Requirements:
Essential skills:
• Background and proven track record of technical experience in data mining and how this can be used for assurance or adding value to a client – e.g. Computer Assisted Audit Techniques (CAATs)
• Analytical skills – Understands and can describe typical issues surrounding the quality of data within business systems and how these can be resolved. Is able to assimilate data and provide insightful analysis to address client’s questions or problems in a timely fashion.
• Evidence of interpersonal skills – specifically a high level of interaction with business and not focussed on a back office technical role.
• Evidence of project management skills and working to budgets and deadlines
• The ability to work flexibly and effectively in different teams for varying periods of time whilst still building good working relationships with both colleagues and client personnel at all levels
• Identifying and effectively reporting any issues and recommendations for improvement to clients
• Must be able to articulate a business issue and potential impact without resorting to technical language
• Ability to multi task
• At least 7 years relevant work experience.

Desirable skills:
• Good working knowledge of SQL and Access
• Good working knowledge of ACL, VBA and Excel
• Knowledge of an ERP e.g. SAP or Oracle
• Knowledge of Data Visualisation tools such as QlikView or Tableau
• Demonstrable some experience of managing teams to deliver Data Assurance assignments

Manage the overall project engineering, construction and installation management of offshore and onshore oil and gas projects execution (FEED, detailed engineering, procurement and construction) through handover to the Production Operations department in a safe and efficient manner meeting all company’s and industry HSE standards.

Projects typically include upgrades and expansion of existing facilities to accommodate infield drilling and secondary recovery (primarily water injection). Projects are typically in the $US 10 – 150 million range with an annual portfolio of some $US 150 – 300 million.

This role is viewed as a back up to the General Manager Facilities.
.
Job Duties:
Safely manage all company’s offshore and onshore projects, related project staff and work in line with business objectives fully adhering to HSE, corporate policies, and regulatory requirements. Formulate and manage all tasks/staff needed to ensure the successful engineering and execution of assigned projects on time, within budget and with due regard to HSE and quality, including:
1. Manage preparation of Project Execution Plans (PEP’s), determine, and carry out contract strategies required for engineering, procurement, fabrication, transportation, installation and hook up and commissioning.
2. Preparation of PEP’s and execution thereof are to adhere to the Facilities Management System (AFMS) which uses the concept of gateway reviews and formal, systematic approvals.
3. Identify needs and assemble PMT’s to successfully manage and execute assigned Projects on a matrix basis making appropriate use of support groups available within Facilities. Where shortfalls exist, these are to be identified and corrective actions proposed.
4. Establish budgets for assigned projects and raise corresponding Approval-For-Expenditure Requests (AFE’s), and monitor the same.
5. Establish individual project specific schedules and cost control procedures and monitor the same.
6. Carry out schedule and cost risk assessments on assigned projects and regularly review and update same. Establish a risk register and develop mitigation plans for all major identified risks.
7. Ensure engineering design of projects adequately accommodates for Production requirements in terms of operability and obtain Production acceptance of same.
8. Coordinate all construction activities including offshore installation and hook up and commissioning.
9. Liaise closely with Production department on all aspects of the offshore execution including Permits to Work, shutdowns, and work coordination to ensure that the Projects are completed and formally handed over on schedule.
10. Provide project engineering support to Facilities Central Engineering in the preparation of Front End Engineering (PIN, Conceptual Engineering, and Field Development Planning).
11. Provide input to Technical Work Programmes and annual budgets as part of the annual business cycle.
12. Provide monthly reports both on an overall consolidated project portfolio and individual project basis in accordance with Facilities reporting requirements.
13. Prepare Project close out and “lessons learnt” reports for each project upon completion.

Education Qualification: – Degree in an engineering or relevant technical discipline.
.
Professional Qualification: – Membership of a relevant Professional Engineering organization
.
Experience Required:
1. Minimum of 20 years senior managerial experience of managing project managers in project, engineering and construction management in the upstream oil and gas industry (both onshore and offshore).
2. Previous direct experience in offshore facilities construction work, especially installation of platforms and laying pipelines, as well as working on facilities expansions where simultaneous production and construction operations are required.
3. Previous experience of working in Nigeria is preferred but not essential.
4. Previous experience working internationally is a prerequisite.
5. Managed multidiscipline teams of diverse cultural backgrounds.
6. Computer literate (including sound working knowledge of Word, Excel, PowerPoint and MSProject ).

Technical Qualification:
1. Ability to deliver quality projects safely with due regard to the environment, on time and within budget.
2. Good understanding of Project Management systems and the application thereof.
3. Ability to work under pressure against tight deadlines whilst maintaining a high standard of consistency, accuracy and quality is essential.
4. Good understanding of the relevant engineering codes and standards.
5. Good interpersonal skills
6. Familiarity with HSES Management systems and the application thereof, in particular HAZOP’s and safety cases.

TECHNOLOGY NEWS: Russia wants Apple, SAP to cooperate against foreign spying

MOSCOW (Reuters) - Russia has proposed that Apple Inc (AAPL.O) and SAP (SAPG.DE) hand the government access to their source code to make sure their widely used products are not tools for spying on state institutions.

The suggestion that two of the world's flagship technology companies disclose some of their most sensitive business secrets comes as the United States and Europe debate their most severe sanctions yet against Russia for its role in Ukraine.

On Tuesday, the United States imposed a new round of sanctions, hitting three Russian banks, including the country's second-biggest, VTB (VTBR.MM).

The European Union reached agreement on Tuesday on its first broad economic sanctions, marking a new phase in the biggest confrontation between Moscow and the West since the Cold War.

The Russian proposal was voiced last week when Communications Minister Nikolai Nikiforov met Apple's general manager in Russia, Peter Engrob Nielsen, and SAP's Russian managing director, Vyacheslav Orekhov, the Communications Ministry said in a statement.

It said the proposal was designed to ensure the rights of consumers and corporate users to the privacy of their personal data, as well as for state security interests.

While couched in the language of protecting privacy, any Russian move to force these companies to divulge the inner workings of their software could pose a major threat to their viability if they were to lose control of the source code.

"Edward Snowden's revelations in 2013 and U.S. intelligence services' public statements about the strengthening of surveillance of Russia in 2014 have raised a serious question of trust in foreign software and hardware," Nikiforov said in the statement released late on Tuesday.

He was referring to bombshell disclosures by the former U.S. National Security Agency contractor that revealed widespread NSA snooping through eavesdropping on popular technology products and services. Since then, experts have concluded that U.S. government-backed standards for software encryption have created backdoors for the NSA to spy on users.

Russia is not alone in challenging technology companies to come clean about their privacy practices.

Governments ranging from Germany to Brazil to China to India and dozens of other nations are revising technology practices in light of the NSA revelations – although most stop short of asking that technology companies disclose their source code.

THE CROWN JEWELS

A computer's source code is the underlying set of computer instructions that control the functioning of any software program and translate it into machine-readable instructions for computers. Source code represents the crown jewels for any software maker and most major commercial software companies jealously guard the code as their most precious secrets.

"Obviously, companies which disclose the source code of their programs are not hiding anything, but those who do not intend to establish cooperation with Russia on this issue may have undeclared capabilities in their products," Nikiforov said.

The ministry cited its more than decade-long cooperation with Microsoft (MSFT.O). The U.S. firm has been sharing its source code for the Windows operating system and other products since 2003 with Atlas, a technology institution that reports to the communications ministry.

The ministry said the prospect of state companies using software and hardware when the producers do not share their source code with the government "remains uncertain".

SAP and Apple both declined any immediate comment.

The business models that have grown up around source code fall into two basic camps: Proprietary and open-source. Proprietary software makers strictly copyright their source code to prevent rivals from copying its hidden features. An increasing popular alternative is open source software whose developers provide open access to their source code and encourage collaborators to make modifications and improvements.

Typically, open source software makers charge customers for services and other products rather than for the software itself but must of the world's biggest tech companies resist doing so.

Apple, the world's most valuable company by market capitalization, is best known for its distinctive range of computer and phone devices, which it seeks to distinguish through its closely-guarded proprietary software.

SAP, the world's fourth largest maker of business software, by revenue, and Germany's largest technology company, makes business planning software that many top multinational companies use to maintain financial control of their far-flung operations. It too keeps close guard over the source code of its products.

(Reuters) - The surge in Twitter Inc's (TWTR.N) stock has revived debate about whether it warrants a valuation five times that of Facebook Inc (FB.O), its biggest rival in social media.

Twitter reported on Tuesday that its active users jumped 24 percent to 271 million in the second quarter. That pales when compared with Facebook's 1.3 billion.

Even so, Twitter's shares were trading at about 200 times forward earnings on Wednesday, against Facebook's 39.4 times, according to Thomson Reuters StarMine. If Facebook was trading at Twitter's valuation, it would be worth nearly $1 trillion.

Twitter's shares finished almost 20 percent higher at $46.30, giving the company a market value of about $27.3 billion. The stock notched its biggest single-day gain since going public in November, and its third-biggest daily volume with almost 116 million shares changing hands.

Active users of Twitter increased more than expected in the quarter as the micro-messaging service introduced product tweaks and services, many built around the soccer World Cup.

Advertising revenue more than doubled to $277 million in the three months ended June 30.

The results were good, Pivotal Research Group analyst Brian Weiser wrote in a research report, but they did not warrant a nearly 30 percent rise in the stock price.

Weiser joined the few analysts who have a "sell" rating on the stock, cutting his recommendation from "hold."

At least five brokerages raised their ratings on the stock, while at least 21 raised price targets, by as much as $18 to a high of $65.

StarMine data on Wednesday showed that of 34 analysts covering the stock, 13 have a "buy" or a higher rating, 16 have a "hold" and five have a "sell" or equivalent rating.

Just about 12 percent of the shares available to be lent out were being borrowed for short bets as of Tuesday, according to Markit data, a relatively low amount for a high-growth momentum name such as Twitter.

"SUPER PREMIUM"

Analysts at RBC Capital Markets were among those saying that Twitter deserved its high valuation.

"On valuation, yes, (Twitter) is the highest multiplestock we cover," the analysts wrote. "But it also has the highest growth rates, too. So we view (the) super-premium multiples as well-warranted."

Goldman Sachs and others cited Twitter's potential to make more money from its platform and extend its real-time information edge into traditional media.

"We continue to believe we are in the early stages of a very long growth cycle for Twitter as it leverages cultural ubiquity, invests in product and technology, and grows the platform," Goldman Sachs analysts wrote.

Goldman maintained its "buy" rating and raised its price target to $63 from $52.

Twitter's user growth stagnated after it went public to much fanfare in November, leading to a management shake-up that resulted in the departure of Chief Operating Officer Ali Rowghani.

"This quarter's results take away one of the major bear arguments for the stock, namely that the user base is small and maturing," Janney Capital Markets analysts said in a report.

Up to Tuesday's close, Twitter had lost nearly half of its market value since its shares hit a record high of $74.73 in December. The stock went public at $26 per share.

SHANGHAI (Reuters) - Microsoft Corp will launch its Xbox One gaming console in China on September 23, making it the first foreign company to start selling consoles in the world's third-biggest gaming market after a ban on the devices was lifted this year.



Yusuf Mehdi, head of marketing and strategy for Microsoft's Xbox group, announced the launch date at an event in Shanghai. The console will cost 3,699 yuan ($600) without the Kinect motion detection system and 4,299 yuan ($700) with Kinect.



In the United States, the Xbox One with Kinect costs $499 and without it is $399, a difference of more than $200 compared with the respective prices in China.



In September last year, Microsoft reached a deal with Chinese internet TV set-top box maker BesTV New Media Co Ltd to form a joint venture to manufacture the consoles in Shanghai's Free Trade Zone.



Zhang Dazhong, a senior vice president at Shanghai Media Group, the parent of BesTV New Media, said at the event the Xbox launch had been approved by the government.



Microsoft is forging ahead with the launch despite Tuesday's government announcement that the U.S. software giant is the subject of an anti-monopoly investigation.



China is the world's third-biggest gaming market, where revenues grew by more than a third from 2012 to nearly $14 billion last year, but piracy and the dominance of PC and mobile gaming may leave little room for legitimate console and game sales.



This year, the government lifted a 2000 ban on gaming consoles.



In May, Sony Corp said it would set up a joint-venture with Shanghai Oriental Pearl Group to bring the PlayStation games console to China.

*Search - An EC investigation that began in 2010 seeks to address complaints that Google manipulated its search results to rank its own services higher than competitors. A proposed settlement, under which Google has agreed to display rivals' links more prominently, among other things, is contested by critics who say it lets Google off too easily.



*Right to be Forgotten - Google has scrambled to process tens of thousands of requests by individuals who want search-result links to unflattering news articles removed, following a ruling by Europe's top court in May. Regulators criticized Google for restricting its implementation of the ruling to European sites rather than to the broader Google.com website.



*User data - Italy's data protection regulator gave Google 18 months to change the way it treats and stores user data, a response to Google's controversial move to combine data collected on individual users of its various online services and to consolidate its 60 privacy policies.



*Taxes - Britain, France and Germany have called for stricter rules to stop companies such as Google, Apple and Amazon aggressively avoiding taxes in austerity-bitten Europe. Google has said it complies with the tax rules of all the countries in which it operates.

BERLIN (Reuters) - Germany will examine BlackBerry's (BBRY.O)(BB.TO) planned acquisition of Secusmart, whose encryption technology protects the devices of government officials including Angela Merkel.



BlackBerry, which is trying to reinvent itself under new Chief Executive John Chen, wants to buy the privately held German firm to burnish its credentials with highly security-conscious clients like government agencies.



But a spokeswoman for the German economy ministry said on Wednesday the ministry would have to check whether German security would be affected by the sale.



She said the ministry would decide within a month whether a deeper investigation was necessary, at the end of which the government could block the sale.



German Chancellor Merkel, whose mobile phone was eavesdropped on by the U.S. National Security Agency, has a BlackBerry mobile device with Secusmart encryption, as do many other members of the government administration.



Shares in BlackBerry, which fell as much as 4.5 percent on Tuesday's news of the planned acquisition, traded up 1.6 percent at $9.67 on the Nasdaq and up 2 percent on the Toronto Stock Exchange at C$10.54 by 1946 GMT.

BRUSSELS/SAN FRANCISCO (Reuters) - European regulators are preparing what could be a stern challenge to Google Inc's (GOOGL.O) (GOOG.O) mobile software business in the coming months after a nearly four-year investigation into the company's Web search practices left rivals and European politicians dissatisfied.

Two sources with direct knowledge of the matter said that with a new antitrust chief taking over in November, European regulators are laying the groundwork for a case centered on whether Google abuses the 80 percent market share of its Android mobile operating system to promote services from maps to search.

The Commission has stepped up inquiries just in recent weeks, sending companies questionnaires that seek far more details than previous queries on the matter in 2011 and 2013.

In one questionnaire seen by Reuters, respondents were asked whether there was a requirement set by Google, written or unwritten, that they not pre-install apps, products or services on mobile devices that compete with Google software like its search engine, app store and maps.

Companies must provide emails, faxes, letters, notes from phone calls and meetings, and presentations stretching as far back as 2007 related to such deals with Google, suggesting the European Commission wants to know if Google's behavior has been long-term. Respondents have been given until early September to reply to more than 40 questions.

While any company is free to use the open-source Android as they choose, mobile handset makers that want to use the newest version must sign a contract that stipulates a minimum number of Google services be pre-installed on devices, according to a third source, a former Google executive with knowledge of the matter.

The impending Android inquiry adds to a growing list of regulatory challenges that complicate the Internet company's ambitions in a vital market. Europe accounted for more than $30 billion in digital advertising spending in 2013.

The European Commission is likely to start a formal probe into Android once it wraps up an investigation into whether Google ranks its own services higher than those of its rivals in search results, according to the two people with knowledge of the matter.

One of the sources said going after Android would help stem a growing chorus of complaints.

Google struck a deal with Almunia in February by agreeing to display rivals' links more prominently, but the preliminary settlement was criticized as inadequate by rivals such as Microsoft Corp, U.S. consumer review site Yelp Inc and German and Spanish publishers, as well as some European politicians.

Outgoing European Commission antitrust chief Joaquin Almunia may decide to open a second case against Google at the same time he announces the closing of the first, the source said.

"It's a political game. Can Almunia afford not to bring a case? He has to bring a case," the source said.

Android's 80 percent market share is at a level akin to Microsoft's Windows, itself the target of a long-running European investigation.

At the same time, the company has grown so large as to inspire distrust in some corners, with a chorus of public criticism from politicians and business executives. Mathias Dopfner, the Chief Executive of German publisher Axel Springer said he was "afraid" of Google in an April open letter published in German newspaper Frankfurter Allgemeine Zeitung. Axel Springer is a member of the Open Internet Project, which has submitted a complaint against Google to the EC.

"They are in a stormy patch at the moment" in Europe, says Alasdair Young, a professor at Georgia Tech's Sam Nunn School of International Affairs. "It's pretty unusual for a company to be hit by so many big policy threats at the same time."

The search investigation is not a done deal, with the Commission having indicated it may seek more concessions from Google before making a final decision in September.

But the real fight may be shifting to mobile.

Search is "like the movie everybody's already walked out of," said David Balto, a former Policy Director at the Federal Trade Commission in the United States, who has done some consulting work for Google. "People are going in there, trying to collect the popcorn boxes, but they don't notice the movie's over."

Android represents a crucial channel for Google to extend its search engine into the mobile world. Regulatory action that impedes Google's ability put search front-and-center within Android could threaten its primary money-making service.

Handset makers such as Samsung (005930.KS) and LG Electronics (066570.KS) may also benefit by being freer to pre-install or alternative online services on devices. That may in turn grant better shop-window placement to rival services from Microsoft (MSFT.O) and Yahoo (YHOO.O).

A Google spokeswoman said in an emailed statement that Google is committed to keeping Android open and that "anyone can use Android without Google, and anyone can use Google without Android."

"Since Android's introduction, greater competition in the smartphone market has given consumers more and better choices. Both the U.S. FTC and Korean Fair Trade Commission have examined Google's agreements around Android in depth and concluded that there was no cause for legal concern," the spokeswoman said.

LONG ARM OF THE LAW

But the questionnaires sent to telecoms operators and handset makers using Android suggest that the European regulators are looking for evidence to build its case.

Regulators asked if Google had ever communicated "that it was not in favor of your undertaking manufacturing, marketing or launching a smart mobile device with your own or a third-party application or service pre-installed or set as default."

Another question asked for examples of major commercial difficulties faced by app stores competing with Google Play. The watchdog also asked for details of revenue-sharing with Google.

Much will depend on Almunia's successor. The 66-year-old Spaniard, whose term as antitrust chief ends in October, has fueled a growing feeling within the Commission that he may have been too soft on Google. The incoming head may decide to take a tougher line following criticism in recent months from French and German ministers as well as European lawmakers.

Mindful of the Commission's power to impose multi-billion euro fines and the distraction of a drawn-out regulatory battle that could hurt the corporate image, Google will likely seek a quick end to any Android probe, said Andreas Kafetzopoulos, a lawyer at Dechert, whose practice focuses on European competition law.

"In fast-moving technology markets, protracted adversarial antitrust proceedings rarely benefit anyone. Settlement would again be the most likely outcome of a new Google case," Kafetzopoulos said.

TOP NEWS: Carnage at U.N. school as Israel pounds Gaza Strip

GAZA/JERUSALEM (Reuters) - Israeli shelling killed at least 15 Palestinians sheltering in a U.N.-run school and another 17 near a street market on Wednesday, Gaza's Health Ministry said, with no ceasefire in sight after more than three weeks of fighting.

Israel's security cabinet decided to continue its offensive in the enclave and there was no sign of a halt to a 23-day conflict in which 1,346 Palestinians, mostly civilians, have died. On the Israeli side, 56 soldiers and three civilians have been killed.

Some 3,300 Palestinians, including many women and children, were taking refuge in the school in Jabalya refugee camp when it came under fire around dawn, the United Nations Relief and Works Agency (UNRWA) said.

"Our initial assessment is that it was Israeli artillery that hit our school," UNRWA chief Pierre Krahenbuhl said in a statement after agency representatives visited the scene and examined fragments, craters and other damage.

Blood splattered floors and mattresses inside classrooms at the Jabalya Girls Elementary School and survivors picked through shattered glass and debris for flesh and body parts to bury.

"I call on the international community to take deliberate international political action to put an immediate end to the continuing carnage," Krahenbuhl said.

The Gaza Health Ministry put the number of dead in the school attack at 15, with more than 100 wounded. The United Nations said 16 people were killed.

An Israeli military spokeswoman said militants had fired mortar bombs from the vicinity of the school and troops shot back in response. The incident was still being reviewed.

The army said three Israeli soldiers were killed on Wednesday when a booby-trap bomb exploded in a tunnel shaft they had uncovered in a residence in the southern Gaza Strip.

UNRWA said on Tuesday it had found a cache of rockets concealed at another Gaza school - the third such discovery since the conflict began. It condemned unnamed militant groups for putting civilians at risk.

Krahenbuhl said the Jabalya school's precise location and the fact that it was sheltering thousands of displaced people had been communicated to the Israeli military 17 times, with the last notification just hours before the fatal shelling.

U.N. Secretary-General Ban Ki-moon, speaking in Costa Rica, condemned the killing. "It is outrageous. It is unjustifiable. And it demands accountability and justice," he said.

At the White House, National Security Council spokeswoman Bernadette Meehan said: "We are extremely concerned that thousands of internally displaced Palestinians who have been called on by the Israeli military to evacuate their homes are not safe in U.N.-designated shelters in Gaza.

"We also condemn those responsible for hiding weapons in United Nations facilities in Gaza."

"EARTHQUAKE-LIKE RESPONSE"

In a separate incident, Israeli shelling killed at least 17 people and wounded about 160 others near a fruit and vegetable market in Shejaia, a heavily bombarded neighbourhood on the eastern outskirts of the city of Gaza, the Health Ministry said.

Witnesses said the crowd had gathered to watch a petrol station, hit earlier, burn in the distance. The Israeli military had no immediate comment. "Such a massacre requires an earthquake-like response," Hamas spokesman Fawzi Barhoum said.

Gaza Health Ministry said rescue workers had recovered 20 more bodies in different areas of Gaza on Wednesday. It was unclear whether the people found were all killed on that day.

The army said 125 rockets were fired from Gaza, some reaching deep into Israel, causing no casualties or damage. Hamas said it fired four rockets toward Tel Aviv.

Israeli Communications Minister Gilad Erdan, a member of the security cabinet, said the forum had instructed the military to press on with its campaign to locate and destroy tunnels that militants have built under the Gaza border and have used to launch attacks inside Israel.

"In the coming few days we'll be giving the IDF (Israel Defence Forces) full operational freedom to strike against terrorism and complete neutralizing and destroying the tunnels," Erdan told Channel Two.

The head of the military's southern command, Major General Sami Turgeman, told reporters the army was "but a few days away from destroying all the attack tunnels".

He added that the offensive against militants in the Hamas Islamist-dominated enclave had been broadened to include more targets in the central and southern Gaza Strip.

According to the Gaza Health Ministry, 1,346 Palestinians, mostly civilians, have been killed since Israel began its offensive on July 8 with the declared aim of halting cross-border rocket fire and tackling Hamas's tunnel network.

At least 99 Palestinians were killed on Wednesday alone.

Despite the Israeli toll, public support remains strong for continuing the military operation in the hope of preventing future flare-ups.

Mohammed Deif, the shadowy leader of Hamas's armed wing, said in a broadcast message on Tuesday that Palestinians would continue confronting Israel until its blockade on Gaza - which is supported by neighbouring Egypt - was lifted.

Israel has balked at freeing up Gaza's borders under any de-escalation deal unless Hamas's disarmament is also guaranteed.

"We are not looking for a ceasefire, though of course military manoeuvres are supposed to be followed by diplomatic manoeuvres," Erdan said. "But a ceasefire must fulfil Israel's terms, a long-term calm and the demilitarization of Gaza."

PROPOSAL REVISED

Egypt said on Tuesday it was revising an unconditional ceasefire proposal that Israel had originally accepted but Hamas rejected, and that a new offer would be presented to Palestinian representatives.

Egyptian officials said an Israeli delegation had held brief talks in Cairo on Wednesday, but gave no further details.

In previous bouts of fighting between Israel and its neighbours, the United States has often leaned on the Israelis to stop after incidents that caused high civilian casualties. Washington appears to have less sway with either side this time.

Israel says Hamas is ultimately responsible for such casualties because its fighters, including rocket-launching squads, operate in densely populated residential areas. The army has warned civilians to evacuate whole neighbourhoods before military operations.

The United Nations said Israeli bombing over the past three weeks has destroyed or severely damaged 4,000 Palestinian homes, scores of schools and almost two dozen health facilities.

Some 240,000 people in the Gaza Strip had sought refuge in U.N. schools or with relatives or friends, the U.N. said.

Palestinian president Mahmoud Abbas said on Wednesday Gaza has become a "humanitarian disaster area" and urged the U.N. and international aid agencies to assume responsibility for meeting the needs of the Palestinians in the battered enclave.

"I call for the use of all tools available within the United Nations to provide relief and help to the Palestinian people during this grave humanitarian crisis," Abbas said in a letter to Ban, according to official Palestinian news agency Wafa.

Both U.S. President Barack Obama and the U.N. Security Council have called for an immediate ceasefire to allow relief to reach Gaza's 1.8 million Palestinians, followed by negotiations on a more durable end to hostilities.

Amidst the bloodshed, Switzerland said on Wednesday it was taking soundings about the possibility of holding a Middle East peace conference later this year following a request from Abbas.

The Swiss Foreign Ministry said that as custodian of the 1949 Geneva Conventions laying down the rules of war, "Switzerland transmitted this request to the states parties and is currently carrying out informal consultations", but it noted a broad consensus would be needed on the terms of reference and the expected results.
