Iran is ready to assist the Iraqi government in its battle against extremist Sunni Islamists, President Hassan Rouhani has said.
But he denied Iran had sent troops into Iraq to help bolster Iraqi government forces' defences.
The insurgents - from the Islamic State in Iraq and the Levant (ISIS) - have seized the cities of Mosul and Tikrit and are moving closer to Baghdad.
They regard Iraq's Shia majority as "infidels".
Iran has close ties with the Shia-dominated Iraqi leadership which came to power after the toppling of President Saddam Hussein, whose powerbase was the country's Sunni minority.
ISIS is a hardline Islamist militant group that grew during the US-led occupation and is one of several jihadist militias fighting the rule of Bashar al-Assad in neighbouring Syria.
"If the Iraqi government asks us for help, we may provide any assistance the Iraqi nation would like us to provide in the fight against terrorism," said President Rouhani at a news conference to mark the first anniversary of his victory in Shia Iran's presidential election.
"However, the engagement of Iranian forces has not been discussed. Providing help and being engaged in operations are different."
He added that so far the Iraqi government had not requested help from Iran.
And President Rouhani did not completely rule out co-operating with Iran's traditional foe the United States in combating ISIS: "We can think about if we see America starts confronting the terrorist groups in Iraq or elsewhere."
According to unnamed sources in both the the Wall Street Journal and CNN, Iran has already sent several elite units of its Revolutionary Guard to help Iraq, but Iranian officials have denied this.
'Threat to America'
US President Barack Obama has said he will take several days to decide what action to take over Iraq, but that no US troops will be deployed there.
Any US involvement "has to be joined by a serious and sincere effort by Iraq's leaders to set aside sectarian differences", he said.
Barack Obama: "The US will do our part, but understand that ultimately it is up to the Iraqis as a sovereign nation to solve their problems."
Mr Obama told reporters that ISIS represented a danger not just to Iraq and its people but that "it could pose a threat eventually to American interests as well".
He said Iraq needed additional support to "break the momentum of extremist groups and bolster the capabilities of Iraqi security forces".
'Fight terrorists'
Iraq's most senior Shia cleric has issued a call to arms to fellow Shias.
The message from Grand Ayatollah Ali al-Sistani, which was read out at Friday prayers in Karbala, said: "Citizens who are able to bear arms and fight terrorists, defending their country and their people and their holy places, should volunteer and join the security forces to achieve this holy purpose."
There are reports that thousands have already joined Shia militias, which could play a crucial role in the defence of Baghdad, says the BBC's Richard Galpin who is in the city.

After taking Mosul late Monday, and then Saddam Hussein's hometown of Tikrit, the Sunni militants pressed south into the ethnically divided Diyala province.
On Friday, they battled Shia fighters near Muqdadiya, just 80km ( 50 miles) from Baghdad's city limits.
Reinforcements from both the Iraqi army and Shia militias have arrived in the city of Samarra, where fighters loyal to ISIS are trying to enter from the north.
How strong is Iraq's army?
In Geneva, UN human rights chief Navi Pillay warned of "summary executions and extrajudicial killings" and said the number killed in recent days might be in the hundreds.
The International Organization for Migration estimates that 40,000 people have fled Tikrit and Samarra, adding to the 500,000 people who are already believed to have left Mosul.
Many who have fled have crossed into the autonomous Kurdish region.
The Kurdish leaders have used the current fighting to take control of territory they have sought to rule for decades, such as the strategic districts of Saadiyah and Jalawla.
Analysts say the violence could end in Iraq being further partitioned into Sunni, Shia and Kurdish zones.

2. Customers that correctly select the following shall be eligible to receive the corresponding prize:

How to win?
1. You can comment on this thread until 4pm on Thursday 18th of June, matching the fixture to the number i.e. 1 = Australia vs Holland and for each fixture, predict if it will end in a home win (H), draw (D) or away win (A).
Please remember;
H = Home win
D = Draw
A = Away win
2. The scores at the end of normal play is taken as the final result, extra time is not included. i.e 1.A = Brazil indicates you predict that Holland will win away against Australia.
This is quite simple; just get all your predictions correct and you stand a chance of winning the sum of N500, 000. If there are multiple winners, they all will be duly rewarded. The PRIZE Money will be shared if we have multiple winners.
Example: 1 = A, 2 = D, 3 = A, 4 = H, 5 A, 6 = A, 7 = A, 8 = H, 9 = H, 10 = H, 11 = A, 12 = H, 13 = A, 14 = D, 15 = A

Winners of Classic 15 for ROUND 1 will be made known on 18th and ROUND 2 fixtures will be published on the 18th of June 2014.
ROUND 2 winners will be published by 23rd of June and POOL C fixtures will be published on same day.
ROUND 3 winners will be made public on the 27th of June 2014.
2. Customers that correctly select the following shall be eligible to receive the corresponding prize:
*** The match result (home win, draw, or away win) of all 15 matches to 'clear the jackpot' or win a share of the Jackpot Pool i.e The Jackpot is cleared at this point and the Pool re-loaded to the tune of N500,000
*** The match result of any 14 of the 15 matches to win the consolation prize or get a share of the consolation dividend which is 30% of the Jackpot pool
*** In the event of no one scoring 14/15 correctly, the match result of any 13 of the 15 matches to win or be part-winners of a share of the consolation dividend which amounts to 30% of the Jackpot pool.
In the event that for each round, there is no ultimate winner or winners, the roll-over sum will be added to the guaranteed pool for the next round, effectively increasing the amount that can be won in the next round.
3. All matches will be settled on the official result after 90 minutes of play, including any 'injury time'. Extra time and penalty shoot-outs shall not be included

In an interview with Vice, the FCC said that its comments page was compromised by a database denial of service (DoS) attack. The FCC's public comment system, which is said to be 17 years old, was disabled for several hours, thereby preventing people from submitting filings.
A database DoS attack is different from the common type of DoS attacks because it affects the infrastructure that the website runs on. According to Vice, instead of overwhelming the FCC page by introducing too many meaningless connections, the hackers were said to have held up the system by repeatedly adding comments and then executing searches for records. This method is known to introduce "dead record locks," which locks up the system when multiple users try to view or edit the same record.
"We received a surge in the volume of visits to our electronic comment filing system last week," FCC spokesperson Kim Hart told Vice. "A byproduct of the high volume was what is known as a 'dead record lock,' where connections in the database create record lock contention and eventually cause the system to freeze. This created difficulty for people trying to submit and search for filed comments."
The FCC also revealed that its electronic comment filing system (ECFS) experienced an upsurge in Internet traffic that amounted to 10-fold the volume that the website typically handles. From June 2-6 (Oliver's show aired on June 1), the number of dead record locks in the system also increased by 40 times the usual number of incidents.
In an almost comical turn of events, the FCC later denied what it said, telling Engadget that its comments were misconstrued. It said that there was no evidence of a malicious attack and that an uptick in Internet traffic caused the system to crash. Vice answered by saying that its FCC source confirmed the cyberattack.
