EXCLUSIVE NEWS: Cameroon Rescues Vice PM’s Wife Kidnapped By Boko Haram

Security operatives in Cameroon have rescued wife of Vice Prime Minister Amadou Ali who was kidnapped by the Boko Haram sect on Sunday along with a traditional ruler of Kolofata town, reports BBC Hausa Service.



The reports say that 16 people lost their lives in the rescue operations, although Cameroon information minister Issa Tchiroma Bakary said government was still investigating the matter to ascertain the actual number of people killed.



Meanwhile, a military court in Cameroon has. convicted and sentenced 14 BokoHaram members to 20 years imprisonment after they were arrested with weapons in March around Marwa in northern.

TOP NEWS: Huge blaze out of control in Tripoli battle as Libya slides into chaos

TRIPOLI (Reuters) - A huge fuel depot in Libya's capital burned out of control on Monday, set ablaze in fighting between rival militias that has driven the country to chaos three years after the NATO-backed revolt that toppled Muammar Gaddafi.

Combat over control of the nearby airport forced firefighters to withdraw, abandoning their attempts to extinguish the blaze ignited by a missile strike that hit millions of litres of fuel.

Foreign governments have looked on powerless as anarchy sweeps across the North African oil producer. Western countries have urged their nationals to leave, shut their embassies and pulled diplomats out, after two weeks of clashes among rival factions of former rebels killed nearly 160 people in Tripoli and the eastern city of Benghazi.

The Netherlands, the Philippines and Austria on Monday prepared to evacuate diplomatic staff. The United States, United Nations and Turkish embassies have already shut operations after the worst violence since the 2011 uprising.

Two rival brigades of former rebels fighting for control of Tripoli International Airport have pounded each other's positions with Grad rockets, artillery fire and cannons for two weeks, turning the south of the capital into a battlefield.

"It is out of control. The second tank has been hit and the firefighters have withdrawn from the site as the fighting has resumed in the area," said Mohamed Al-Harrai, a spokesman for the national oil company said of the blaze, which choked the sky above the city with black smoke.

In the three messy years since the fall of Gaddafi, Libya's fragile government and fledging army have been unable to control heavily armed former anti-Gaddafi fighters, who refuse to hand over weapons and continue to rule the streets.

Libya has appealed for international help to stop the country from becoming a failed state. Western partners fear chaos spilling across borders with arms smugglers and militants already profiting from the turmoil.

After the U.S. evacuation, U.S. Secretary of State John Kerry said the "free-wheeling militia violence" had been a real risk for American diplomats on the ground, and called for an end to the violence. U.S. ambassador Chris Stevens was killed by militants along with three others in Benghazi in September 2012. In neighbouring Egypt, President Abdel Fattah al-Sisi has repeatedly warned about militants capitalising on Libya's chaos to set up bases along their mutual frontier.

PALL OF SMOKE OVER TRIPOLI

Libya's government has asked for international help to try to contain the disaster at the fuel depot on the airport road, close to other tanks holding gas and diesel.

The conflict has forced Tripoli International Airport to shut down. Airliners were reduced to smouldering hulks on the tarmac and the aviation control centre was knocked out.

"This crisis is causing lots of confusion, lots of foreigners are leaving and diplomats are also departing through here," said Salah Qahdrah, security controller at Mitiga air base, now a secondary airport operating limited flights.

Monday was the start of Eid el-Fitr festivities to mark the end of the Muslim holy month of Ramadan, and fighting had eased in the morning. But fuel supplies were growing scarce in the capital with power cuts increasingly frequent.

The health ministry said on Sunday nearly 160 people had been killed in fighting in Tripoli and in Benghazi where regular forces and militias have clashed in open street battles with Islamist militants entrenched there.

WARPLANES, ATTEMPTED HIJACKING

With Libyan security deteriorating, the United States evacuated its embassy in Tripoli on Saturday, spiriting diplomats across the border into Tunisia under heavy military guard including warplanes and a Marine escort.

A British embassy convoy leaving by road for Tunisia came under gunfire in an apparent attempted hijacking on Sunday outside Tripoli as it headed to the border. There were no injuries, but one of its armoured vehicles was damaged.

The Italian embassy has helped 100 citizens and other nationals leave by road or by military aircraft, foreign ministry officials said, while the Dutch embassy was preparing to temporarily close with the departure of its last citizens.

Austria and the Philippines were also down to basic staffing on Monday, with Manila urging its nationals to evacuate "before all routes and options become extremely difficult."

Libya's government and special envoys from the United States, the United Nations and European countries on Saturday pushed for a cease-fire and a political deal within the newly elected parliament due to begin sessions in August.

"We have been working to try and improve the situation in Libya through the work of our special envoy alongside the U.S. special envoy, to try and get more of a dialogue going," British Prime Minister David Cameron's spokeswoman said.

Since Gaddafi's demise, Libya has struggled to keep its transition to democracy on track, with its parliament deadlocked by infighting among factions and militias often using threats of force against political rivals.

FACTIONS, TRIBES AND OIL

Former fighters have repeatedly stormed parliament and taken over ministries. One former rebel commander working for the state mutinied and blockaded oil ports for nearly a year to demand more autonomy for his eastern region.

Libya's oil production was at 500,000 barrels per day last week, down slightly from previous levels when output had begun to recover following the end of the port blockade. Oil ministry officials on Monday declined to give updates on output.

Production was more than three times as high before the civil war that toppled Gaddafi. The desert country depends almost entirely on oil exports to feed and employ its population of around 6 million people.

Thousands of ex-rebels have been put on the state payroll as semi-official security forces in an attempt to co-opt them, while others have joined the nascent armed forces.

But often their loyalties are stronger to region, tribe or faction. Fighting now involves two loose confederations of armed factions and their political allies in Tripoli and Benghazi, whose deepening standoff is shaping Libya's transition.

In Tripoli, on one side are troops from the western town of Zintan and their allies the Qaaqaa and al-Sawaiq brigades, who include some former Gaddafi troops who rebelled in 2011. They have controlled the airport since the fall of the capital.

Against them are ranged various Islamist-leaning militias allied to the port city of Misrata, which is closer to the Muslim Brotherhood movement in Libya. Those militia have now dug in a few kilometres from the airport.

In Benghazi, regular special forces and air force units have joined up with a renegade former army general who has launched a self-declared war on Islamist militants in the city. More than 55 people have been killed over the last week there.

LONDON (Reuters) - Lloyds Banking Group (LLOY.L) could face further punishment after agreeing to pay fines totaling $370 million for its part in a global interest rate rigging scandal and for attempting to manipulate fees for a government lending scheme to help banks.

The settlement is the seventh joint penalty handed out by American and British regulators in connection with the attempted manipulation of the London interbank offered rate, or Libor, and other similar benchmarks used to price around $450 trillion of financial products worldwide.

But it is the first penalty for attempting to fix so-called "repo" rates to reduce fees for a taxpayer-backed scheme set up by the Bank of England to support British banks during the 2008 financial crisis.

This special liquidity scheme (SLS), launched in 2008, was an attempt to free up banks' balance sheets and boost confidence in the financial system. It enabled banks to exchange hard-to-trade mortgage assets for government bills.

Bank of England Governor Mark Carney said in a July 15 letter to Lloyds' chairman Norman Blackwell the attempted manipulation could lead to criminal action against those involved.

"Such manipulation is highly reprehensible, clearly unlawful and may amount to criminal conduct on the part of the individuals involved," Carney wrote.

He said Britain's financial regulator would consider whether further action should be taken against Lloyds or the individuals involved. Any criminal action against individuals would be taken by Britain's Serious Fraud Office, which declined to comment.

Britain's Financial Conduct Authority said the abuse of the SLS had been a novel feature of Lloyds' case.

"Colluding to benefit the firms (Lloyds and Bank of Scotland) at the expense, ultimately, of the UK taxpayer was unacceptable," Tracey McDermott, the FCA's director of enforcement and financial crime, said.

The Bank of England said Lloyds, the biggest user of the SLS fund, has paid it 7.8 million pounds in compensation for the reduction on the amount of fees it received as a result.

The FCA fined Lloyds 105 million pounds, two-thirds of which related to attempted manipulation of the SLS scheme through the fixing of the UK's repo rate.

"SHOCKING CONDUCT"

"It is really alarming," Mark Garnier, a Conservative lawmaker who sits on parliament's Treasury Select Committee, said. "This is, on the face of it, a deliberate action to defraud the taxpayer. We will need to look at what exactly has been going on. People will be very angry about it and rightly so."

Lloyds' chairman Blackwell, responding to Carney in a letter on July 16, said: "This was truly shocking conduct, undertaken when the bank was on a lifeline of public support."

Lloyds was also fined $105 million by the U.S. Commodity Futures Trading Commission and $86 million fine by the U.S. Department of Justice for attempting to fix the Libor rate for yen, sterling and the U.S. dollar.

The DoJ entered into a deferred prosecution agreement with Lloyds, holding off on criminal wire fraud charges in exchange for Lloyds continuing to cooperate with its enquiries.

The FCA found that Bank of Scotland, which Lloyds later acquired, manipulated Libor submissions as a result of at least two management directives in September and October 2008 to avoid negative media comment and alter market perceptions of its financial strength.

It said that in September 2008, just after the collapse of Lehman Brothers sparked a global market meltdown, a manager instructed a trader to lower dollar Libor submissions.

"I've been pressured by senior management to bring my rates down into line with everyone else," a third trader said.

The FCA said there had been routine manipulation of sterling Libor submissions to benefit money market trading positions between September 2006 and June 2009.

Emails uncovered by the FCA showed traders seeking to peg Libor quotes to "suit the books".

For example, on July 19, 2007 when a Lloyds manager was informed by a Lloyds trader about a request made to another Lloyds trader for a low rate, the trader commented: "Every little helps... It's like Tesco's", repeating an advertising slogan used by Britain's biggest retailer.

The Lloyds manager replied: "Absolutely, every little helps".

Lloyds was rescued by a 20.5-billion-pound government bailout during the financial crisis. Taxpayers still hold a 25 percent stake in the bank five years later.

Lloyds' settlement follows British rivals Barclays (BARC.L) and Royal Bank of Scotland (RBS.L), which agreed to pay fines of $453 million and $612 million respectively in 2012 and 2013.

The FCA said sixteen individuals at Lloyds, seven of them managers, were directly involved in or aware of the various forms of Libor manipulation, including one manager who was also involved in the repo rate misconduct.

Shares in Lloyds were unchanged at 74.8 pence.

EXCLUSIVE NEWS: Appeals court strikes down Virginia's gay marriage ban

(Reuters) - The U.S. Court of Appeals for the Fourth Circuit struck down Virginia's constitutional ban on same-sex marriage on Monday.



The court agreed with a lower federal court ruling striking down the ban. The appeals court ruled that "the fundamental right to marriage includes a right to same-sex marriage and that therefore Virginia's marriage laws must be reviewed under strict scrutiny."

Apparently, she is still on it.Now claiming she has not been herself since the rumour. According to Vanguard, thats all she wanted to talk about...Very interesting interview. "I wanted to have an interview especially after the allegation of lesbianism between me and Genevieve Nnaji. Yes, it has affected my emotional life, because everybody now believes I am in a relationship with Genny and my family is not happy about it.

It has really affected my career and image at home.It is something that is completely new to me. There has never been a time I was accused of being a lesbian. One little thing happened about me and Genevieve Nnaji and everyone now believes I am a lesbian. It is touching and depressing.
On how the allegation came about...

What happened is that Genny and I were in a club in Lagos and her phone got missing. Later, I think a paparazzi or someone got hold of it and started sharing some contents about me and Genny online. I don't see anything abnormal in the pictures but people started talking that we must be lesbians and all.

As normal persons and friends, we do take normal pictures at home and in other places but I don't know why the online magazine showed Genevieve and I kissing, I am surprised and don't know where they got those pictures from.We kissed, but it was nothing extraordinary, it was normal kiss between girls.

I mean girls do kiss each other normally, even guys do too. When I was dating Fally Ipupa we used to kiss and now that we are separated and are good friends we still continue kissing like we used to. My fear is I receive strange calls saying that in a few days' time they will be releasing more pictures about us.


You still received calls over the incident?

I am a very popular figure in my country and a lot of people are jealous of me. So many of them would like to see me go down and this may be a good excuse for them to start something.
When they call you on phone, do they ask for anything or sound like blackmailers?

No, just to say they will expose our dirty secret and I don't have any dirty secret.

If you have no dirty secret why are you now scared?

You don't understand, even the pictures they released online was worked on, adulterated to make it look different from the actual pictures. We kissed as normal girls, not as romantically or sexually as they projected in the pictures posted online.

What is the relationship between you and Genevieve Nnaji?

We have been good friends since 2004. We met when Kenis Music organised an award and since then we have been good friends. We talk often and whenever I am in Lagos we meet up and have fun as friends. I have had no peace since the pictures leaked online. Everybody now calls me Genny's wife back home.

Sincerely, are you and Genevieve Nnaji sexually involved?

No, never. I am neither a lesbian nor is Genevieve. We are just two close friends, showing profound emotions for each other by kissing.

You said you once dated Fally Ipupa, or is it that you are heterosexual?

Please, please, I don't know what you are talking about. How could I have dated Fally Ipupa and still be a lesbian. It just doesn't add up. Ask Fally, I am very straight.
