TOP NEWS U.S. private sector adds 218,000 jobs in July: ADP

NEW YORK (Reuters) - U.S. companies hired 218,000 workers in July, marking four straight month of private job growth above 200,000, but the figure fell short of what analysts projected and the previous month's level, a report by a payrolls processor released on Wednesday showed. Private job gains in June were 281,000, which was the strongest reading since November 2012. Economists surveyed by Reuters had forecast that the ADPNational Employment Report would show a gain of 230,000 jobs. The report is jointly developed with Moody's Analytics.



"The July employment gain was softer than June, but remains consistent with a steadily improving job market," said Mark Zandi, chief economist at Moody's Analytics. "If current trends continue, the economy will return to full employment by late 2016."



U.S. companies slowed the expansion of their payrolls from June's blistering pace with goods-producing firms adding 16,000 jobs compared with 43,000 in June.



Jobs in professional and business services increased by 61,000 in July, down from 79,000 in June, while positions in the trade/transportation/utilities category grew by 52,000 versus 56,000 in June.

TOP NEWS Detroit drops post-bankruptcy monitor from exit plan

(Reuters) - Detroit has dropped the idea of having a court-appointed monitor keep an eye on its finances when it exits bankruptcy after determining the move was not needed, a city spokesman said on Wednesday.



The city scratched references to a monitor in a filing in U.S. Bankruptcy Court late Tuesday, just days after it submitted a revised bankruptcy plan that called for creating the watchdog role.



"After discussing it with the mayor and with the state of Michigan, the emergency manager determined such a monitor would be superfluous to the financial oversight and reporting requirements already required as part of the 'grand bargain' legislation that was signed into law," said Bill Nowling, spokesman for Detroit Emergency Manager Kevyn Orr.



To ease pension cuts for city retirees and protect the city's art collection, Detroit has garnered money from the state and $466 million in pledges from private groups and the Detroit Institute of Arts in what is called the grand bargain. The state passed a law earlier this summer authorizing a $195 million allocation for the bargain and creating a nine-member financial oversight panel for the post-bankruptcy city.



In the revised plan for dealing with its $18 billion in debt filed last Friday, Detroit added the individual monitor on top of the commission, suggesting the person file quarterly reports on how the city was meeting its obligations and carrying out the grand bargain. On Tuesday, Detroit posted a corrected version of the plan that scratched all references to the monitor.



Nowling added that the monitor idea had been floated before the state authorized the oversight panel.



U.S. Bankruptcy Judge Steven Rhodes will begin a key hearing on the feasibility and fairness of the plan, which was recently approved by most of Detroit's creditors, on Aug. 21.

SOCIAL NETWORK NEWS: Internet privacy service Tor warns users it was attacked

BOSTON Reuters - Tor, the Internet privacy protecting service, said on Wednesday it discovered a compromise on its network that indicated somebody was trying to monitor the activity of its users.



"While we don't know when they started doing the attack, users who operated or accessed hidden services from early February through July 4 should assume they were affected," Tor said in a blog entry.



Tor is an anonymity tool designed to protect the identity of Internet users by routing traffic through multiple nodes around the globe. It is used by human rights activists, criminals and others looking to evade surveillance.



The blog post said that it was not sure how much information the attackers were able to obtain in their efforts to monitor traffic on Tor.



It advised users to upgrade to the latest version of its software, which addresses the vulnerability that the attackers had exploited in this particular case, but said that may not guarantee the anonymity of users.



"Remember that preventing traffic confirmation in general remains an open research problem," the blog said.



Tor revealed details of the attack after researchers at Carnegie Mellon University said they had developed a method of identifying hundreds of thousands of Tor users.



Those researchers had planned to detail their technique at next week's Black Hat hacking conference in Las Vegas. The university canceled the talk after Tor developers complained to Carnegie Mellon.



Leaked National Security Agency documents show that the NSA has logged the IP addresses of many Tor users and may have scanned emails for users living outside of the United States and its four closest intelligence allies, German media reported earlier this month.

TOP NEWS Temporary ceasefire in Tripoli, 75 bodies found in Benghazi

BENGHAZI/TRIPOLI (Reuters) - Rival Libyan militias fighting for control of Tripoli's airport agreed to a temporary ceasefire on Wednesday to allow firefighters to try to control a huge blaze at a fuel depot hit by a rocket.

Meanwhile in Libya's second city, Benghazi, at least 75 bodies, mostly soldiers, were found after two days of fighting in which Islamist fighters and allied militiamen overran an army base.

The past two weeks of fighting have been the worst since the civil war that ousted Muammar Gaddafi in 2011, prompting Western governments to follow the United States and the United Nations in pulling their diplomats out of the North African country.

Two brigades of former rebels, mainly rooted in the towns of Zintan and Misrata, have pounded each other's positions in Tripoli with Grad rockets, artillery fire and cannon, turning the south of the capital into a battlefield.

But except for sporadic shelling away from the ceasefire zone near the international airport, Wednesday was the quietest day in the capital for two weeks.

"Many mediators have succeeded in convincing the militias to stop fighting, at least temporarily," government spokesman Ahmed Lamin said. "They are trying to get them to the negotiating table, we hope they will agree."

France nevertheless closed its embassy on Wednesday, and evacuated 30 French nationals from Tripoli, a few days after the U.S. embassy evacuated its staff across the Tunisian border under heavy military escort.

It was unclear if the blaze at the airport depot, which supplies millions of liters of gasoline and gas to the capital, was under control on Wednesday, although the volume of smoke had lessened.

A spokesman for the state-run National Oil Corporation (NOC), owner of the tanks' operator, Brega Oil company, said he did not yet have any update on the situation.

Three years after the fall of Gaddafi, Libya's government is unable to impose its authority on numerous brigades of former fighters who remain heavily armed and often make political demands of the state.

Benghazi was also quieter on Wednesday, after fierce battles that led special forces to withdraw from the main army base in the city the previous day.

The Libyan Red Crescent's Mohammed al-Misrati said it had found more than 50 bodies inside the base. "We are trying to get them out," he said.

At least 35 of the bodies were later taken to Benghazi's main hospital, according to a Reuters reporter. Sources in the city's hospitals said they had received at least 25 bodies from fighting in other places.

The forces of the self-declared Benghazi Shura Council, which include former rebels and militants from the al Qaeda-linked Ansar al-Sharia, seized the base on Tuesday after fighting involving rockets and warplanes.

Special forces troops and irregular forces loyal to Khalifa Haftar, a renegade former army general who had launched a campaign to clear Benghazi of Islamist militants, withdrew to an air base outside Benghazi, Haftar's spokesman said.

Benghazi's main police station was also abandoned on Wednesday morning, according to a Reuters reporter at the scene.

Fighters from Ansar al-Sharia, classified as a terrorist organization by Washington, have been blamed by authorities for an attack on the U.S. consulate in Benghazi in 2012 in which the U.S. ambassador was killed.

ENTERTAINMENT 5 Seconds of Summer debut album tops Billboard 200 chart

LOS ANGELES (Reuters) - Australian pop rock group 5 Seconds of Summer scored one of the year's biggest debuts on the weekly Billboard 200 chart on Wednesday, cementing its status as the latest boy band to conquer the United States.



5 Seconds of Summer's debut self-titled album sold 259,000 copies in its first week, according to figures from Nielsen SoundScan. It became the third most-streamed album on music platform Spotify, with more than 4.4 million streams last week according to the platform.



For 2014, the album's first-week sales trailed only Coldplay's "Ghost Stories," which debuted with 383,000 copies in May and Eric Church's "The Outsiders," which opened with 288,000 in February.



5 Seconds of Summer, formed by Luke Hemmings, Calum Hood, Ashton Irwin and Michael Clifford, built a following as an opening act for British boy band One Direction over the past year. This year, its popularity grew with the single "She's So Perfect," which is on the debut album.



Disney's "Frozen" climbed three spots to No. 2 with sales of 37,000 in its 35th week on the chart, while last week's chart-topper, parody singer "Weird Al" Yankovich's "Mandatory Fun," dropped to No. 3 this week, selling 33,000 copies.



Only two other new entries made the top 10 of the Billboard 200 chart this week. Rapper Common's "Nobody's Smiling" came in at No. 6 and metal band Crown the Empire clocked in at No. 7 with "The Resistance: Rise of the Runaways."



For the week ending July 27, overall album sales totaled 4.3 million units, down 9 percent from the comparable week in 2013, Billboard said. So far this year, album sales have reached 137.8 million, down 15 percent from a year earlier.

Job Objective:
Manage the overall project engineering, construction and installation management of offshore and onshore oil and gas projects execution (FEED, detailed engineering, procurement and construction) through handover to the Production Operations department in a safe and efficient manner meeting all company’s and industry HSE standards.
.
Projects typically include upgrades and expansion of existing facilities to accommodate infield drilling and secondary recovery (primarily water injection). Projects are typically in the $US 10 – 150 million range with an annual portfolio of some $US 150 – 300 million.
.
This role is viewed as a back up to the General Manager Facilities.
.
Job Duties:
Safely manage all company’s offshore and onshore projects, related project staff and work in line with business objectives fully adhering to HSE, corporate policies, and regulatory requirements. Formulate and manage all tasks/staff needed to ensure the successful engineering and execution of assigned projects on time, within budget and with due regard to HSE and quality, including:
1. Manage preparation of Project Execution Plans (PEP’s), determine, and carry out contract strategies required for engineering, procurement, fabrication, transportation, installation and hook up and commissioning.
2. Preparation of PEP’s and execution thereof are to adhere to the Facilities Management System (AFMS) which uses the concept of gateway reviews and formal, systematic approvals.
3. Identify needs and assemble PMT’s to successfully manage and execute assigned Projects on a matrix basis making appropriate use of support groups available within Facilities. Where shortfalls exist, these are to be identified and corrective actions proposed.
4. Establish budgets for assigned projects and raise corresponding Approval-For-Expenditure Requests (AFE’s), and monitor the same.
5. Establish individual project specific schedules and cost control procedures and monitor the same.
6. Carry out schedule and cost risk assessments on assigned projects and regularly review and update same. Establish a risk register and develop mitigation plans for all major identified risks.
7. Ensure engineering design of projects adequately accommodates for Production requirements in terms of operability and obtain Production acceptance of same.
8. Coordinate all construction activities including offshore installation and hook up and commissioning.
9. Liaise closely with Production department on all aspects of the offshore execution including Permits to Work, shutdowns, and work coordination to ensure that the Projects are completed and formally handed over on schedule.
10. Provide project engineering support to Facilities Central Engineering in the preparation of Front End Engineering (PIN, Conceptual Engineering, and Field Development Planning).
11. Provide input to Technical Work Programmes and annual budgets as part of the annual business cycle.
12. Provide monthly reports both on an overall consolidated project portfolio and individual project basis in accordance with Facilities reporting requirements.
13. Prepare Project close out and “lessons learnt” reports for each project upon completion.

Education Qualification: – Degree in an engineering or relevant technical discipline.
.
Professional Qualification: – Membership of a relevant Professional Engineering organization
.
Experience Required:
1. Minimum of 20 years senior managerial experience of managing project managers in project, engineering and construction management in the upstream oil and gas industry (both onshore and offshore).
2. Previous direct experience in offshore facilities construction work, especially installation of platforms and laying pipelines, as well as working on facilities expansions where simultaneous production and construction operations are required.
3. Previous experience of working in Nigeria is preferred but not essential.
4. Previous experience working internationally is a prerequisite.
5. Managed multidiscipline teams of diverse cultural backgrounds.
6. Computer literate (including sound working knowledge of Word, Excel, PowerPoint and MSProject ).

Technical Qualification:
1. Ability to deliver quality projects safely with due regard to the environment, on time and within budget.
2. Good understanding of Project Management systems and the application thereof.
3. Ability to work under pressure against tight deadlines whilst maintaining a high standard of consistency, accuracy and quality is essential.
4. Good understanding of the relevant engineering codes and standards.
5. Good interpersonal skills
6. Familiarity with HSES Management systems and the application thereof, in particular HAZOP’s and safety cases.
7. Fluent spoken and written English.

TECHNOLOGY NEWS: Russia wants Apple, SAP to cooperate against foreign spying

MOSCOW (Reuters) - Russia has proposed that Apple Inc (AAPL.O) and SAP (SAPG.DE) hand the government access to their source code to make sure their widely used products are not tools for spying on state institutions.

The suggestion that two of the world's flagship technology companies disclose some of their most sensitive business secrets comes as the United States and Europe debate their most severe sanctions yet against Russia for its role in Ukraine.

On Tuesday, the United States imposed a new round of sanctions, hitting three Russian banks, including the country's second-biggest, VTB (VTBR.MM).

The European Union reached agreement on Tuesday on its first broad economic sanctions, marking a new phase in the biggest confrontation between Moscow and the West since the Cold War.

The Russian proposal was voiced last week when Communications Minister Nikolai Nikiforov met Apple's general manager in Russia, Peter Engrob Nielsen, and SAP's Russian managing director, Vyacheslav Orekhov, the Communications Ministry said in a statement.

It said the proposal was designed to ensure the rights of consumers and corporate users to the privacy of their personal data, as well as for state security interests.

While couched in the language of protecting privacy, any Russian move to force these companies to divulge the inner workings of their software could pose a major threat to their viability if they were to lose control of the source code.

"Edward Snowden's revelations in 2013 and U.S. intelligence services' public statements about the strengthening of surveillance of Russia in 2014 have raised a serious question of trust in foreign software and hardware," Nikiforov said in the statement released late on Tuesday.

He was referring to bombshell disclosures by the former U.S. National Security Agency contractor that revealed widespread NSA snooping through eavesdropping on popular technology products and services. Since then, experts have concluded that U.S. government-backed standards for software encryption have created backdoors for the NSA to spy on users.

Russia is not alone in challenging technology companies to come clean about their privacy practices.

Governments ranging from Germany to Brazil to China to India and dozens of other nations are revising technology practices in light of the NSA revelations – although most stop short of asking that technology companies disclose their source code.

THE CROWN JEWELS

A computer's source code is the underlying set of computer instructions that control the functioning of any software program and translate it into machine-readable instructions for computers. Source code represents the crown jewels for any software maker and most major commercial software companies jealously guard the code as their most precious secrets.

"Obviously, companies which disclose the source code of their programs are not hiding anything, but those who do not intend to establish cooperation with Russia on this issue may have undeclared capabilities in their products," Nikiforov said.

The ministry cited its more than decade-long cooperation with Microsoft (MSFT.O). The U.S. firm has been sharing its source code for the Windows operating system and other products since 2003 with Atlas, a technology institution that reports to the communications ministry.

The ministry said the prospect of state companies using software and hardware when the producers do not share their source code with the government "remains uncertain".

SAP and Apple both declined any immediate comment.

The business models that have grown up around source code fall into two basic camps: Proprietary and open-source. Proprietary software makers strictly copyright their source code to prevent rivals from copying its hidden features. An increasing popular alternative is open source software whose developers provide open access to their source code and encourage collaborators to make modifications and improvements.

Typically, open source software makers charge customers for services and other products rather than for the software itself but must of the world's biggest tech companies resist doing so.

Apple, the world's most valuable company by market capitalization, is best known for its distinctive range of computer and phone devices, which it seeks to distinguish through its closely-guarded proprietary software.

SAP, the world's fourth largest maker of business software, by revenue, and Germany's largest technology company, makes business planning software that many top multinational companies use to maintain financial control of their far-flung operations. It too keeps close guard over the source code of its products.
