented a reading machine," recalled Jim Gashel, a former NFB employee who currently heads business development at KNFB Reader. "It was phenomenal."

Kurzweil's first reading machine was the size of a washing machine and cost $50,000. The technology has continued to improve over the past few decades - the new smartphone app can recognize and translate print between different languages and scan PowerPoint slides up to 25 feet (7.6 meters) away - but it was not available on a mainstream mobile device until now.

Previously, it cost more than $1,000 to use the software with a Nokia cell phone and a camera.

The app's release comes at a time when the technology industry has faced criticism for being too focused on making what some deem frivolous products such as apps for sharing photos and video games, as well as for intruding into people's personal privacy.

In San Francisco, activists have blocked commuter buses operated by companies such as Google and Apple, and picketed the homes of some tech company executives for driving up the cost of living and not doing enough to help fix the city's problems.

San Francisco-based Bryan Bashin, executive director of the non-profit Lighthouse for the Blind and Visually Impaired, said the KNFB app shows the positive and profound impact that technology can have.

"There are innumerable times in life that I'll have a bit of print and there will be nobody around who can help me out, and I'll just want to know something as simple as 'Is this packet decaf or caffeinated coffee?'" Bashin said.

"The ability to do this easily with something that fits in your pocket at lightning speed will certainly be a game changer."

TECHNOLOGY Alibaba IPO underwriters earn $300 million in fees, 1.2 percent of deal

HONG KONG (Reuters) - Banks handling the initial public offering of Alibaba Group Holding Ltd are set to earn $300.4 million in underwriting commissions, the Chinese e-commerce giant said in a securities filing on Monday.



The fees are equivalent to 1.2 percent of the total deal, which reached $25 billion after underwriters exercised an option to sell additional shares.



The company will pay $121.8 million in fees, while selling shareholders are set to pay another $178.6 million, according to the filing.



Citigroup Inc, Credit Suisse Group AG, Deutsche Bank, Goldman Sachs Group Inc, JPMorgan Chase & Co and Morgan Stanley acted as joint bookrunners of the IPO.

GAMING: Sony PlayStation TV to hit stores on October 14

(Reuters) - Sony Corp said PlayStation TV set-top box, which allows users to access movies and TV episodes from the PlayStation store, will hit stores in the United States and Canada on Oct. 14.



The price for a standalone PlayStation TV (PS TV) is $99.99, the company wrote in a blog. For $139.99, customers can get a wireless controller, an 8 GB memory card and "The Lego Movie" videogame along with the PS TV.



Around 700 games will be available to PS TV users, including "Metal Gear Solid" and the franchise "Killzone: Mercenary".



PS TV was released in Japan and other Asian countries under the name "PlayStation Vita TV" last fall. Sony is trying to expand its entertainment network services to compete against players like Amazon.com Inc.



Sony did not say when it will launch its online TV service.



The company signed a deal earlier this month to carry 22 Viacom Inc channels, including Comedy Central and MTV, on its planned online TV.



PlayStation boss Shaun Layden told tech blog Re/code in June the company was "on track" to unveil its product some time this year.



Sony's web TV service will join the ranks of an already crowded market with devices from Apple Inc, Amazon.com Inc and Roku.

BUSINESS NEWS: Alibaba IPO ranks as world's biggest after additional shares sold

HONG KONG (Reuters) - Alibaba's initial public offering now ranks as the world's biggest at $25 billion, netting underwriters of the sale a more than $300 million windfall after the e-commerce giant and some shareholders parted with additional shares.



The fees are equivalent to 1.2 percent of the total deal, with Alibaba paying $121.8 million in commissions. Selling shareholders are set to pay another $178.6 million, according to a filing with the U.S. Securities and Exchange Commission on Monday.



Overwhelming demand saw the IPO initially raise $21.8 billion, and then sent Alibaba Group Holding Ltd's stock surging 38 percent in its debut on Friday. That prompted underwriters to exercise an option to sell an additional 48 million shares, a source with direct knowledge of the deal said.



That means the IPO has surpassed a previous global record set by Agricultural Bank of China Ltd in 2010, when the lender raised $22.1 billion.



According to its prospectus, Alibaba had agreed to sell 26.1 million additional shares under the option, and Yahoo Inc an additional 18.3 million, netting the two companies an extra $1.8 billion and $1.2 billion respectively.



Alibaba's Jack Ma had agreed under the same option to sell an extra 2.7 million shares and company co-founder Joe Tsai agreed to 902,782 additional shares.



The source declined to be identified as the details of the additional sale have yet to be made official.



Alibaba declined to comment.



Citigroup Inc, Credit Suisse Group AG, Deutsche Bank, Goldman Sachs Group Inc, JPMorgan Chase & Co and Morgan Stanley acted as joint bookrunners of the IPO.



Rothschild was hired as Alibaba's independent financial advisor on the deal.

TECHNOLOGY NEWS: N.Y. financial regulator says to focus on cyber security

NEW YORK (Reuters) - New York's financial regulator said on Monday his agency will focus on cyber security over the next year, saying the possibility of a systemic attack to the financial system is one thing that keeps him awake at night.

"It is impossible to take it seriously enough," said Benjamin Lawsky, superintendent of the Department of Financial Services (DFS) for the state of New York.

Cyberterrorism is "the most significant issue DFS will work on in the next year," he said, speaking at a Bloomberg Markets event at the Museum of Jewish Heritage in lower Manhattan.

A series of prominent cyber attacks this year has underscored how vulnerable much data has become. Just this month Home Depot revealed some 56 million payment cards were likely compromised in a cyber attack at its stores, dwarfing another recent high-profile attack at retailer Target.

Banks, too, have not come away unscathed. JPMorgan Chase & Co said last month that it is investigating a possible cyber attack and working with law enforcement authorities to determine the scope.

A report earlier this year by DFS on cyber security in the banking sector found that most institutions surveyed have come under cyber attack at some point in the past three years. The attacks came irrespective of the institutions' sizes, highlighting how prevalent an issue hacking has become.

"I worry that we're going to have some major cyber event in the financial system that's going to cause us all to shudder," said Lawsky, who regulates both banks and insurance companies.

Lawsky noted that, while there's a role for policy makers and legislators to address the issue, the public sector also may be able to prod the private sector to take steps to better handle the risk.

"We need to think about ways to incentivize the market participants to do more to protect themselves from attacks," Lawsky said.

He noted the rising market for cyber attack insurance, still in its relative infancy. That, in turn, could help companies improve their internal systems to fight such breaches, as those efforts could help them secure policies.

"It's a bargain if we harden our systems now and protect against something more catastrophic," Lawsky said. "It is a great deal in my view. Once there is major event, everyone suffers. We're going to pay for it either now or then."

TECHNOLOGY Alibaba shares surge 46 percent in their debut

(Reuters) - Alibaba Group Holding Ltd's (BABA.N) shares rose as much as 46 percent in their first day of trading on Friday, lifting the Chinese online retailer's value to $244 billion.



The company's initial public offering, on track to be the biggest ever if underwriters exercise their option to sell more shares, will help fund Alibaba's expansion in the United States and elsewhere.



The sale raised more than $8.2 billion for the company after fees for underwriters, and about $13 billion for major shareholders.



Alibaba's shares were trading at $99 on the New York Stock Exchange at 11:58 a.m. ET, versus the IPO price of $68.

TECHNOLOGY Alibaba seeing unmatched orders at top of range: NYSE exec on CNBC

NEW YORK (Reuters) - The head of the New York Stock Exchange's listing business said on CNBC on Friday that millions of orders in Alibaba Group Holdings Ltd (BABA.N) at the high end of the indicated range have not yet been matched.



Scott Cutler also told CNBC that the opening trades in Alibaba Group Holdings Ltd. (BABA.N) were expected shortly, some time after 11:15 a.m. EDT.



Cutler told CNBC that 25 million orders had been paired between buyers and sellers at high end of the stock's indicated range, which at the time of his remarks was $87 to $89.



Since his comments, the indicated range has risen to between $89 and $91 a share compared with its initial public offering price of $68.

UEFA.com: President, how would you describe the day for you? It all started with a dream, with an idea, to unify Europe like this …



Michel Platini: Well, as soon as the Congress and the Executive Committee approved hosting the EURO over the whole of Europe, there was a process that was triggered until today. Now we will need to implement the rules concerning the organisation in 2020.



I think it is a great opportunity. People are starting to understand that it is a good thing to give it to countries who would never host a [whole] EURO or would never participate in such an event, to be able to host four games and be part of the big festival of European football. Whether it's in the north, south, east or west, Europe is a big continent with a lot of diversity. It will be great to see how the 'engine' of football works.



UEFA.com: In the end it was London that was chosen to host the final and semi-finals. What do you think this city will bring to the EURO; what does it offer?



Michel Platini: There were a few very festive cities which could host a great festival for the European national associations for a week. Now London in 2020 will be the capital of European football for the last week.



I hope it will be a celebration of football. I wanted to have the semi-finals and final in the same city in order to have something festive and wonderful and so that people spend a great moment, not only football-wise but also to 'enjoy the life'.



UEFA.com: What would you say to football fans around Europe about this tournament?



Michel Platini: That we are bringing the EURO to their doors. Usually they travel to see the EURO; now we are bringing it to their doors, and in almost the whole of Europe.

We came here to play our attacking game, and for 60 minutes we played good football, created a lot chances and took a 2-0 lead. After their goal, Panathinaikos came back strongly and we had to be determined but in the end we held on and got the win we deserved.

I saw straight away that Aleksandr Kokorin was running through and it was pure instinct – I knew I had to play a first-time pass and it was great the way it came off; a very good combination for us.

Once it went to 2-1, the crowd really turned up the volume to help their team, but actually it's nice to play in that kind of atmosphere. It's a real positive for us that we managed to get the result we did when the pressure was on. It's so important to get a win in the first game, especially when you are away from home, and  this sets us up nicely for the next game where we'll hope to continue to play our way and get another win.

Alexander Büttner, Dinamo defender
We played really good football. We were the stronger team and had chances to score even more goals. But we didn't manage to do that and actually made things more difficult for ourselves by conceding. But the most important thing was to hold and get the win.

We are a strong team that plays attacking football. We like to attack down the left because myself and Balázs Dzsudzsák play there. It's good to play with him because we have a good understanding and combine well. Sometimes he comes inside and I go wide and vice versa.

[Dinamo's next match against PSV Eindhoven] will be a great game. I'm really looking forward to that one because it's always nice to come up against clubs from my home country

Thanasis Dinas, Panathinaikos midfielder
Our supporters came here wanting a win and although they helped us so much, we just couldn't do it for them. We had a specific tactical plan which we followed all the way and worked hard to execute, but it wasn't to be. Nothing less than victory in Portugal against Estoril Praia will do for us now. We'll got there and try and impose our game on them to win it.

Giannis Anastasiou, Panathinaikos coach
We were playing against the best team in the group and it showed. Still, we have a bitter taste in our mouths about the result because – although the Russian side controlled much of the game – tactically we were OK and created some clear chances. We paid the price for the difference in individual quality that some of their players have. We know we are not a super team, but we are an improving team that will get better very soon.

TECHNOLOGY NEWS: Apple sells more than 10 million new iPhones in first three days

(Reuters) - Apple Inc said it sold more than 10 million iPhones in the first weekend after its new models went on sale on Friday, underscoring strong demand for phones with larger displays.

Chief Executive Tim Cook said the company could have sold even more iPhone 6 and iPhone 6 Plus models if supplies had been available.

Analysts had estimated first-weekend sales of up to 10 million iPhones, after Apple booked record pre-orders of 4 million on Sept. 12, the day pre-orders opened.

Apple's shares were little changed at $100.98 in afternoon trading on the Nasdaq on Monday.

The company's first-quarter revenue is likely to be 9 percent higher than Wall Street estimates, based on reported sales and projected demand for the new iPhones, Piper Jaffray & Co analyst Gene Munster wrote in a note.

Munster said he expected earnings per share to be 12 percent higher than estimates.

"Despite the supply chain constraints around the iPhone 6 Plus and tightness around certain models of the iPhone 6, we believe (Monday's) strong print demonstrates that Apple executed extremely well in the face of severe supply constraints," Cantor Fitzgerald analyst Brian White wrote in a note.

First-day pre-orders for the new phones, which went on sale in 10 countries, far surpassed the 2 million recorded for the iPhone 5 model two years ago.

"While our team managed the manufacturing ramp better than ever before, we could have sold many more iPhones with greater supply and we are working hard to fill orders as quickly as possible," Cook said in a statement.

Apple sold 9 million iPhone 5S and 5C models last year in 11 countries, including China, in the first weekend they were available.

Sales of the latest models in China, the world's largest smartphone market, have been delayed by regulatory issues.

Lured by the prospect of profit from smuggling the new iPhones into China, opportunists joined the scores of fans outside Apple stores to buy the devices.

Police in New Haven, Connecticut said fights broke out among customers believed to be rival groups of Chinese men and women who were apparently trying to buy as many iPhones as possible to resell them at a significant mark-up in China.

Three people were arrested, one of whom suffered a small cut to his forehead and was treated in hospital.

"Store managers have phoned several times to report fights and ill-behaved line waiters," the New Haven Police Department said in a statement.

Apple said last week that many U.S. customers would have to wait until next month for their new iPhones due to strong demand. The company routinely faces iPhone supply constraints, particularly in years that involve a re-design.

The new iPhones will be available in 20 more countries on Sept. 26, Apple said.

The company sold 5 million iPhone 5 handsets, 4 million iPhone 4S models and 1.7 million iPhone 4 units during the first weekend.

The shipment levels of iPhone 6 and iPhone 6 Plus are positive, given that the new models are not initially available in China, Stifel Nicolaus & Co analyst Aaron Rakers wrote in a note.

Rakers noted that the latest models would be available in 115 countries by the end of this year compared with 100 for iPhone 5S and 5C.
