(Reuters) - The United Nations said $600 million in supplies would be needed to fight West Africa's Ebola outbreak, as the death toll from the worst ever epidemic of the virus topped 1,900 and Guinea warned it had penetrated a new part of the country.

The pace of the infection has accelerated, and there were close to 400 deaths in the past week, officials said on Wednesday. It was first detected deep in the forests of southeastern Guinea in March.

The hemorrhagic fever has spread to Liberia, Sierra Leone, Guinea, Nigeria, and Senegal, and has killed more people than all outbreaks since Ebola was first uncovered in 1976. There are no approved Ebola vaccines or treatments.

An experimental Ebola vaccine that Canada said it would give to the World Health Organization for use in Africa was as of Wednesday still in the lab that developed it as officials are puzzled over how to transport it.

Ottawa said on Aug. 12 that it would donate between 800 and 1,000 doses of the vaccine, being held at Canada's National Microbiology Laboratory in Winnipeg.

"We are now working with the WHO to address complex regulatory, logistical and ethical issues so that the vaccine can be safely and ethically deployed as rapidly as possible," Health Canada spokesman Sean Upton said in a statement.

"For example, the logistics surrounding the safe delivery of the vaccine are complicated." Upton said one of the challenges was keeping the vaccine cool enough to remain potent.

Human safety trials are due to begin this week on a vaccine from GlaxoSmithKline Plc and later this year on one from NewLink Genetics Corp.

The U.S. Department of Health and Human Services said on Tuesday a federal contract worth up to $42.3 million would help accelerate testing of an experimental Ebola virus treatment being developed by privately held Mapp Biopharmaceutical Inc.

Dr. David Nabarro, senior U.N. Coordinator for Ebola, said the cost of getting the supplies needed by West Africa countries to control the crisis would amount to $600 million. That was higher than an estimate of $490 million by the WHO last week.

Moving workers and supplies around the region has been made difficult by restrictions by some countries on air travel and landing rights as they try to control Ebola's spread.

"We are working intensively with those governments to encourage them to commit to the movement of people and planes and at the same time deal with anxieties about the possibility of infection," Nabarro said.

He said the president of Ghana has agreed to allow an airbridge, or route, through the country to affected regions to move people and supplies.

Ivory Coast, which closed its borders with Liberia and Guinea last month, said on Tuesday it would open humanitarian and economic corridors to its two western neighbors.

EPIDEMIC GAINS, EVACUATION EYED FOR DOCTOR

Chan said there were more than 3,500 cases across Guinea, Liberia and Sierra Leone.

In Liberia, Dr. Rick Sacra, a 51-year-old Boston physician infected with Ebola could be medically evacuated as soon as Thursday, according to staff at the hospital where he worked. Two other Americans recovered from the virus after being taken to the United States for treatment last month.

Amid shortages of equipment and trained staff, more than 120 healthcare workers have died in West Africa in the Ebola outbreak. The Liberian government has begun offering a $1,000 bonus to any healthcare workers who agreed to work in Ebola treatment facilities.

Guinea, the first country to detect the virus, previously said it was containing the outbreak but announced that nine new cases had been found in the prefecture of Kerouane, some 750 km (470 miles) southeast of the capital Conakry.

"There has been a new outbreak in Kerouane, but we have sent in a team to contain it," said Aboubacar Sikidi Diakité, head of Guinea's Ebola task force.

The latest outbreak started after the arrival of an infected person from neighboring Liberia, and a total of 18 people were under observation in the region, the health ministry said.

Guinea has recorded 489 deaths and 749 Ebola cases as of Sept. 1, and the epicenter of the outbreak has shifted to neighboring Liberia and Sierra Leone.

Guinean President Alpha Conde urged healthcare personnel to intensify efforts to avoid new infections. The disease is spread by physical contact with body fluids of infected people or contaminated articles, such as needles.

"Even for a simple malaria (case), you have to protect yourselves before consulting any sick person until the end of this epidemic," Conde said in a televised broadcast. "We had started to succeed, but you dropped the ball and here we go again."

The haemorrhagic fever was gaining in Nigeria where 18 cases, including 7 deaths, have been reported, three in the oil hub of Port Harcourt. The WHO warned that the outbreak there "has the potential to grow larger and spread faster than the one in Lagos" as containment measures had been less effective.

The fifth country infected was Senegal, which confirmed its first case last week: a student who slipped across the border from Guinea and made his way to the coastal capital Dakar.

More than 50 cases of Ebola have been reported in a remote northern jungle region of Democratic Republic of Congo, although these are not linked to the West African cases.

Since Ebola was first detected in Congo in 1976, WHO has reported more than 20 outbreaks in Africa and 1,590 victims.

The WHO warned last week that the Ebola epidemic in West Africa could infect more than 20,000 people and spread to 10 countries.

WORRIES VIRUS COULD MUTATE

Dr. Thomas Kenyon, director of the U.S. Centers for Disease Control and Prevention (CDC) Centre for Global Health, said on Wednesday the outbreak was "spiraling out of control" and warned that the window of opportunity for controlling it was closing.

"Guinea did show that with action, they brought it partially under control. But unfortunately it is back on the increase now," he told a conference call. "It's not under control anywhere."

He warned that the longer the outbreak went uncontained, the greater the possibility the virus could mutate, making it more difficult to contain. While Ebola is transmitted in humans by contact with bodily fluids of the sick, suspected cases of airborne infection have been reported in monkeys in laboratories.

A senior U.S. official rebutted a call from global aid organization Medecins Sans Frontieres (MSF) for wealthy nations to deploy specialized biological disaster response teams to the region. MSF on Tuesday had warned that 800 more beds for Ebola patients were urgently needed in the Liberian capital Monrovia alone.

"I don't think at this point deploying biological incident response teams is exactly what's needed," said Gayle Smith, Special Assistant to the President and Senior Director for Development and Democracy on the National Security Council.

She said the U.S. government was focusing on rapidly increasing the number of Ebola treatment centers in affected countries, providing protective equipment, and training local staff. "We will see a considerable ramp-up in the coming days and weeks. If we find it is still moving out of control, we will look at other options," Smith told a conference call.

Obama repulsed by barbarism of IS in killing U.S. journalist, promises justice

(Reuters) - The United States plans to fight Islamic State until it is no longer a force in the Middle East and will seek justice for the killing of American journalist Steven Sotloff, President Barack Obama said on Wednesday.

He added that destroying the militant group will take time because of the power vacuum in Syria, the abundance of battle-hardened fighters that grew out of al Qaeda during the Iraq war, and the need to build coalitions, including with local Sunni communities.

Islamic State released a video on Tuesday showing the beheading of the U.S. journalist, the second American hostage to be killed within weeks, in retaliation for U.S. air strikes in Iraq.

"The bottom line is this, our objective is clear and that is to degrade and destroy (Islamic State) so that it's no longer a threat not just to Iraq but also the region and to the United States," Obama told a news conference.

"Whatever these murderers think they will achieve with killing innocent Americans like Steven, they have already failed," Obama said. "They failed because, like people around the world, Americans are repulsed by their barbarism. We will not be intimidated."

U.S and British officials both examined the video, showing the same British-accented executioner who appeared in an Aug. 19 video of the killing of U.S. journalist James Foley, concluding it was authentic.

The United States resumed air strikes in Iraq in August for the first time since the pullout of U.S. troops in 2011, and Obama said the strikes are already proving effective.

"Those that make the mistake of harming Americans will learn that we will not forget and that our reach is long and that justice will be served," said Obama, who authorized the strike in Pakistan that killed al Qaeda leader Osama bin Laden 10 years after the Sept. 11, 2001, attacks on the United States.

At home, top Obama administration officials punctuated Obama's warnings to the Islamic State.

"They should know we will follow them to the gates of hell until they are brought to justice. Because hell is where they will reside, hell is where they will reside," Vice President Joe Biden said during an appearance in New Hampshire.

In Washington, Secretary of State John Kerry called Sotloff's execution a "punch to the gut" and said the United States has used every military, diplomatic and intelligence tool it has to free hostages in Syria.

Kerry said Sotloff was "brutally taken from us in an act of medieval savagery by a coward hiding behind a mask."

"We have taken the fight to this kind of savagery and evil before and, believe me, we will take it again," he said. "When terrorists anywhere around the world have murdered our citizens, the United States held them accountable no matter how long it took."

Obama is sending Kerry, Defense Secretary Chuck Hagel and counterterrorism adviser Lisa Monaco to the Middle East to work with regional partners on ways to battle Islamic State.

"This is not going to be a one-week or one-month or six-month proposition because of what's happened in the vacuum of Syria," Obama said. "It's going to take time for us to be able to roll them back."

(Reuters) - The family of Steven Sotloff, the second American journalist beheaded by Islamic State militants, said on Wednesday he was "a gentle soul", and challenged the group's leader to a debate on the peaceful teachings of the Muslim holy book, the Koran.

The group, which has captured territory in Syria and Iraq, released a video on Tuesday of Sotloff being beheaded. U.S. officials confirmed its authenticity on Wednesday. President Barack Obama vowed to "degrade and destroy" the group.

Barak Barfi, a friend of Sotloff who is serving as family spokesman, began a prepared statement from the family in English, remembering the slain journalist as a fan of American football who enjoyed junk food, the television series "South Park" and talking to his father about golf.

The 31-year-old Sotloff was "torn between two worlds," the statement said, but "the Arab world pulled him."

"He was no war junkie ... He merely wanted to give voice to those who had none," Barfi said outside the family's one-story home in a leafy Miami suburb.

Barfi ended the statement with off-the-cuff remarks in Arabic, saying "Steve died a martyr for the sake of God."

He then challenged Islamic State leader Abu Bakr al-Baghdadi to debate Islam, saying, "Woe to you. You said the month of Ramadan is the month of mercy. Where is your mercy?"

"God does not love the aggressor," added Barfi, who is an Arabic scholar and research fellow at the New America Foundation think tank in Washington.

He went on, "I am ready to debate you with kind preachings. I have no sword in my hand and I am ready for your answer."

The other American hostage killed in recent weeks in retaliation for U.S. air strikes against Islamic State forces in Iraq was journalist James Foley, who was shown being beheaded in a video released on Aug. 19.

Sotloff was a freelance journalist who traveled the Middle East writing for the magazines Time and Foreign Policy, among others.

"Steve was no hero," the family said in its statement.

"Like all of us, he was a mere man who tried to find good concealed in a world of darkness. And if it did not exist, he tried to create it. He always sought to help those less privileged than himself, offering career services and precious contacts to newcomers in the region."

He grew up in the Miami area and studied journalism at the University of Central Florida. A spokesman for Israel's foreign ministry said on social media website Twitter that Sotloff also was an Israeli citizen.

Sotloff "yearned for a tranquil life where he could enjoy Miami Dolphins games on Sunday," his family said.

"This week we mourn," it added. "But we will emerge from this ordeal ... We will not allow our enemies to hold us hostage with the sole weapon they possess – fear."

TOP NEWS: Putin unveils Ukraine ceasefire plan, France halts warship


(Reuters) - President Vladimir Putin outlined plans for a ceasefire in eastern Ukraine on Wednesday but Ukraine's prime minister dismissed the proposal, while France expressed its disapproval of Moscow's support for separatist forces by halting delivery of a warship.

After speaking to Ukrainian President Petro Poroshenko by phone, Putin said he believed Kiev and pro-Russian separatists could reach agreement at planned talks in Minsk on Friday.

"Our views on the way to resolve the conflict, as it seemed to me, are very close," Putin told reporters during a visit to the Mongolian capital of Ulan Bator, describing the seven steps he had put forward to secure a resolution to the crisis.

They included separatists halting offensive operations, Ukrainian forces pulling back, an end to Ukrainian air strikes, the creation of humanitarian aid corridors, the rebuilding of damaged infrastructure and prisoner exchanges.

Poroshenko indicated the conversation with Putin had injected some momentum into efforts to end a conflict that has killed more than 2,600 people since April, saying he hoped the "peace process will finally begin" at Friday's talks and that he and Putin had a "mutual understanding" on steps towards peace.

But Prime Minister Arseny Yatseniuk dismissed the plan as a "deception" on the eve of a NATO summit that will discuss Ukraine, adding in a harshly worded statement: "The real plan of Putin is to destroy Ukraine and to restore the Soviet Union."

U.S. President Barack Obama also voiced caution, saying the conflict could end only if Russia stopped supplying the rebels with weapons and soldiers, a charge Moscow has denied.

Visiting the former Soviet republic of Estonia, now in NATO and the European Union, Obama said previous ceasefires had not worked "either because Russia has not been serious about it or it's pretended that it's not controlling the separatists".

In a further sign of the West's growing mistrust and disapproval of Moscow over its conduct in Ukraine, France said it would not go ahead with the planned delivery of the first of two Mistral helicopter carriers to Russia.

Moscow has said scrapping the 1.2 billion-euro ($1.7 billion) deal would harm France more than Russia and the Defence Ministry described the decision as "no tragedy", but the move is likely to anger the Kremlin and underlines Russia's growing isolation over events in Ukraine.

NEW SANCTIONS POSSIBLE

The EU, which has followed Washington in imposing limited economic sanctions on Russia, could agree new moves against Moscow on Friday, hitting the defense and finance sectors.

Indicating European leaders were not impressed by Putin's new proposals, French President Francois Hollande's office said he had reached his decision "despite the prospect of a ceasefire, which has yet to be confirmed and put in place".

The ceasefire proposals had little immediate impact on the ground. Shelling of the rebel-held city of Donetsk continued and grey plumes of smoke poured up from the area that includes the city's airport.

Rebel leaders said they had little faith that Ukrainian forces would observe any truce in a conflict that has left Russia's relations with the West at their worst level since the end of the Cold War more than two decades ago.

"A ceasefire is always good but our main condition still stands - to withdraw Ukrainian troops from our territory. That's the only reasonable way," said Vladimir Antyufeyev, deputy prime minister of the self-proclaimed Donetsk People's Republic.

A truce would provide Poroshenko with some respite to revive a crumbling economy, battered by months of street protests against a president sympathetic to Moscow and then the violence that erupted after his ouster in February, followed by Russia's annexation of Crimea and then prolonged fighting in the east.

A ceasefire may also be more welcome to Poroshenko now because his forces have suffered setbacks in the past week.

Putin is widely thought intent on ensuring Moscow at least continues to have influence in largely Russian-speaking eastern Ukraine after the conflict ends, though fears of a full-scale invasion by Russia remain in Kiev.

WAR GAMES

Putin's spokesman, Dmitry Peskov, sought to address concerns over the ceasefire proposals by saying they did not address the status of the rebel-held areas. Some rebels want unification with Russia, others want more independence inside Ukraine.

Peskov also denied a statement by Poroshenko's office suggesting Putin had agreed a ceasefire. That would imply Moscow was a party to the conflict, and Kiev later amended the wording.

Despite Putin's proposals, the Defence Ministry announced plans for huge military exercises this month by the strategic rocket forces responsible for its long-range nuclear weapons, involving 4,000 troops in south-central Russia.

Obama made clear NATO, which holds a summit in Wales on Thursday and Friday, would not be cowed.

"NATO must make concrete commitments to help Ukraine modernize and strengthen its security forces. We must do more to help other NATO partners, including Georgia and Moldova, strengthen their defenses as well," he said in a speech in the Estonian capital, Tallinn.

(Reuters) - NATO leaders were set to buttress support for Kiev and bolster their eastern defences at a summit starting on Thursday, spurred by the Ukraine crisis to enact the most radical shift in allied strategy towards Russia since the end of the Cold War.

U.S. President Barack Obama and his 27 allies meeting at a golf resort in Wales will also discuss how to tackle the Islamic State straddling parts of Iraq and Syria, which has emerged as a new threat on the alliance's southern flank, and how to stabilise Afghanistan when NATO forces leave at year's end.

British Prime Minister David Cameron, the summit's host, said pressure on Moscow would mount if it did not curtail military action in Ukraine which he branded unacceptable.

"What Russia needs to understand is if they continue with this approach in Ukraine, this pressure will be ramped up," he told BBC television, adding that U.S. and EU sanctions were already having an effect on the Russian economy.

Ukrainian President Petro Poroshenko, whose forces have suffered a string of setbacks at the hands of Russian-backed separatists in the south and east of the country in the last week, was to meet Obama and the leaders of Britain, France, Germany and Italy just before the NATO summit starts.

The Ukrainian leader is looking for arms, training and intelligence support for his armed forces as well as political support against Russian President Vladimir Putin.

However, his talk of reviving Ukraine's bid to join the U.S.-led military alliance could reopen a rift within NATO.

Obama said in Estonia on Wednesday the door to membership would remain open to states that meet NATO standards and "can make meaningful contributions to allied security", but France and Germany remain opposed to admitting Kiev.

A French official said NATO should contribute to easing tensions, not exacerbating them.

Russian Foreign Minister Sergei Lavrov underlined Moscow's opposition to Ukraine joining NATO, saying attempts to end the country's non-aligned status could "derail all efforts aimed at initiating a dialogue with the aim of ensuring national security".

After a week of defiant statements from Putin, Lavrov said Russia was ready for practical steps to de-escalate the crisis in Ukraine and urged Kiev and the rebels to heed ceasefire proposals put forward by Moscow on Wednesday.

TERRITORIAL DEFENCE

As more than a decade of NATO-led combat operations in Afghanistan draws to a close at year's end, the 28-nation, U.S.-led military alliance is refocusing in part on its core task of defending its territory.

NATO leaders will set up a "spearhead" rapid reaction force, potentially including several thousand troops, that could be sent to a hotspot in as little as two days, officials say.

Eastern European NATO members, including Poland, have appealed to NATO to permanently station thousands of troops on its territory to deter any possible Russian attack.

But NATO members have spurned that idea, partly because of the expense and partly because they do not want to break a 1997 agreement with Russia under which NATO committed not to permanently station significant combat forces in the east.

Instead, NATO leaders will agree to pre-position equipment and supplies, such as fuel and ammunition, in eastern European countries with bases ready to receive the NATO rapid reaction force if needed.

NATO has said it has no plans to intervene militarily in Ukraine. Instead it has concentrated on beefing up the defences of eastern European countries that have joined the alliance in the last 15 years. Baltic countries fear that Russia could use the same rationale it applied in Crimea - defending Russian speakers - to meddle with them.

"RIPPED UP THE RULEBOOK"

In an article in The Times newspaper on Thursday, Obama and British Prime Minister David Cameron wrote: "To the east, Russia has ripped up the rulebook with its illegal, self-declared annexation of Crimea and its troops on Ukrainian soil threatening and undermining a sovereign nation state.

"To the South, there is an arc of instability that spreads from North Africa and the Sahel, to the Middle East."

People who wanted to take an isolationist approach to such threats "misunderstand the nature of security in the 21st century", they wrote. "Developments in other parts of the world, particularly in Iraq and Syria, threaten our security at home."

NATO leaders are expected to approve a package of support for Kiev, setting up trust funds worth around 12 million euros ($15.8 million) to improve Ukrainian military capabilities in areas such as logistics, command and control and cyber defence.

A dozen countries will take part in an exercise in Lviv, Ukraine, later this month, co-hosted by Ukraine and the U.S. Army.

NATO officials say the alliance itself will not send the weapons that Ukraine is looking for. But individual allies could do so if they wished.

RUSSIA RELATIONSHIP

NATO leaders will also discuss the alliance's relationship with Russia, which officials say has been fundamentally changed by the Ukraine crisis.

After the end of the Cold War, NATO and Russia sought cooperation in some security fields but NATO has concluded that this effort has failed, and for now at least, Russia is not a partner, a senior official said.

"Russia has basically violated very fundamental agreements on the basis of which we have constructed peace and security in Europe for the last two decades," the official, speaking on condition of anonymity, said.

NATO has already suspended cooperation with Moscow following its annexation of Ukraine's Crimea region.

France, which has faced fierce pressure from Washington and other NATO allies to halt the sale of two helicopter carriers to Russia, said on Wednesday it would not deliver the first of the warships for now because of Moscow's actions in Ukraine. [ID:nL5N0R44KL]

What NATO leaders will agree to do to help Iraq combat Islamic State militants is less clear.

The alliance as a whole is highly unlikely to follow the U.S. lead in staging military strikes on Islamic State, NATO diplomats say, although individual allies such as France and Britain may do so. NATO could revive a mission to help train the Iraqi armed forces that it halted in 2011, diplomats say.

Role Summary/Purpose:
The Project Specialist is responsible for defined work or projects with moderate complexity. In this role you will follow an individual work plan and meets day-to-day short-term objectives and resolve issues through immediate action or short-term planning.

Essential Responsibilities:
• Plan / coordinate activities across functions to fulfill customer orders and ensure customer satisfaction
• Respond rapidly to technical and commercial queries from external customers and internal stakeholders
• Ensure on-time delivery in accordance with contracts
• Ensure Intercompany terms on Purchase orders are in accordance with the Law and terms of contract with the customer.

• Conduct market research analysis for new business initiatives within Oil &Gas.
• Support localization efforts to help drive project execution
• Coordinate with Finance and Project teams on Project Management Review to understand business growth through the analysis of revenue, cost and contribution margins
• Maintain a weekly tracker for all orders
• Timely communication of order status to external customers.

Qualifications/Requirements:
• Bachelor’s degree in Engineering or Business from an accredited university or college (or a high school diploma/GED with at least 4 years of experience in a Project Management role)
• At least 2 additional years of Project Management experience
• A valid NYSC discharge or exemption certificate will be required.
• Must have valid authorization to work full-time without any restriction in Nigeria.

• Ensure that equipment is reworked / refurbished in accordance with current Industry legislation.

• Write Operating Service Procedures (OSP’s) for Field Service Manuals ensuring compliance with current best practices and ‘lessons-learned’ from previous projects.
• Write and approve design verification packages for products/equipment to industry design codes and standards (API, NACE, ASME, ISO)
• Work closely with Project management to prepare detailed quotations for engineering and workshop operations.
• Provide engineering support to internal teams – Manufacturing, Quality Assurance, Project Management/Business Team and external suppliers.
• Write and approve Operating Maintenance Procedures (OMP), Site Integration Test (SIT) and Factory Acceptance Tests (FAT) procedures for Subsea equipment.
• Check and approve rework layout and detail drawings.
• Technical interface between company and client for ‘face to face’ project meetings..
• Liaise with Sales and Manufacturing departments and provide technical support as required
.
Qualifications/Requirements:
• B.Eng Hons Mechanical Engineering or equivalent
• Fully proficient with ePIMS database
• Strong knowledge of materials, welding and heat treatment.
• Demonstrated knowledge of industry standards and design codes.
• Knowledge of Engineering design theory and manufacturing techniques.
• An excellent communicator and have strong leadership skills.
• Desire to provide world class service to customers by aligning global teams under the service platform.

Special Skills required:
• Pro/Engineer experience.
• Working knowledge of ASME drafting standards.
• Knowledge of GD&T.
