Job Profile:

Qualifications/Experience:

• Must have minimum of 3 years experience in implementing monitoring and evaluation of health and related programmes.
• Must have considerable expertise in mixed-methods (qualitative and quantitative) M&E and research. S/He must possess ability to analyse and interpret both quantitative and qualitative data to inform programming.
• Must have intermediate knowledge of SPSS or STATA or Epi Info/CS Pro.
• Knowledge of DHIS, MS-Access or other compatible database software will be of added advantage.

• The Resettlement and Community Relations Superintendent will represent the Consortium amongst local communities and other key local stakeholders and act as a key member of the team ensuring the project’s compliance with relevant international and local social performance standards.
• The Resettlement and Community Relations Superintendent will establish and maintain respectful relationships with relevant local communities, via regular meetings, consultation and site visits.
• In conjunction with the Social Performance Team, The Resettlement and Community Relations Superintendent will guide and advise the eligibility to entitlements for displaced persons in respect to land and assets in the project area and to prevent opportunistic/ fraudulent claims for entitlements. He/she should support in identifying and registering the affected population by residence or locality in order to establish a list of legitimate beneficiaries as well on replacement cost and compensation rates for all categories of affected assets and structures.
• In order to be successful, the Resettlement and Community Relations Superintendent will build up and maintain excellent relationships with key stakeholder groups like physically and/or economically displaced persons, host communities, community organizations, youth group and women’s groups, NGO’s and relevant government agencies responsible for approving and implementing resettlement plans.

Who we are looking for:
• Post-graduate qualification in social science, anthropology, natural resource management or a related discipline.
• 5 years working experience in a relevant area including experience playing a key role within a major resettlement project in areas with customary land ownership.
• Experience in working with international standards relevant to resettlement (e.g. IFC Performance Standard 5).
• Experience of managing engagement with local and national government institutes and representatives, regulators and communities on resettlement issues.
• Strong track record in building successful relationships and securing alignment between multiple stakeholders.

Egypt charges 200 Islamist militants with bombings, other violence

Egypt's public prosecutor charged 200 suspected Islamist militants on Saturday with "founding, leading and joining a terrorist organization" and launching bomb and rocket attacks across the country, Reuters reported.

The accused belong to Ansar Bayt al-Maqdis , or Supporters of Jerusalem , a group that has claimed some of the deadliest attacks of the last nine months and is listed as a terrorist organization by the United States .

The prosecutor's statement said 102 of those charged were in government custody with the rest on the run.

Militant violence has spiraled in the Sinai Peninsula , Cairo and other cities since the army toppled Islamist president Mohamed Mursi last July after mass protests against his rule.

The army-backed government accuses Mursi's Muslim Brotherhood of perpetrating violence. The group says it is committed to non-violence.

Abdel Fattah al-Sisi , the former army chief who led Mursi's ousting and is widely expected to win a presidential election this month, has said the Brotherhood would cease to exist during his presidency.

The prosecutor's statement said the charges related to 51 attacks that killed 40 policemen and 15 civilians, including a car bomb at a security compound in central Cairo in January and an attempt to kill the interior minister in September.

According to government figures, around 500 people have been killed in such attacks, mostly policemen and soldiers.

Saturday's statement called Ansar Bayt al-Maqdis "the most dangerous terrorist organization" and said it had collaborated with al-Qaeda and Palestinian group Hamas .

It said investigations of the suspects showed Mursi had struck a deal with the group to refrain from attacks during his presidency in exchange for pardoning any members of the group.

Mursi, in government custody since his ousting, is charged in several cases including one in which he is accused of conspiring with Hamas to break out of jail in 2011 during the uprising against Hosni Mubarak .

An Egyptian court sentenced more than 1,000 Brotherhood supporters to death in two cases this year on charges including inciting violence that followed Mursi's overthrow. Foreign governments and human rights groups have expressed alarm over the rulings.

Small Texas town’s officials fire police officer who fatally shot 93-year-old armed woman

HEARNE, Texas – Officials in a small Central Texas town have decided to fire a police officer who shot and killed an armed 93-year-old woman during a confrontation at her home.



The city council unanimously voted Saturday to fire Officer Stephen Stem , who shot and killed Pearlie Golden on Tuesday, KBTX-TV reports. The vote took less than 30 minutes.



Hearne Mayor Ruben Gomez had told demonstrators he would recommend Stem's dismissal.



Texas Rangers are investigating the shooting.



Golden's nephew, Roy Jones , told KBTX-TV on Friday that his aunt became upset when she was denied a driver's license renewal, and she armed herself.



Jones says he called police and his aunt fired two shots into the ground before the officer shot her.



Stem's attorney has said his client's actions were justified.

PARAMUS, N.J. (AP) — Authorities believe a car fire may have led to reports of gunshots at the same New Jersey mall where a man killed himself last year.



The Garden State Plaza was evacuated Saturday night following reports of gunfire.



But New Jersey State Police Capt. Stephen Jones says investigators have found no evidence that any shots were fired. Police are going through the building to rule out any threat.



Twenty-six-year-old Wyckoff resident Brittany Berdy says she saw the burning car outside the mall while at dinner. She went outside and heard the tires explode, a sound she likened to gunshots. The evacuation started shortly after.



In November, a 20-year-old Teaneck man fired shots inside the mall, terrifying shoppers and employees before killing himself.

Two dead, one missing after hot air balloon catches fire in Virginia

(Reuters) - Two people were killed and another was missing after a hot air balloon hit a power line and caught fire over Virginia during a festival as horrified witnesses watched from below, police said on Saturday.

Authorities conducted a search in the air and with more than 100 people on the ground for the third person who was in the balloon's basket at the time of the Friday evening accident about 30 miles north of Richmond.

"We still have not located the basket or the balloon. We do continue to keep finding debris and various items that would have been on the hot air balloon," Virginia State Police spokeswoman Corinne Geller told a news conference.

Witnesses posted photos online showing a balloon in mid-air with its basket engulfed in flames and a trail of smoke spilling into the sky.

Two explosions were heard coming from the aircraft, and the gondola separated from the balloon and fell, Geller said.

Witnesses reported hearing screams from those on board the balloon.

"They were just screaming for anybody to help them," local resident Carrie Hager-Bradley told a local NBC affiliate.

Geller said there were eyewitness reports that two people were seen tumbling from the basket after the balloon caught fire, but that it was unclear if they fell or jumped.

Police have not identified the three victims.

Two other balloons had landed safely at a designated landing site before the accident with the third balloon, Geller said.

When the sun set, authorities suspended the search for the third person until daybreak on Sunday, Geller said. They had combed through a heavily wooded area with thick underbrush, measuring 3 miles in length, she said.

Two women's basketball officials at the University of Richmond were among the three people aboard the balloon, the university said in a statement.

They were associate head coach Ginny Doyle, a former basketball star at the University of Richmond who graduated in 1992, and director of basketball operations Natalie Lewis, who was a championship swimmer at the school and graduated in 2011, the statement said.

Police could not confirm which of the three people on board the balloon was still missing and which two were confirmed dead.

More than 20 hot air balloon teams from across the United States were to take part at The Meadow Event Park in Caroline County. The Saturday and Sunday events were canceled.

The Federal Aviation Administration and the National Transportation Safety Board were investigating the accident.

Not again Tornado damages or destroys hundreds of homes in Missouri town

KANSAS CITY, Missouri (Reuters) - A tornado destroyed or damaged 200 to 300 homes in a small town east of Kansas City, Missouri, on Saturday but caused no injuries, officials reported.



The tornado touched down in Orrick, Missouri, at 5:45 p.m., damaging a school and a Baptist church, said Collin Stosberg, public information officer for the Missouri State Highway Patrol.



Television news footage showed homes with roof and interior damage and others with only their shell standing. The twister flattened other buildings, felled large trees and flipped over cars and campers.



Stosberg said police who saw threatening skies and a tornado taking shape were able to sound sirens 10-to-15 minutes before the twister hit.



"It gave people time to seek shelter," Stosberg said, adding that the advance warnings likely prevented injuries.



Orrick, a town of about 820 people, lies some 30 miles northeast of downtown Kansas City.



Less than two hours later, another apparent tornado touched down about 60 miles to the east near Marshall, Missouri,



Fire Chief Tony Day said.



Two barns were flattened and trees and power lines were toppled in rural areas near the towns of Slater and Arrow Rock, but no injuries were reported.

Egypt charges 200 Islamist militants with bombings, other violence

Egypt's public prosecutor charged 200 suspected Islamist militants on Saturday with "founding, leading and joining a terrorist organization" and launching bomb and rocket attacks across the country, Reuters reported.

The accused belong to Ansar Bayt al-Maqdis , or Supporters of Jerusalem , a group that has claimed some of the deadliest attacks of the last nine months and is listed as a terrorist organization by the United States .

The prosecutor's statement said 102 of those charged were in government custody with the rest on the run.

Militant violence has spiraled in the Sinai Peninsula , Cairo and other cities since the army toppled Islamist president Mohamed Mursi last July after mass protests against his rule.

How do female soldiers feel about frontline combat?

Unlike armed forces in many other countries including the US, the British Army does not currently allow it.

But a review to consider changing this has been brought forward from 2018 to this year - and the defence secretary says he wants to send a signal that the military is open to "all" who meet its standards.

Here female soldiers give their views on the issue.


Naomi Borrows, who served in the Army Air Corps and the Military Provost Guard Service while in the Army from 1997-2007, said she was "bewildered" by the "fuss" over women taking combat roles, though she said they should serve in other Army units first.

"It's pretty much down to a woman that we are not speaking Latin today," she said, referring to Boudicca, queen of the Iceni people of eastern England, who led a major uprising against Roman forces almost 2,000 years ago.

Miss Borrows said she saw no reason why women should not serve in close-combat roles if they were "physically capable".

As ground crew in the Army Air Corps, she said her role could have required her to go "beyond the frontline" to refuel helicopters.

She said there was "no doubt" most women were not as strong as men, but there were some "scary, terrifying women" in the Army capable of frontline combat roles.

The Army was "chauvinistic" and was a hard place for women to thrive, she said, adding: "You've got to work twice as hard to be considered half as good."

But she said when work needed to be done "I would forget that they were men and they would forget that I was a woman".


Holly Mellors, a communications specialist currently in the Army, does not think women should fight in close combat.

"I don't know why they have brought this forward," she said.

"It will cost the government lots of money in accommodation because men have to be separate to women.

"I'm a fit female, but to carry 40kg (six stone) in an infantry role is quite hard.

"Women think they can carry it, they think they are stronger than they actually are, but if they were on a tour the men would probably end up having to pick up the slack and carry their stuff.

"It is not fair and makes the section weaker."

She added: "I've been in the Army for six years and in that time I've met about six to 10 girls, out of hundreds, that could hack it in the infantry."

Women serve in many frontline roles in the British Army already
Brigadier Nicky Moffat, the highest-ranking woman in the Army until her retirement in 2012, said women should be allowed to take close-combat roles if they met the required standards.


She said many women were "serving on the frontline already" as engineers, attack helicopter pilots, bomb disposal officers and in other roles.

She said only a "limited number" of women would want to join the infantry and armoured units.

"I'm also pretty sure that there will not be that many women who will meet the necessary physically demanding standards," she said.

"Those standards, of course, mustn't be lowered.

"Women and men should be judged on the same standards and those that pass - whether male or female - in my view should have the opportunity to serve their country in those roles."


Major Judith Webb, who retired from the Army in 1986, said women should not be allowed to serve in combat infantry units.


She said women were "different physiologically", adding: "It's not an argument that we have got to protect our women folk.

"What we don't want is to reduce the standards of effectiveness by reducing the fitness standards across the board.

"If you are going to have women in direct combat they have got to meet the same physical standards."

Major Webb said the "occasional woman" might do that, but warned that would lead to calls for more women to follow - resulting in standards being lowered to promote equality.

She said the lack of any impetus to get women playing in men's rugby teams demonstrated why women should not be sent into close combat.

But she called for more women to be appointed to senior army roles.


Rosalynd Saxton, who served in Kosovo, Bosnia and Iraq with the Adjutant General's Corps (Staff and Personnel Support Branch), said women should have the option of serving in close combat roles.

Women already serve on the "front line", she said, for example in providing medical care and carrying out bomb disposals.

Miss Saxton said fears that women would not be physically strong enough for combat roles were being overplayed by the media, saying many would have already passed the relevant fitness tests.

"A lot of females are already as fit as the men and many are fitter," she said.

She added: "I also think there is an issue with the serving men in the front line roles, in that it will be them that have a problem serving with a female on equal terms as it may be them that make the female a liability and not the female herself."

Now am here to defend her as my Mother and by virtue the mother of all Nigerians in this dispensation, She called a security meeting to contribute her own quota to finding lasting peace that is gradually evading us Nigerians as a nation, I do know she has no right to summon theHead of the various military agencies, but she did had a security meeting…which those concerned ought to attend which they failed to attend for some political reasons.

And you know Mama Peace is not a pretender, she says things the way she feels it, if you like lie about stuffs to cover for her, when ever she grabs the mantle she have this penchant of contradicting lies told to the general public, but what disgust me is the way many prominent Nigerians has castigated her in the last few days… starting with the Prof. Wole Soyinka to the last man out there who thinks they are well versed over the usage of English.

The way folks undermined her prompted me to challenge and defend her because of the simple truth which is we all have mothers and no one would fold his hands and allow their mothers disrespected the way we have done lately.

Way back in school the brightest student in our class have this same problem with ‘Spoken English’, the way he abuse the language with mother tongue interference will make one believe he is an Illiterate but he isnt, when you try him in other sphere you will be amazed that he is a genuis in obscurity.

Let’s not forget the language we speak is borrowed and nobody can claim ownership including the originators of the language, over the years many countries are adopting their own pattern of English, in years to come maybe we might jus have our own peculiar unique Nigerian English, so before we start abusing the First Lady over some western Pedagogical concept, let us pause for a while and criticize with good intentions not this malicious wickedness that has been trending online lately.

Nigerian President Jonathan Says “I No Longer Sleep With My Two Eyes Closed”

“Nigerians, I No Longer Sleep With My Two Eyes Closed” – President Jonathan Reveals


President Jonathan today revealed that since the abduction of the Chibok girls on April 14th, he does not sleep with his two eyes closed anymore. The president made this remark during the closing media conference of the just concluded World Economic Forum Africa today. What he said below…
“Let me also use this unique opportunity to thank all of you who have shown commitment and concern those of you in Nigeria and those of you outside this country to continue to press on that these terrorists must bring back our girls and they have no choice because I am quite pleased that the whole
world is signing the same message that they must bring back our girls.
There is no where they will take this girls to, they have no hiding place, we must work with the global community that is quite keen to make sure that we bring back this girls.
We plead with the parents as a father and the President of this country, I feel pained and I don’t sleep with my two eyes closed and I will not sleep with my two eyes closed until these girls are brought safely back to their parents.
I thank you for all the concern, for all the sentiments, communications you are putting across to the rest of the world about what we are doing and of course where the world wants to support us.” he said.
Meanwhile an Amnesty International report
released today, May 9th, states that the Nigerian military was notified of the Boko Haram attack four hours before they arrived the Government Girls Secondary School where they abducted the young girls.
According to Makmid Kamara, the Nigeria
researcher for Amnesty International, indigenes of Chibok community who spoke with Amnesty officials on the condition of anonymity said they had informed military personnel in the area around 7pm that evening of a pending attack by Boko Haram but no one mobilized for military backup until the Boko Haram men came calling at 11:45pm
“We received information and we spoke to a senior Nigerian military officer, who spoke to us on condition of anonymity, that they had received intelligence reports, even before local authorities and politicians got the information, that gunmen were on their way to the Chibok town”
“When I spoke to one of the senior military
officials, they informed me that they [had] informed their superiors, and requested for reinforcement.
But the reinforcement did not come.” By the time the Boko Haram men came, only 17 soldiers were on ground and they could not withstand the emissaries the Islamic sect men came with.
“Only 17 troops were there to face the attack and they were outgunned and outnumbered. They had to flee for their lives together with some other villagers who fled to the bush,” Kamara said.
